Permits The Division of Water Pollution Control is responsible for administration of the Tennessee Water Quality Control Act of 1977 (T.C.A. 69-3-101). In addition, the Division is responsible for the non-coal surface mining program and illegal coal mining under the Tennessee Coal Surface Mining Law of 1980, as amended. On an annual basis, the Division monitors, analyzes, and reports on the quality of Tennessee's water. In addition, a number of specific surveys are conducted, including studies of in-stream biological communities and documentation of contaminant levels in sediment and fish flesh. The fish and bacteriological data generated by the Division are used by the Department to issue advisories to the public when levels of contaminants exceed those considered to be protective of public health. Numerous complaints and inquiries are investigated and responded to each year. Under the Water Quality Control Act, municipal, industrial and other discharges of wastewater must obtain a permit from the Division. Approximately, 1,700 permits have been issued under the federally delegated National Pollutant Discharge Elimination System (NPDES). These permits establish pollution control and monitoring requirements based on protection of designated uses through implementation of water quality standards and other applicable state and federal rules.

Atmospheric Chemistry Studies in the Oceanic Environment (ACSOE), which took place between 1995 and 2000, is a UK Natural Environment Research Council (NERC) Thematic Research Programme to investigate the chemistry of the lower atmosphere (0 - 12 km) over the oceans. The Iowa Department of Natural Resources has proposed revisions to Iowa's Water Quality Standards. These changes are in response to threatened lawsuits by the Iowa Environmental Council and the Sierra Club, among others. There are three main changes being proposed.

    An EPA report on the status of the nation's lakes, rivers, and estuaries says that while water quality is not getting worse in America, neither is any progress being made. More than one third of all waterways are reported to be unsuitable for fishing or swimming because of pollution. Most contaminants are sewage and bacteria, fertilizer, toxic metals, oil and grease. The regime introduces the concept of Best Available Techniques ("BAT") to environmental regulations. Operators must use the BAT to control pollution from their industrial activities. The aim of the Best Available Techniques is to prevent, and where that is not practicable, to reduce to acceptable levels, pollution to air, land and water from industrial activities. The Best Available Techniques also aim to balance the cost to the operator against benefits to the environment. The system of Pollution Prevention and Control is replacing that of Integrated Pollution Control (which was established by the Environmental Protection Act 1990) and is taking effect between 2000 and 2007. The Pollution Prevention and Control regime implements the European Directive (EC/96/61) on integrated pollution prevention and control.     What is air pollution?
    Air pollution is made up of many kinds of gases, droplets and particles that reduce the quality of the air. Air can be polluted in both the city and the country. In the city, cars, buses and airplanes, as well as industry and construction may cause air pollution. In the country, dust from tractors plowing fields, trucks and cars driving on dirt or gravel roads, rock quarries and smoke from wood and crop fires may cause air pollution. Ground-level ozone is the major part of air pollution in most cities. Ground-level ozone is created when engine and fuel gases already released into the air interact when sunlight hits them. Ozone levels increase in cities when the air is still, the sun is bright and the temperature is warm. Ground-level ozone should not be confused with the "good" ozone that is miles up in the atmosphere and that protects us from the sun's harmful radiation. Return to top

Light pollution from a city is assumed to be related linearly to the population and the inverse 2.5 power of the distance (as in Walker's law). The relation used here is I = 11300000 x population x r^-2.5, where I is in nanoLamberts and r is in meters. This is corrected for earth's curvature at large distances (this necessity was pointed out by Roy Garstang). This is currently done by calculating what fraction of the air molecules and other scatterers over the observer lie within the earth's shadow as seen from the city. The overall scale height for these scatterers (defined as the incremental height required to see a drop off by a factor of 2.718) is currently set to 4000m. This is less than the "clear air" value of 8000m to account for a modest amount of aerosols. A number of ideas and equations used come from publications by Roy Garstang The assumed radius of each city is a function of city population, ranging from 2.5 km to 24 km. Walker's law applies if we are outside the city radius. Inside the city radius, the sky glow increases linearly toward the center by another factor of 2.5. A value for the natural sky glow is added onto the light pollution contribution. The natural sky glow is assumed to be equal to 60 nanoLamberts (V = 21.9 mag / sq sec) at solar minimum. The last step in arriving at a pixel value is scaling the brightness with respect to the logarithm of the sky glow. The brightest city has pixel values of (255,255,255), and the darkest country site has pixel values of (42,52,67). The calibration bar is intended to linearly represent the sky brightness in terms of magnitudes per square arcsec.
