Description:
Any establishment that operates hatchery equipment for the production of baby chicks shall be considered a Chicken Hatchery.
Requirements:
No establishment shall be a Chicken Hatchery unless a license to operate shall have been granted by the Veterinary Division. Application for such license period shall be in the manner provided by the Director.The license period shall be the fiscal year, July 1 - June 30. All baby chicks and hatching eggs produced, sold or offered for sale shall originate in flocks that meet the requirements of the national poultry improvement plan as administered by the North Carolina Departmentof Agriculture. Every hatchery shall keep such records of operation as the regulations of the Department of Agriculture may require for the proper inspection of said hatchery. The records of operation shall consist of a permanent record showing the name and address of the flock owner of all eggs received, together with the number of eggs and date received; also, a permanent record of all hatching eggs and baby chicks sold, with number, flock origin, date and name and address of purchaser. They also shall keep a permanent record of all flock inspections and test reports.

P OULTRY FROM HATCERY TO PROCESSING PLANT
THE CODES OF PRACTICE: The Codes of Practice are nationally developed guidelines for the care and handling of different species of farm animals. Codes are not intended to be used as production manuals; instead, the Codes are designed to be used as an educational tool in the promotion of sound management and welfare practices. The Codes contain recommendations to assist farmers and others in the agriculture and food sector to compare and improve their own management practices.
THE RECOMMENDED CODE FOR POULTRY: The complete Recommended Code of Practice for the Care and Handling of Poultry is divided into six sections: Section 1 - Hatcheries Section 2 - Production of table and hatching eggs Section 3 - Broiler and roaster production Section 4 - Turkey production Section 5 - Handling and transportation of live poultry, and Section 6 - Processing plants. Each section can be considered as a self-contained entity; although this results in some duplication, it provides a complete list of recommendations for each sector to refer to. The recommendations in the code of practice are provided to define high standards of bird handling and well-being in commercial and small-scale operations and in research and education.

The Bureau of Meat and Poultry Inspection is responsible for administration of the Meat and Poultry Inspection Act which protects the consumer in relation to wholesomeness, deceptive advertising and proper labeling of meat and poultry products. Inspection coverage includes all aspects of intrastate slaughter and processing from ante mortem (before death) inspection through slaughter and processing and to the retail level. The Bureau provided slaughter and/or processing inspection for 279, establishments and exempt poultry raisers during the previous fiscal year. The Bureau also licensed and inspects 506 Meat and Poultry Brokers. Two State laboratories located in Galesburg and Centralia perform many tests to ensure compliance with the regulations. These tests include analysis for economic wholesomeness, antibiotic residues, as well as testing for harmful food borne bacteria. Laboratory support is provided for veterinarians in their diagnosis of conditions found in livestock presented for slaughter.

Q. What must I do to sell meat and/or poultry products to the public?
A. The answer depends upon the nature of the business: If you are going to sell meat and/or poultry products wholesale, you will need a license from the Illinois Department of Agriculture. If you are going to slaughter livestock or poultry, other than your own livestock on your own property, you will need a license from the Illinois Department of Agriculture. Note: “Wholesale” refers to a transaction where you sell the product to someone who then sells the product to the public, or where they use your product in the production of a product for sale to the public. Meat and/or poultry products that are sold retail must be prepared from meat that originated from an “approved source.” Evidence that a meat or poultry product comes from an approved source is the presence on the product of a state (in the shape of Illinois) or federal (circle) mark of inspection.

MOSCOW, August 4 (RIA Novosti) - The Belarusian Agriculture and Food Ministry has banned poultry imports from Russia following a bird flu outbreak in some Russian regions. The ministry banned imports of poultry meat, eggs, and fluff to prevent the virus from spreading to Belarus, the Belarusian Embassy in Russia said. Veterinary control and sanitary measures have been toughened at Belarusian poultry farms. Local veterinary services are to provide the Agriculture and Food Ministry with weekly information about epidemiological developments. Belarusians have been advised to buy poultry from special shops with regular veterinary monitoring.

This study examines the effectiveness of price versus nonprice promotion programs for U.S. poultry exports. A comparative static simulation framework is specified for this purpose. The elasticities needed forthe simulation model are estimated using seemingly unrelated regression and time-varying parameter regression techniques. Results from this study indicate that a price subsidy is more effective than nonprice market promotion programs in raising export demand for U.S. poultry. Key Words. export subsidy, market promotion programs, simulation, U.S. poultry The U.S. poultry industry generates approximately $2 billion in exports per year. As a result of rising export demands, the industry experienced a 63% growth in employment in the 1990s [U.S. Department of Agriculture/Foreign Agricultural Service (USDA/FAS), 1998b]. Poultry exports are expected to reach 2.74 million metric tons in 2001, up from 0.59 million metric tons in 1990, and by 2005 are projected to expand to 3.6 million tons, an increase of more than 53% from current export levels (USDA/ FAS, 1998a, 2000). Exports are expected to account for 16.54% of total U.S. poultry production, in contast to 3% in 1985 (USDA/FAS, 1997b, 2000).
