LAND USE ISSUES ON PRINCE EDWARD ISLAND Harry Baglole It's a great pleasure to be with you today, here in historic Mount Stewart, one of the Island's oldest communities, at the Semi-Annual Meeting of the Federation of Prince Edward Island Municipalities. On the program, you'll see that my talk is entitled "Land Use Issues on Prince Edward Island." And, yes, I shall indeed be talking about land use on the Island. But I'll also be discussing another major theme that of the need to strengthen our local democracy. And I'll be attempting to make a strong link between the two. Land use is a familiar issue to us Islanders. For the past 30 years, since the landmark Report of the Royal Commission on Land Ownership and Use in 1973, we've experienced a succession of commissions, round tables, studies, and strategies on the issue of land its ownership and, increasingly, its use. There was, for example, the amazingly comprehensive Report of the Royal Commission on the Land in 1990 – a full 604 pages, plus 371 pages of Appendices. The 232 recommendations began with two which essentially called for the "adoption of a comprehensive set of land use plans for the entire province." More recently, we've had the 1997

The Island Studies Program of the University of Prince Edward Island has an opening for a Sessional Lecturer during the forthcoming Spring Semester 2006 to teach the following course: ISLAND STUDIES 201 - INTRODUCTION TO ISLAND STUDIES This course introduces students to the emerging interdisciplinary and comparative study of islands and archipelagoes. It examines their cultures, geography, economics, historical development, environmental concerns, and systems of governance. It focuses on jurisdictions with varying degrees of self-government such as Barbados, the Faroe Islands, Iceland, the Isle of Man, Malta, and Prince Edward Island.
Lecture - 3 hours a week Successful applicant should have a minimum of a Master's degree or an equivalent combination of qualifications and experience.

THE WINDS OF PRINCE EDWARD ISLAND TO
PROVIDE GREEN POWER
NORTH CAPE, PEI Eight windmills generating an expected 16.6 million kilowatt hours per year of electrical power will be constructed next to the existing Atlantic Wind Test Site at North Cape. The project was officially launched today at a ceremony in North Cape. The windmills will be constructed by the province of P.E.I. through the P.E.I. Energy Corporation. "This initiative will help develop markets for renewable energy like wind power in Prince Edward Island and the rest of Canada," said Ralph Goodale, Minister of Natural Resources Canada. "Our investment in renewable electricity will help us meet a significant proportion of our energy requirements in a way that is environmentally friendly and consistent with our national action plan on climate change. We are pleased that our contribution is a driving force in the construction of the North Cape wind power facility." The ability to pursue the project was, in part, due to the Government of Canada's Budget 2000 commitment to purchase electricity from emerging renewable sources in Saskatchewan and Prince Edward Island. The Government of Canada and the provincial government have committed $4.5 million and $1.1 million over a 10-year period, respectively, toward the purchase of electricity generated by the windmills. P.E.I. Energy Corporation will build the windmills at an expected cost of $9.3 million.

TRANSPORTATION AND
REGIONAL ECONOMIES For Newfoundland and Prince Edward Island, marine is the most important transport mode,
compared with trucking for Nova Scotia and New Brunswick. In central Canada,
commercial transportation accounts for a relatively low share of
provincial GDP, while the opposite is true in western provinces.
Transportation is an important link in the Canadian economy, necessary for moving people and goods within provinces, between provinces, and between provinces and other countries. This chapter demonstrates the importance of transportation to provincial economies through the use of two indicators: the value-added Note 1 of commercial transportation firms Note 2 located within provincial boundaries; and the domestic demand Note 3 for transport-related goods and services purchased by provincial residents. Within this chapter, use of these two indicators is based on data taken from Canada's system of national accounts for 1999, the latest year for which provincial data are available. This chapter also provides a socio-economic profile of the provinces, which describes some key aspects of the population, geography and economy that influence the relative importance of transportation to overall provincial economies.

Deirdre Kessler has captured the magic of P.E.I. in her book, Prince Edward Island. The spirit of the island begins with the Micmac legend about the creation of the island, "Minegoo" or "Abegweit" meaning cradled on the waves, and continues as the reader, a tourist or junior high student, is introduced to many aspects of island life. The geography and natural history of the island lead into colonial times, the Confederation era and modern times. Later the economy of farming, fishing and tourism is reviewed, with the decline of fishing noted. The book concludes with facts at a glance and brief biographies of forty-three well-known islanders, both contemporary and historic. The index and table of contents make the information accessible. The photographs capture many aspects of island life, such as churches, farm fields, historic buildings, fishing harbours and many summer scenes of people enjoying the warmth. This book features an "Anne of Green Gables" island that so many people have known from holidays. Questions dealing with the economic future of many of the residents who have depended on the traditional fishing and farming are not raised.
