Resources for Teaching and Learning about Probability and Statistics. ERIC Digest.
As increased use of technology and the empirical sciences spreads throughout the global community, the use of data and graphs to communicate information is ever increasing. Daily decision making and discussions of social issues are increasingly influenced by statistics and projected outcomes based on estimated probabilities. Unfortunately, most high school graduates have little or no background in the mathematics associated with calculating probabilities and interpreting statistics. Therefore, in order for our students to be adequately prepared to make informed decisions, schools need to provide greater attention to probability and statistics in mathematics and other courses. Numerous educators (NCTM, 1989; NRC, 1989; Shaughnessy, 1992) have recommend the introduction of concepts related to probability and statistics throughout the school years for all students, not just those students bound for college.
KEY ISSUES
In spite of increased support for teaching probability and statistics in schools, significant problems have been reported.

The Topic:
Easier - A statistic is a fact or piece of information that is expressed as a number or percentage. The facts and figures that are collected and examined for information on a given subject are statistics. Probability is the likelihood of something happening or being true. Harder - Statistics is a set of methods used to collect and analyze data. Those statistical methods help people identify, study, and solve a variety of problems. Statistics help people make good decisions about uncertain situations. Probability is used to describe events that do not occur with certainty. People in varied occupations use statistics. Health professionals use statistical methods to determine whether a specific drug or procedure is useful in the treatment of medical problems. Weather forecasters use statistics to more accurately predict the weather. Engineers use statistics to benchmark standards for product safety and quality. Scientists employ statistical methods to design effective experiments. Economists apply statistical techniques in predicting future economic trends. Statisticians analyze data in two varying ways: exploratory methods and confirmatory methods. Exploratory methods are used to analyze what the data seem to be saying. These exploratory methods often involve computing averages or percentages and displaying the data on some type of graph. Confirmatory methods apply ideas from probability theory in an attempt to answer specific questions.

STANDARD 12 - PROBABILITY AND STATISTICS
All students will develop an understanding of statistics and probability and will use them to describe sets of data, model situations, and support appropriate inferences and arguments.
Standard 12 - Probability and Statistics - Grades K-2
Overview
Students can develop a strong understanding of probability and statistics from consistent experiences in classroom activities where a variety of manipulatives and technology are used. The key components of this understanding in probability for early elementary students, as identified in the K-12 Overview, are probability terms the concept of the probability of an event, and predicting and determining probabilities. In statistics they key components for early elementary students are data collection, organization, and representation. The understanding of probability and statistics begins with their introduction and use at the earliest levels of schooling. Children are natural investigators and explorers - curious about the world around them, as well as about the opinions and the habits of their classmates, teachers, neighbors and families. Thus, a fertile setting already exists in children for the development of statistics and probability skills and concepts. As with most of the curriculum at these grade levels, the dominant emphasis should be experiential with numerous opportunities to use the concepts in situations which are real to the students. Statistics and probability can and should provide rich experiences to develop other mathematical content and relate mathematics to other disciplines.

Standard 12 - Probability and Statistics - Grades 7-8
Overview
Students can develop a strong understanding of probability and statistics from consistent experiences in classroom activities where a variety of manipulatives and technology are used. The key components of this understanding in probability for middle school students, as identified in the K-12 Overview, are: probability terms, the concept of the probability of an event, predicting and determining probabilities, the relationship between theoretical and experimental probabilities, and compound events. In statistics, the key components are: data collection, organization, and representation, sampling, central tendency, variance and correlation, and analysis and inference. Students should enter the seventh grade with a strong intuitive understanding of probability and statistics as a result of their activities in grades K-6, and should have a basic understanding of the more formal methods which were introduced in grades 5-6. They will build on this foundation in grades 7 and 8.

Probability and Statistics
Chances Are...Making probability and Statistics Fun to Learn and Easy to Teach by Nancy Pfenning. Prufrock Press, ©1998. For any beginner from the middle grades to early college. It's best to use it with gifted students in grades 4-8. This book serves as an introduction to probability the study of random behavior, and statistics the formal treatment of data. The purpose of the probability section of this book is to present an overview with the minimal amount of theory needed for students to be able to grasp the section on statistics which follows it. The study is simplified by working through clear examples and including some uncomplicated experiments. The purpose of the statistics portion of the book is to facilitate student examination of the most basic aspects of statistical theory in simple settings with very manageable numbers in such a way that they can see how the concrete results tie in with the abstract theory.

About the Department
Background
Great Britain has long been recognised as having an especially admirable statistical tradition, in which empirical and theoretical work continually meet and strengthen each other, and this tradition is evident in the history and practice of Statistics in the University of Sheffield. The subject - including probability theory, stochastic processes and operations research - has been taught here since the late 1940s, and emphasis has always been laid on ensuring that theoretical work is related to practical concerns, and simultaneously that practical work rests firmly on a strong theoretical base.
In 1965, with the appointment of Professor J M Gani, a full graduate programme, with a one-year MSc course and a PhD programme, was initiated. Since then the subject has continued to flourish, with the Probability and Statistics Department now consisting of 12 full-time academic staff including three professors, additional research staff, a commercial unit with around 5 professional statisticians, and about 30 postgraduate students. The Probability and Statistics Department is part of the School of Mathematics and Statistics, which includes two other Departments, Applied Mathematics and Pure Mathematics, all of which are housed in the Hicks Building, which is near the centre of the University; in particular the Students Union, the Computer Centre and the Main Library are all nearby. In addition, however, the Department has a comfortable reading room containing a wide selection of postgraduate and research texts, and a number of the leading journals in Probability and Statistics.

A1. The University of Sheffield
This course guide concerns study for the MSc in Statistics by distance learning. However, as explained in Section B4 of this guide, distance learning students are required to spend three weeks of their course at special residential study weeks in Sheffield. It is therefore appropriate to give some information about the University of Sheffield and about the City. The University is of the type known as a civic university; founded in 1905 by the bringing together of existing colleges, in order to express the pride of the local community, and to provide a local means of study at a high level. It is well established in the top rank of British universities, with about 18000 undergraduate and 5500 postgraduate students. It was the Sunday Times UK University of the Year in 2001/2, and in 2005 it was ranked 8th in the UK in a world university survey. Its main location is approximately half a mile from the city centre, on a site which is quite compact, and halls of residence are about a further half a mile to one mile away.
