The Primates of the Anglican Communion and the Moderators of the United Churches, meeting together at Lambeth Palace on the 15th and 16th October, 2003 , wish to express our gratitude to the Archbishop of Canterbury , Dr Rowan Williams, for calling us together in response to recent events in the Diocese of New Westminster, Canada, and the Episcopal Church (USA), and welcoming us into his home so that we might take counsel together, and to seek to discern, in an atmosphere of common prayer and worship, the will and guidance of the Holy Spirit for the common life of the thirty-eight provinces which constitute our Communion. At a time of tension, we have struggled at great cost with the issues before us, but have also been renewed and strengthened in our Communion with one another through our worship and study of the Bible. This has led us into a deeper commitment to work together, and we affirm our pride in the Anglican inheritance of faith and order and our firm desire to remain part of a Communion, where what we hold in common is much greater than that which divides us in proclaiming Good News to the world.

The evolution of metacognition
The top flank of Apollo’s temple in Delphi reads, “Know Thyself.” It is not surprising that such an adage is associated with the favored son of the Olympian god, Zeus, the god of light, arts and sciences, and humanity’s greatest aspirations. Indeed, the association between Apollo and philosophy make it clear that for the ancient Greeks, self-awareness and self-reflection were essential for existence. This sentiment is best captured by another renowned Greek, Socrates, who famously asserted that, “an unexamined life is not worth living.”
This tradition was elaborated and extended by a number of leading philosophers of the Enlightenment, the most notable of which was Descartes (1637). Descartes’ philosophy, like that of Socrates, highlighted the importance of both self-awareness and selfreflection to our understanding of being human. In fact, for Descartes knowing oneself and asserting, “I think therefore, I am” was the only way to prove one’s existence.
The questions we hope to answer in the proposed experiments are in step with this centuries-old tradition of self-exploration. The unique contribution of this proposal will be to explore these same questions in a comparative framework where the differences and similarities between human and non-human primates will be systematically explored. The proposed experiments are of particular interest because Descartes and many others since have maintained that animals are unable to engage in the kind of self-reflection that led to the adage of “I think, therefore, I am” because animals lack the ability to communicate using language

What is the difference between primates and other mammals?
This article discusses how primates are distinct from other mammals based on their organization into groups and humans' practice of culture.
Many characteristics distinguish the primate group from other mammals. Besides physical traits, they place a special emphasis on learning in a social context as opposed to genetically fixed responses. This mode of information transmission is usually passed on from parent to child, though other members of the group may participate and exert an influence. Learning is of extreme importance due to their life in groups and extensive use of communication, both verbal and nonverbal. Individuals must be taught the rules of the group and how to interact with others of his/her species. Such groups are held together by social relationships (with peers, sex partners, allies, and kin), attraction to infants (due to their compelling vulnerability), and common needs (shelter, protection, communication, and learning). The group system provides many advantages for the indivuduals within them. Other mammals do not enjoy the benefits of group life because their evolutionary needs have not adapted them to community living. Group life provides primates with facilitated sexual encounters, knowledge of food location and control of resources (greater ecological efficiency), greater ability to detect predators, and cooperation in hunting which allows for killing larger game. The “confusion effect” is also advantageous for group members in situations where they are the prey for an animal higher on the food chain. The "confusion effect" operates on the principle that the larger the number of prey, the more difficult it is for a predator to concentrate on one individual, decreasing it chances of success. Thus, an animal in a group is more likely to evade a predator on the prowl because the predator is not able to focus its attention on one specific animal.

The mandate for SCAHAW from the EU Commission was "to prepare a report on the welfare of non-human primates used for experiments taking into account the most recent scientific information. The Committee should propose how the welfare of these animals can be improved, and identify the most important issues within the EU". The background to the report is that the Directive 86/609/EEC on the protection of animals used for experimental and other scientific purposes is to be updated and that primates are of particular concern. It was not within the Committee's mandate to review the ethical issues of whether or not primates should be used in research, rather to make recommendations on how the welfare of non-human primates could be improved whenever they are used in research.
The membership of the Working Party, from six EU states, comprised those with considerable practical experience in primate biology and behaviour, husbandry, veterinary medicine, research (pure and applied) and animal facility administration. In addition, the opinion of other primate experts outside the EU was taken into account.
The report focuses primarily on the welfare of primates, but since poor health will result in poor welfare, brief consideration was also given to some important general animal health issues. It was noted that many laboratories are doing more than is the legal minimum at the present time. A theme running throughout the report was that, as poor welfare may affect the quality of the data collected, welfare was of scientific importance as well as promoting humane science by not causing avoidable animal suffering.

