By: Property Resources, Western Puerto Rico Puerto Rico is a US Commonwealth with 78 municipalities
(similar in function to a U.S. State with its counties).

These municipalities were defined and instituted over time while Puerto Rico was a Spanish colony, and later became a Royal Spanish province. This form of local government remained after Puerto Rico was briefly granted limited independence by the Spanish crown shortly before the Spanish-American war of 1898. The governing style of a modern-day municipality is an interesting mix of the county government style of a US state, and the Old-Spanish style municipal government, with many Spanish style laws and procedures still in place. It has a county seat (usally a town with the same name as the municipality), mayor's office, municipal police (similar to a county sheriff), assessor's office, treasurer, etc. A central plaza with Church and Government buildings reflective of the previous Spanish style Church-State culture typify this style of government. Like all municipalities on the island, an elected mayor and a municipal assembly govern Rincon. The mayor then appoints a secretary auditor and a treasurer. Rincon's current mayor is the Honorable Carlos Lopez (Popular Democratic Party) elected by popular vote in 2000.

nd . But the Commonwealth’s office in Washington, DC is telling news reporters and others that Resident Commissioner in the U.S. Anibal Acevedo Vila ("commonwealth" party/D) was elected. The Puerto Rico Federal Affairs Administration (PRFAA) is advertising Acevedo’s supposed election as the lead item on its Internet Web site and on the site’s "Press Room" page. The agency operates 12 offices in States in addition to its Washington headquarters. The Web report quotes Commonwealth Governor Sila Calderon congratulating Acevedo "for his triumph in the campaign for Governor" and "his election." Calderon is Acevedo’s political mentor. The report even asserts that Acevedo was "certified . . . as the winner" by the Commonwealth’s Elections Commission. In fact, the commission has taken pains to point out that it has only given Acevedo a "provisional certification" and that Acevedo cannot be considered to have been "certified . . . as the winner." The commission it is still counting the election’s ballots to determine the actual winner. PRFAA is headed by Calderon appointee Mari Carmen Aponte. Acevedo has lived in Aponte’s Washington, DC home while he has visited the nation’s capital in connection with his job as the territory’s "Resident" representative here.

Hers is not an effort to feather her own political nest, she says, but rather "to empower (them) politically so that they can be a voice in the issues that affect them." The Governor is quite candid that her objective is to create political leverage on the mainland for policies of her administration by helping to elect mainland officials who will "be sensitive to our issues in Puerto Rico." Critics state that the voter registration campaign is an improper use of island resources and a blatant interference in the political affairs of other U.S. electoral districts. They also speculate that it has the potential to backfire as competing candidates publicly question the policy. EPA Announces Comprehensive Set of Actions to Protect and Improve Caribbean Waters
FOR RELEASE: Thursday, August 10, 2000 (#00153) San Juan, Puerto Rico Second, EPA announced three proposed decisions on specific requests for waivers from secondary treatment for sewage treatment plants in Puerto Rico and the Virgin Islands. After confirming that the Puerto Rico Aqueduct and Sewage Authority (PRASA) Aguadilla treatment plant meets stringent requirements that protect public health and the environment, EPA proposed to grant a waiver from secondary wastewater treatment to the plant. The EPA proposal would require the Aguadilla plant to continue providing advanced primary treatment. EPA also proposed to deny requests for waivers from secondary treatment for the Virgin Islands Department of Public Works (VIDPW) St. Thomas and St. Croix wastewater treatment plants, based on their failure to meet those same requirements. "We are proposing to allow the waiver from secondary treatment at the Aguadilla plant only because we are convinced that the current level of treatment at the plant is protecting the environment and public health," said Jeanne M. Fox, EPA Regional Administrator.

      They may not acknowledge it openly, but in speaking to a several Information Systems Technicians and Managers we have discovered that Linux servers have been incorporated into several Government agencies. All this in a hush, hush, nobody-noticed, except for suddenly services got better and more reliable. The credit goes to the forward thinking and valiant IT personnel that dared to think outside of the MS box. The OG Consulting or Altamente connection? In many cases these IT personnel first learned about Linux at an Introduction to Linux course offered to the Electronic Information Systems Administrators Association (ADSEI in its Spanish acronym) in April 2000. We are proud to see good ideas spreading.

The practice maneuvers, including live bombing runs, have had devastating effects on the environment, the economy and the health of Vieques residents. Following the death of a civilian by a stray bomb in April, 1999, widespread opposition to U.S. military presence erupted throughout Puerto Rico. A broad coalition of church, environmental, and political organizations established a nonviolent protest encampment on the bombing range which successfully halted Navy training operations for over a year. Bombing recommenced in 2001 despite a growing tide of protest by Puerto Rico government leaders, church officials, students, unionists, academics and other citizens.

        Despite all available sources of entertainment Puerto Ricans amuse themselves with one predominant activityPolitics. Puerto Ricans seem to breathe Politics in their daily livesand seem to enjoy inmensely the activities of politicians. In 1898 , as one of the conditions to end the Spanish- American war between Spain and the United States, Spain was forced to cede Puerto Rico to the victorious Americans under the Treaty of Paris. Strangely enough the Americans were welcomed warmly by the Puerto Rican people who saw in the United States flag a symbol of freedom and prosperity. Under the new sovereignty, however, Puerto Rico reverted back to a purely colonial government. The Puerto Rican political leadership was dazed by the events of 1898.Their immediate reaction upon seeing how the people welcomed the Americans was to ask for statehood. But soon after, the leadership divided itself into the familiar three camps-those wanting complete independence, those wanting assimilation into the United States, and those wanting something in between, autonomy. Muñoz Rivera, who was elected as Resident Commissioner in the U.S. Congress, continued as a leader of the autonomist movement. In 1916 he convinced Congress to increase the island's self-government and to extend U.S. citizenship to all Puerto Ricans. Puerto Ricans were granted U.S. citizenship in 1917 by the Jones Act. The local political leadership continued to be obsessed with the satatus issue and had little inclination to deal with the more pressing issues and problems of economic and social improvement.
