NATIONAL COALITION FOR HISTORY
THE PRESIDENTIAL SITES IMPROVEMENT ACT On 17 February 2005, members of Congress Paul Gillmor (R OH) and Mike Ross (D-AR) and Senators Mike DeWine (R OH) and Richard Durbin (D-IL) introduced legislation (H.R. 927 and S. 431), "The Presidential Sites Improvement Act." The legislation seeks to create a President Sites Grant Commission. The Commission would award grants to improve and maintain sites that preserve the legacy of American presidents. The bill authorizes federal appropriations up to $5 million annually for five years. The grants program would be administered by the National Park Service. The proposal grants the majority of the money to properties with operating budgets under $700,000 and sets aside only a small amount for emergency assistance. ACTION NEEDED:
Individuals and organizations that support the preservation and maintenance of presidential sites are encouraged to contact their Congressional representatives (the Capitol switchboard telephone number is (202)224 3121) and urge support of the Presidential Sites Improvement Act. To reach your Congressional representatives, go to the Humanities Advocacy Network web site at: http://www.humanitiesadvocacy.org and click the "Action Center" key.

ISSUES FOR FY 2005 (Board Approved PART I LEGISLATIVE ISSUES APPROPRIATIONS: National Endowment for the Humanities/IMLS (Interior and Related Agencies)
For several years now, Congress has opted to modestly boost funding for the NEH, however, the agency's budget is still down from the FY 1995 appropriation high of $177 million. Beginning in FY 2001, the NEH budget has realized annual increases of approximately $5 million. In FY 2004, with the expansion of the history-based “We the People” initiative the endowment has seen slightly larger increases. In FY 2005, for example, the endowment was allotted $138.06 million, up slightly from FY 2004 which was $135.30 million. During FY 2006, the NEH will celebrate it's 40 th anniversary. This provides a unique opportunity to draw attention to the needs and benefits of the endowment to the American public. Action Items : The NCH will continue to work in partnership with various humanities groups including the National Humanities Alliance and the Federation of State Humanities Councils in the FY 2006 appropriation effort. To this end, the NCH will participate in both the National Humanities Alliance's “Humanities Advocacy Day” and the Federation of State Humanities Council's “Humanities on the Hill” events. The history coalition will also assist in the development of the proposed humanities caucus that is anticipated to be launched by a bi-partisan group of lawmakers in the House of Representatives.
