It is the intention of the University to be competitive in its pay practices. POLICY APPLICATION This policy applies to Deans of Faculties, the Dean of Graduate Studies, Associate Deans and Assistant Deans. CONTINUING PROFESSIONAL EDUCATION ADMINISTRATION The attached document was prepared at the onset of Fiscal Year 1996 by the Rural Economic and Community Development agency within the United States Department of Agriculture (USDA). With permission of that agency, the set of guidelines for their Accountant Professional Development Program is posted here to provide interested parties an opportunity to review a prototype of how such a program can become institutionalized. Recognizing that each agency must function within the cultural norms characterized therein, this document does not pretend to provide a model of "one size fits all". Still, the effort is commendable and functional, and is an example of a Best Practice for the administration of continuing education within USDA. After the first year's implementation of the Continuing Professional Education (CPE) program, minor changes in program administration were made by Rural Development's CPE Advisory Board. They are reflected in this document. Given the dynamic nature of environmental change on business activity and consequential education and training initiatives, one would expect the administration of such a program to change yet again. USDA's Financial Management Professional Development Program, sponsored by USDA's Chief Financial Officer Advisory Council, invites your review and comments on the document that follows. Exam Development/Administration The Certified Protection Professional (CPP), Professional Certified Investigator (PCI), and Physical Security Professional (PSP) examinations are designed to assess whether or not a practitioner possesses the knowledge established as the basic competency level required for the chosen designation. The examinations' development processes follow internationally accepted procedures for establishing the content validity of a test and the reliability of its scores. Role Delineation (Job Analysis)
The first step in development of an ASIS examination is the role delineation, or job analysis, which identifies the areas of responsibility (domains) and important work functions required for safe and effective performance in a security position, and the relative importance in the actual practice of a profession. ASIS currently performs role delineations approximately every five years. Examination Specifications
The importance of each domain, and of the relevant tasks, knowledge, and skills within it, determines the specifications of the examination. The relative order of importance of the domains determines the percentage of the total test items allocated to each. The examination is based on this blueprint.

Introduction DOCTOR OF PHILOSOPHY PROGRAM IN DEVELOPMENT ADMINISTRATION
T A Brief History NIDA’s Graduate School of Public Administration began with the Institute of Public Administration (IPA) of Thammasat University in 1955. The creation of NIDA was the result of international cooperation between the Royal Thai Government (RTG) and the United States Government with Indiana University as the project manager. Early management of the IPA’s MPA program was closely supported by personnel from Indiana University, with fifteen American faculty members taking an active part in academic activities such as curriculum development, acquisition of library materials, staff development scholarships, teaching, research, and training.
I n 1966, the RTG restructured the IPA and transformed it into NIDA, an independent graduate institute. Since that time the School of Public Administration has maintained a major role in professional development activities aimed at satisfying the middle level manpower requirements of both the public and private sectors in pursuit of national development goals.
