    Pre-Confederation Prince Edward Island
    Prince Edward Island before Confederation was home to approximately 87 000 people. Most of the population was of Irish, Scottish, English, and Acadian descent, but there were also small Black and Mi'kmaq communities. Life had a decidedly rural flavour. Charlottetown was the only incorporated city in the province, with just 7000 inhabitants. The Island had a strong economy, built on the farming, timber and shipbuilding industries, and with a merchant fleet that shipped goods around the world. Like other parts of British North America, the Island benefited from the Reciprocity Treaty . It also had strong trade links with the New England states. Despite the health of the economy, however, many Islanders lived and worked on plots owned by absentee landlords , whose exorbitant rents or refusal to sell their property gave rise to many problems. Island politics were characterized by a strong sense of independence in relation to the outside world, and by intense political battles internally. Responsible government came to the Island in 1851. Most men had the right to vote, though no women did. Conflicts in the legislature often arose between the reformers, who were mainly anti-landowners, and the Conservatives, who generally supported the rights of landowners. At the time of the Charlottetown Conference, the Conservative Colonel John Hamilton Gray was premier of Prince Edward Island.

    Canada Health Act
    Introduction
    The five principles of the Canada Health Act are the cornerstone of the Canadian health care system, and reflect the values that inspired Canada's single-payer, publicly-financed health care system. This legislation, passed unanimously by Parliament in 1984, affirms the federal government's commitment to a universal, accessible, comprehensive, portable and publicly administered health insurance system. The Act aims to ensure that all residents of Canada have access to necessary hospital and physician services on a prepaid basis. The Canada Health Act defines for the provinces and territories the criteria and conditions that they must satisfy in order to qualify for their full share of the federal transfers under the Canada Health Transfer (CHT) cash contribution. The five criteria of the Canada Health Act are:
  • public administration: the administration of the health care insurance plan of a province or territory must be carried out on a non-profit basis by a public authority;

    Population
    The population figures for Prince Edward Island have changed little over the last 100 years. Despite birth rates that historically have been relatively high, persistent migration from the island has resulted in little net population growth. According to the 2001 national census, Prince Edward Island had a population of 135,294, compared to 129,765 in 1991. In recent years, out-migration from the province has slowed. Today, the number of people leaving the province roughly matches the number of newcomers immigrating to the island, mostly from other provinces. The average density of 24 persons per sq km (63 per sq mi) is fairly evenly distributed throughout the island, making Prince Edward Island by far the most densely populated province in Canada. The urban population (45 percent of the inhabitants) is largely concentrated in and around Charlottetown and Summerside. The remainder of the population lives in rural areas, including a small percentage who live on farms.
