The Bush administration has declared war on terrorism as the country considers new measures for homeland security. A military build-up continues as troops, ships and planes prepare for an as yet undisclosed mission. Raul Yzaguirre , President of NCLR, will answer questions and comments from readers on Tuesday, Sept. 25 at 1:30 p.m. EDT , to discuss racial profiling and racial bias during times of war. For over 35 years, Raul Yzaguirre is one of the most widely recognized leaders in the civil rights on behalf of Hispanic Americans. Why are police targeting minorities for traffic stops? By Gene Callahan and William Anderson It is early in the morning, and the well-dressed young African-American man driving his Ford Explorer on I-75 sees the blue lights of the Georgia State Patrol car behind him. The officer pulls behind the sport utility vehicle and the young man's heart begins to sink. He is on his way to Atlanta for a job interview. The stop, ostensibly for speeding, should not take long, he reasons, as the highway patrol officer walks cautiously toward the Explorer. But instead of simply asking for a driver's license and writing a speeding ticket, the trooper calls for backup. Another trooper soon arrives, his blue lights flashing as well. The young man is told to leave his vehicle, as the troopers announce their intention to search it. "Hey, where did you get the money for something like this?" one trooper asks mockingly while he starts the process of going through every inch of the Explorer. Soon, an officer pulls off an inside door panel. More dismantling of the vehicle follows. They say they are looking for drugs, but in the end find nothing. After ticketing the driver for speeding, the two officers casually drive off. Sitting in his now-trashed SUV, the young man weeps in his anger and humiliation. Unmotivated searches like this are daily occurrences on our nation's highways, and blacks and white liberals have been decrying the situation for several years. Many conservatives, on the other hand, dismiss such complaints as the exaggerations of hypersensitive minorities. Or they say that if traffic cops do in fact pull over and search the vehicles of African Americans disproportionately, then such "racial profiling" is an unfortunate but necessary component of modern crime fighting.

Unfortunately, without understanding why the code is taking so long to start with, it's impossible to know where to start optimizing it. This is where "profiling" comes in; it lets us know what our programs are doing. We'll look at why and how to profile programs, and then what to do with the profiling information once we've got it.
Why Profile?
There's nothing worse than setting off a long-running Perl program and then not knowing what it's doing. I've recently been working on a new, mail-archiving program for the perl.org

Abstract
Profiling is a data surveillance technique which is little-understood and ill-documented, but increasingly used. It is a means of generating suspects or prospects from within a large population, and involves inferring a set of characteristics of a particular class of person from past experience, then searching data-holdings for individuals with a close fit to that set of characteristics. It is rather different from better-known data surveillance techniques such as front-end verification and data matching. It raises rather different issues, and requires rather different regulatory measures. This paper surveys the limited information available, defines and describes the technique and its social implication, and argues the case for action by regulators.

Data surveillance, usefully abbreviated to dataveillance, is the systematic use of personal data systems in the investigation or monitoring of the actions or communications of one or more persons. It is supplanting more traditional forms of surveillance because it is cheap and effective.

Dawn Fratangelo Correspondent NBC News NEW YORK - Dawn Fratangelo Correspondent In London, investigators know who they're looking for, and there is one glaring profile: Young Middle Eastern or African men with backpacks. In New York, where searches have been expanded, commuters are picked at random - too random for some. "I think it's kind of a waste of time, if they're gonna search someone like me," says one young white commuter. Retired New York police Capt. Stephen Davis - a 20-year veteran - believes the best way to capture a terrorist is through intelligence, not subway searches. "It's cosmetic," he says. "But at the same time, it may be a deterrent. But in terms of trying to use this as an actual tool to directly combat terrorism and identify people responsible, this isn't the answer."

By Glenn Frankel and Tamara Jones Washington Post Foreign Service Wednesday, July 27, 2005; Page A01 LONDON, July 26 Seven bullets fired into a young Brazilian man's head by an undercover policeman who mistook him for a suicide bomber have set off an impassioned debate over the rights and wrongs of anti-terrorism tactics and racial profiling in one of the world's most ethnically diverse cities. Ajmal Masroor, the 33-year-old director of a community relations group here, is a highly educated and articulate Muslim of Bangladeshi origin who is welcomed as a consultant and adviser in the corridors of power. Yet when he walks the highly patrolled streets of the Whitehall government sector these days, he said, he thinks twice because police have adopted a shoot-to-kill policy against people they deem to be active terrorists.

Overview The HP Digital Continuous Profiling Infrastructure (DCPI) Advanced Development Kit for HP Alpha platforms permits continuous low-overhead profiling of entire systems, including the kernel, user programs, drivers, and shared libraries. The system is efficient enough that it can be left running all the time, allowing it to be used to drive online profile-based optimizations for production systems. The Continuous Profiling Infrastructure maintains a database of profile information that is incrementally updated for every executable image that runs. A suite of profile analysis tools analyzes the profile information at various levels. At one extreme, the tools show what fraction of cpu cycles were spent executing the kernel and each user program. At the other extreme, the tools show how long a particular instruction stalls on average, for example, because of a D-cache miss.
