A Resource Guide on Racial Profiling Data Collection Systems, published by the U.S. Department of Justice, defines racial profiling as: any police-initiated action that relies on the race, ethnicity or national origin rather than the behavior of an individual or information that leads the police to a particular individual who has been identified as being, or having been, engaged in criminal activity. Profiling is a Tool
The concept of shoplifter profiling is a proven loss prevention tool and is currently being practiced in most major retail stores by trained loss prevention or security staff. Does that seem shocking? It shouldn't, as long as it doesn't include the discriminatory practice of focusing on the race of the customer alone. Profiling is used everyday as a method for quickly focusing in on a person, a product line or a section of a store most likely to contribute to shoplifting. All investigative agencies including the police, FBI, and others have used profiling as a tool to narrow the field of possible suspects. Why shouldn't retail store security be able to do the same? Store and customer profiles are developed during day-to-day operation and by collecting and analyzing inventory data. This data provides both a quantitative and a qualitative basis for determining where, when, how, and by whom shoplifting is likely to occur in the future. There are other types of profiling based on store apprehension histories and industry experience that has taught LP professionals who to "include" and who to "exclude" when scanning the store for potential shoplifters. For example, one profile is that people rarely shoplift while in the presence of their spouse, significant other, or parents. After scanning these persons they might quickly be bypassed as theft candidates. Shoplifting is a crime of opportunity and desire. Trained loss prevention staff will spend most of their time observing those customers whose conduct demonstrates both opportunity and desire. For example, a customer standing alone in a remote aisle, carrying a large empty shopping bag, and looking from side-to-side would be immediately suspicious until their conduct proves otherwise.

Interviewed by the Daily Mail on Sunday, British Transport Police Chief Constable Ian Johnston first broached the issue, saying his officers would not shy away from targeting those groups most likely to present the greatest threat. Friday, July 22, 2005 11:16 a.m. EDT Bloomberg: No Fair Profiling Terrorists New York City Mayor Michael Bloomberg said Friday that terrorists come "in all sizes and shapes and forms" and it wouldn't be fair for police to profile terrorism suspects on the basis of a Middle Eastern appearance.
Asked about the city's random stop-and-search policy, which Police Commissioner Ray Kelly said Thursday would forbid racial profiling, Bloomberg told WABC Radio host John Gambling, "I think if we've learned anything, it is you can't predict what a terrorist looks like." Story Continues Below "You want to have restrictions [on police terrorism searches]," Bloomberg explained. "You want to have the police to have the burden of being very careful and never discriminating." "If you think that everybody with blue eyes is a terrorist, you can't just stop everybody with blue eyes," he added. "Terrorists come in all sizes and shapes and forms." When Gambling reminded Bloomberg that "a higher percentage of them come from a certain section of the world," Bloomberg acknowledged: "That is true."

You will then have the opportunity to collect and interpret actual STR data, and to answer one or more of the following questions:
  • How is STR data used in a DNA Paternity Test?
  • How can STR data from close relatives be used to create a genetic profile of a missing person?
  • How much genetic diversity exists among siblings?
  • How does one calculate the probability for a specific DNA profile? Alternatively, you may wish to create your own activities, based on some suggestions for open-ended inquiry that are offered below.     Background Information:
    Where's the CAT? takes students through the basic steps in the DNA profiling, commonly known as DNA fingerprinting. This activity was published in The Science Teacher in December, 1991 and has been presented to over 2000 teachers nationwide in various seminars, workshops, etc. It requires about an hour of initial preparation, including photocopying the materials. Preparation later takes about 10 minutes. Class time may vary from 20 minutes to three 50-minute periods, depending on the background of the students and the purpose of the presentation.
    Materials needed:
  • a roll of craft magnet tape, cut into small pieces (16 pieces needed per group) tape (a roll per group for convenience) scissors (at least one pair per group for convenience) envelopes or 2 x 5 inch pieces of white paper brightly colored paper for making the probe photocopies of the DNA sequences
