Jhalanath Khanal, leader of the communist United Marxist-Leninist Party, one of the seven parties, said Wednesday the Maoist offer was "certainly positive" in that the Maoists appeared willing to shift from the battlefield to the negotiating table.

By our staff reporter The European Union and the United States have called on all Ethiopian political parties that took part in the May 15 election to abide by their commitment to the June 10 and June 13 declarations. In a joint statement, the two world powers said that the international community urges that all parties commit to the declarations; the government-owned English daily Ethiopian Herald reported last Friday, July 15, 2005. [More:] While praising the Ethiopian people for their peaceful and democratic expression of political will on May 15, the EU and the US have urged all parties to renounce all use of violence, inflammatory, defamatory, and/or ethnic hate messages on the media and the Internet, as well as resort to ay other action likely to further tensions in the country. Five Oromo Political Parties Merge
By our staff reporter Five Oromo political parties, namely the Oromo Abo Liberation Front (OALF), the Oromo Liberation Unity Front (OLUF), the Geda System Advanced Party (GSAP), and the Oromo Federalist Democratic Movement (OFDM) have announced a merger. At the ceremony held for the occasion, it was indicated that the parties merged in order to better serve the causes and meet the demands of the Oromo people, the Governmental English daily, The Ethiopian Herald, reported last Friday, July 8, 2005. [More:] According to the report, the political parties agreed to merge by keeping their administrative differences aside as well as their individual political programs, policies and strategies. The parties are also known to have agreed to avoid rivalry and pursue tolerance amongst themselves with the aim of bringing the federal system to materialise and better promote the rights of the Oromo people. The parties are also known to have discussed ways of resolving their differences and have called upon other Oromo political parties to join the Union (The Ethiopian Herald, July 8, 2005). SUMMARY
Spending by a political party committee in the general election on behalf of its nominee is presumed not to be independent. The candidate has the burden of demonstrating that such spending is not subject to the Act's contribution or expenditure limits. Factors the Board will consider in determining whether these expenditures are restricted by the Act are set forth in the opinion.
An advertising campaign (including radio spots, cable television advertisements, and direct mailings) contemplated by a political party committee, however, would not be restricted by the Act's limits, where it solely promotes the party, does not identify any particular candidate, and has not been authorized or cooperated in by any candidates or their agents or authorized political committees.
FULL TEXT An opinion has been requested whether certain activities of the New York Republican County Committee designed to promote the Republican party are independent of any particular candidates. The New York Republican County Committee seeks to communicate: to voters throughout New York County the message that voters should support Republican candidates for City Council because this will strengthen the two party system and provide the benefits of a loyal opposition in the City Council.

Administrative/Biographical History
The Communist Party of Great Britain (CPGB) was founded in 1920. The Party was based upon the philosophy of Karl Marx (1818-1883) and was inspired by the Russian Revolution of November 1917. The Communists believed that before long revolution would over throw Capitalism and end the exploitation of the working class. The Communist Party supported the Russian Revolution and for many years accepted Russian funds in order to spread its ideas. During the next 70 years hopes of revolution faded as the Communists remained a minority party. However, despite its small size the party maintained its international links and continued to campaign for improvements in the lives of working people. Initially the CPGB tried to channel its activities through the Labour Party, which at this time operated as a federation of left-wing bodies. However, despite the support of notable figures (such as the Independent Labour Party leader, James Maxton) the Labour Party decided against the inclusion of Communists within their ranks.

Biographical History
William Aberhardt, (1878-1943), Founder of the Social Credit Party, began his career as a high school teacher and religious-radio-show host in Calgary, Alberta. During the Great Depression of the 1930s, Aberhardt formed a political party that proposed that the government set fair prices for all goods and that a dividend of $25 be paid by the government to all consumers. Aberhart added his own brand of religious fundamentalism to these radical economic theories, which became popular in Alberta. The Social Credit party controlled the province's legislature until the early 1970s.
