The National Flag is the highest expression of Nationality and pride for the Motherland. Back in 1511, Spain issues an official flag for Puerto Rico, based in the Coat of Arms authorized by the spanish monarchs. On December 22, 1895, a group of 59 Puerto Ricans gather at "Chimney Corner Hall" in New York City and organizes a political group, attached to the Cuban Revolutionary Party to organize the Pro-Independence movement in Puerto Rico, still under Spanish ruling. According to the meeting acts, the flag " ...is same as the cuban, but the color stripes are inverted...

Settled by explorer Juan Ponce de Leon, the Island was a Spanish possession for over four centuries. Puerto Rico came under United States sovereignty by thr Treaty of Paris signed on December 10, 1898, terminating the Spanish-American War. Puerto Ricans have been US citizens since 1917. In July 1950, the US Congress enacted Public Law 600. It provided that existing laws which defined the political, economic, and fiscal realtionship between Puerto Rico and the United States should remain in full force. It also authorized Puerto Rico to draft and approve its own Constitution, which took effect on July 25, 1952. Puerto Rico's relationship with the US is referred to as commonwealth status. Political Trends For many years there have been two major views in Puerto Rico with respect to the Island's relationship with the United States, one favoring commonwealth status and the other favoring statehood. A small group supports independence for Puerto Rico. Voters supporting a continuing relationship for Puerto Rico with the United States Mainland have dominated Island elections over the years. Part of the USA Puerto Rico is part of the US. There are no travel restrictions to other US areas and no customs duties or quotas on shipments between Puerto Rico and the US Mainland. Products manufactured in Puerto Rico are "Made in the USA". The people of Puerto Rico do not vote in national elections. They are represented in Congress by a Resident Commissioner who has a voice in the House of Representatives but no vote. Most federal taxes are not levied in Puerto Rico. No federal income tac is collected from island residents on ordinary income, except in cases of Federal employees.

The U.S. Commonwealth of Puerto Rico is the largest net energy importer in the Caribbean basin. Over the past several years, the government has supported significant new energy projects in order to diversify the commonwealth's energy mix. Note: Information contained in this report is the best available as of September 2004 and is subject to change. GENERAL BACKGROUND
Puerto Rico enjoys a highly diversified economy, a strong tourist sector, and good trade relations with the United States, its largest trading partner. D A key component of Puerto Rico's economic development plan is the eventual development of the Port of the Americas . Accompanied by the construction of free trade zones and opening of modern industrial parks, by 2006, the port will be receiving marine cargo and facilitating its transhipment or export to markets in the Caribbean, South America, Central America, the U.S., and Europe. Construction of the port will assist in Puerto Rico's economy and employment. Despite optimism surrounding the Port of the Americas, to date, the government has not fully implemented its proposed multi-billion-dollar infrastructure program. The program has been subject to delays over the past two years. In addition, businesses have still been reluctant to increase investment and hiring.

    History
Needing a new population of laborers to work in mines and construction as well as in agriculture, the Spanish began to introduce African slaves into the island as early as 1513. The Africans had a significant impact on the nascent mulatto culture of Puerto Rico. Their music, food, religion and language were all integrated into the very fabric of the society. The gold mines were declared depleted in 1570 giving way to the dominance of agriculture and in particular sugar cane as the main engine of economic growth. The needs of the burgeoning economy spurred the establishment of townships throughout the entire island.
In 1776, the official census numbers stated that the population of Puerto Rico had grown to only 70,210. In order to further raise the number of inhabitants, the Spanish began to grant land deeds to people from all over Europe, particularly Corsicans and Canary Islanders. The 19th century therefore was marked culturally by the influence of many different European nationalities settling permanently on the island. The 19th century was also marked by political unrest and social upheaval. In 1809, Puerto Rico was recognized as an overseas province with the right to send representatives to the Spanish Court. Despite this development, the revolutionary movement for Puerto Rican independence continued to grow. In 1868, residents rose up in arms against Spain in the town of Lares. The short-lived uprising was quickly put down by the Spanish government.

Puerto Rican Government Puerto Rico's government was started in 1898 , after the Spanish-American War . They wanted to have their own self-government. The USA wanted Puerto Rico to be part of the USA, but Puerto Rico refused to join the USA. Puerto Rican people decided San Juan would be a good capital for Puerto Rico's government. They called their governor the chief executive and he or she has a four-year term. More people in Puerto Rico work for the government than anywhere else. Although Puerto Rico is a protectorate of the United States, many Puerto Ricans would like for Puerto Rico to become the fifty-first state so they can have the same privileges as the Americans. Others want Puerto Rico to be an independent country, and some want it to stay the way it is. Geography and Location Culture Government History ... Home