This is, perhaps, slightly anticipating the next question and subsequent ones: we heard evidence from at least one lot of witnesses that in the last six months the climate had again changed, whereas before companies were chary about doing research involving animals in this country now they felt the threat had been lifted, they were no longer under such threat as before. Do you detect any change in the last few months? What could this be due to, if it has happened? Is it because the government has changed the law, has provided better protection or is it because there is a greater reaction against terrorism, or what?
Professor Blakemore ) I think your other witnesses this afternoon from the ABPI can speak better as to the attitudes of commercial organisations; scientists and I can only speak by hearsay. In the academic community there is recognition and gratitude for the change of the government's attitude. I think that there is a bit more of a "wait and see" approach in the academic community; they want to see what impact it will have on their security and the way in which they are able to operate. Actually there is also considerable concern about the level of bureaucracy and the impact of that on their research.

The Problem with Primates
Should primates (monkeys and apes) be kept as pets? There is something irresistible about an infant monkey or ape. However, those sweet babies grow up into difficult adults, and as a general rule adult primates do not make good companions. Their intelligence makes them special, but ultimately makes them a very challenging.

Introduction
Up till know I've talked mostly about physical features: how they apply to extant primates; how we use them for classification; how they apply to the fossil record. But human evolution isn't simply about how we have changed physically over the last 70 million years, but also about how our behaviour has changed. If I asked you to define what is meant by the term "human", you could probably (hopefully) give me a list of shared, derived characters that anatomically define us. But at a philosophical level, I would hope that what you'd be really proud of is not that we normally walk bipedally, but that we can reason and imagine. Old Descartes put it succinctly: "I think, therefore I am" (but not quite in this context). This lecture isn't about human behaviour per se, but about primate behaviour in general (and animal behaviour too), since just as we can use the morphology of living primates to give us clues and insights into the morphology of human ancestors, so we hope that the behaviours of non-human primates (NHPs) will be similarly enlightening for the behaviour of our ancestors.
The importance of primate studies
As I said, the study of primate behaviour is essential for giving us clues to the possible behaviours of our ancestors. However, it is an important study in its own right. It has now become our responsibility to manage much of the life on this planet, and in order to preserve what we currently have, we need to understand what the animals require in terms of space, diet, group organisation etc. to make sure that we leave sufficient wild habitats, or, if absolutely necessary, recreate suitable habitats in captivity.

Rethinking 'Monkey Movie'
When you say "monkey movie," you might as well say "movie." From a strictly Darwinistic point of view, any movie is a monkey movie. But for the sake of academics and ashtray journalism, we'll put zoology and evolution aside for the moment and focus solely on films which feature what are generally considered primates or simulations thereof. In researching titles featuring monkeys, chimps, apes, gorillas, men in monkey suits, monkeys in man suits, animations, and animatronics, a remarkable number of film titles emerge. If three film lovers sit in a room for two hours, they can conjure more than a hundred. Thought about John Cusack's first film, Class , lately? He wears a monkey suit in it. Even the brand-new Charlie and the Chocolate Factory has a scene where Willy teleports a Wonka bar into the opening segment of 2001: A Space Odyssey , keenly replacing Kubrick's monolith with chocolate. 2003-AUG-11: Inclusive petition circulating: The webmaster at InclusiveChurch.net is circulating a petition which states: " We affirm that the Church's mission, in obedience to Holy Scripture, is to proclaim the Gospel of Jesus Christ in every generation. We acknowledge that this is Good News for people regardless of their sex, race or sexual orientation. We believe that, in order to strengthen the Gospel's proclamation of justice to the world, and for the greater glory of God, the Church's own common life must be justly ordered. To that end, we call on our Church to live out the promise of the Gospel; to celebrate the diverse gifts of all members of the body of Christ; and in the ordering of our common life to open the ministries of deacon, priest and bishop to those so called to serve by God, regardless of their sex, race or sexual orientation. "
