Most people understand and recognize racism on a personal level in the context of overt discrimination and other unfair practices. However, a deeper understanding at the cultural and institutional levels is necessary in order to effectively confront the powerful and subtle forms of racism that exist today. For the purposes of this paper, we define racism as power plus racial prejudice. Cultural racism is when power of the majority group plus their racial prejudice results in the exclusion of cultural contributions of historically oppressed groups from textbooks, art, language, and music. Institutional racism is when personal and cultural racism is formalized within the institution; that is, it is supported by the institutions' formal and informal policies and practices for the benefit of a particular group and at the expense of another group.

This article calls for colleges and schools of education to become more market-responsive to the specific needs of urban school districts. The authors warm of the emergence of "corporate universities" effecting the education training sector. A balance must be developed between what professors want to teach and what students need to learn as both groups face increased complexities in urban settings. The Public Policy and Practice Problem In an era when graduates from programs in educational administration are entering the increasingly competitive marketplace of education, it will become pointedly more critical for schools and colleges of education to respond to the surrounding market and create automatic (and measurable) systematic linkages between the public-subsidized universities and the constituent school districts. This is particularly paramount in the state's urban center and metropolitan venues. Public educators, in Florida as well as the rest of the U.S., are now facing, with the emergence of competitors to reach their tax-paying clients. These competitors range from voucher advocates to charter school enthusiasts; and private entrepreneurs to parochial school leaders. And, of course, the acceleration of "virtual high schools."

Current Applicants / Log In Screen ASPPB/National Register Designated Doctoral Programs in Psychology How to Use the Designation List Date First Designated AN INDIVIDUAL IS CONSIDERED A GRADUATE OF A DESIGNATED PROGRAM IF THE PROGRAM WAS DESIGNATED AT THE TIME THE INDIVIDUAL'S DEGREE WAS COMPLETED. The 2004 online edition lists the date a program was first recognized as a doctoral program in psychology meeting designation criteria and does not necessarily reflect the date the program was initiated at the educational institution. The date first designated appears in parentheses as (ASPPB/NR: 19). If the program is APA/CPA accredited also, the date of approval is included, and the listing appears as (ASPPB/NR:19; APA/CPA: 19). The reader may wish to contact APA or CPA directly for additional information on programs accredited by those organizations. Listing of Canadian Doctoral Programs and CPA Accreditation Another feature of this publication is the listing of accreditation by the Canadian Psychological Association (CPA) as equivalent to APA accreditation. The three major relevant organizations in Canada endorsed this project: the Council of Provincial Associations of Psychologists (CPAP), the Canadian Psychological Association (CPA), and the Canadian Register of Health Service Providers in Psychology (CRHSPP). The 1988 edition of this publication included for the first time Canadian doctoral programs that submitted the documentation in support of meeting the "Guidelines" and that which the ASPPB/National Register Designation Committee evaluated as meeting the "Guidelines." Current Applicants / Log In Screen Doctoral Psychology Programs Meeting Designation Criteria Doctoral Psychology Programs Meeting Designation Criteria This is the 23rd edition (2004) of the list identifying doctoral programs in psychology that meet the "Guidelines for Defining 'Doctoral Degree in Psychology,'" which were developed at the 1977 National Conference on Education and Credentialing in Psychology. This is the 13th edition as a joint effort of the Association of State and Provincial Psychology Boards (ASPPB) and the National Register of Health Service Providers in Psychology (National Register).
  • A program that is accredited by the American Psychological Association (APA) and/or the Canadian Psychological Association (CPA) meets Criterion 1 of the "Guidelines" and is designated on that basis. Programs reviewed by the ASPPB/National Register Designation Project requested to be reviewed and provided publicly available documentation that demonstrated that the programs meet Criteria 2-11.
