A slightly edited version of this article was originally published in the April, 1994 issue of Monitoring Times magazine. In 1985 while traveling through South America, my wife and I crossed into Chile at the northernmost city of Arica, and as usual, one of our first stops was the local national tourism office. On one wall of the office was a long narrow poster with a cartoon map of Chile showing the different regions ranging from the desert of the north, the fertile valleys in the north-center, Alpine lakes and mountains of the south-center, and thick forests and glaciers of the south. The caption at the bottom read, Chile - Geografia Loca , or "Chile - Crazy Geography." What better way to describe a country that is 2600 miles long, but averages only 100 miles wide?
PROGRESSIVE AND PROSPEROUS
Since independence, Chile has been one of the most stable and progressive countries in Latin American. Democratically elected governments have been the norm in Chile and an influx of European immigrants in the late 1800s and early 1900s helped produce a strong middle class and futher the country's economic development. Today Chile is the only Latin American country classified as developed, according to United Nations statistics. Befitting Chile's advanced position in Latin America, in the early 1920s Chile became one of the first Latin American countries with radio broadcasting. The Chilean congress even briefly considered setting up a BBC-like public broadcasting monopoly before deciding to follow the U.S. model of private broadcasting. Chile's strong economy and democratic traditions led to the establishment of a solid radio broadcasting industry. By the 1960s, several Chilean universities offered majors in broadcasting and journalism and Chile's mass-media education was considered a model for Latin America.

Wifehood and motherhood were regarded as women's most significant professions. In the 20th century, however, women in most nations won the right to vote and increased their educational and job opportunities. Perhaps most important, they fought for and to a large degree accomplished a reevaluation of traditional views of their role in society.
Early Attitudes Toward Women
Since early times women have been uniquely viewed as a creative source of human life. Historically, however, they have been considered not only intellectually inferior to men but also a major source of temptation and evil. In Greek mythology, for example, it was a woman, Pandora, who opened the forbidden box and brought plagues and unhappiness to mankind. Early Roman law described women as children, forever inferior to men. Early Christian theology perpetuated these views. St. Jerome, a 4th-century Latin father of the Christian church, said: "Woman is the gate of the devil, the path of wickedness, the sting of the serpent, in a word a perilous object." Thomas Aquinas, the 13th-century Christian theologian, said that woman was "created to be man's helpmeet, but her unique role is in conception . . . since for other purposes men would be better assisted by other men."

The records of the Local Dayton Socialist Party were accessioned into the Wright State University's Special Collections and Archives in February of 1980. They were purchased from Mrs. Lucille Stapleton of Dayton, Ohio, whose father-in-law had been a member of the Party in the 1930's. The deed of gift imposes no restrictions on the use of material(s) in this collection.

Brief Agency History
Between the years 1901 and 1912, the Socialist Party of America enjoyed continuous growth and exerted a wide impact upon the political life of the nation. Starting with 10,000 members in 1901, the party had grown to 118,000 by 1912, had elected some 12,000 public officials throughout the United States, and was publishing over 300 periodicals of all kinds. In the labor movement, and in many of the reform movements of the period, Socialists held positions of prominence and had won substantial followings. Many Socialists looked forward to the continuing expansion of their party, fully expecting it to become a dominant force in American politics. During the next decade, however, the Party not only ceased to grow, but by the mid-1920's, had almost ceased to exist. The evolution of the Socialist Party in Dayton, Ohio, followed a similar pattern of growth and demise. The roots of the Party can be traced to the formation of a Social Democratic Party in 1899. The charter members of this organization were six Dayton workingmen, members of a substantial working-class community of German descent from which the Party would draw a large share of its early supporters. Voicing their disillusionment with the present two-party system, these men felt that their newly emerging class had interests which were not being represented in traditional Dayton politics.

But the fact is, that almost every law is a reflection of someone's view of what is right or wrong. In the same way, almost everything in the political party platform documents reflects a view of what they believe is right or wrong. In Western liberal democracies, including Australia, political parties are the intermediate structure between society and government. Modern democracy is party democracy. Representative government is party government. Elections are essentially party contests. Legislatures are party chambers. Politics is party politics. Political parties are central to all levels of political activity, debate and decision-making. Political parties serve a number of purposes. They enable diverse interests to be aggregated, articulated and represented. They facilitate two-way communication between policy-makers and the electorate. They are the major actors in formulating policies and in communicating those policies to the electorate. In summary, they simplify choices and provide stability. Since 1910, the essential characteristic of Australian politics has been the contest between Labor and non-Labor parties:
  • The Australian Labor Party has represented (broad) Labor interests for the entire period.
  • The non-Labor interests were first represented by the (Deakin) Liberal Party (1909-17). Subsequently the non-Labor interests were represented by a succession of parties in tight coalition. Representing rural interests is the National Party, previously known as the National Country Party and the Country Party. Representing urban/business interests since 1944 is the (modern) Liberal Party. The urban/business interests were previously represented by the United Australia Party (1931-44), and the Nationalist Party (1917-31). While there are two key non-Labor parties their tight coalition in government and opposition means that they can be considered as one party for analytical purposes.

reports today that Ken Livingston, who has stridently supported Sheik Qaradawi against all criticism of extremism (the evidence indicates that Qaradawi is not exactly al Qa’ida but hardly moderate either: he supports suicide bombing in Israel, is anti-Semitic and anti-gay), has restated his opinion in interesting terms. Not only, he says, is the Muslim figurehead a leading Islamic scholar calling for Islam to engage with the world and accept the changing role of women, but he is a reformer on the scale of the late Pope John XXIII. It’s difficult to see what is gained by making such a comparison. It is not to the benefit of Ken’s crony and it has already caused outrage within the Catholic community. During this presentation, I will give an overview of problems caused by oil and gas development in many countries, and look at conditions specific to Timor Leste which make it likely that similar problems will occur here, and what can be done to avoid them. Most of what I will say will be well-established facts, but I will also offer interpretations and analysis based on my knowledge, observations and experience. Feel free to disagree and debate. Some of the information, such the funding sources and priorities of institutions involved in Timor Sea oil, is not a blanket condemnation of those institutions or the programs they finance, but rather a warning of the possibility of conflicts of interest or hidden agendas. A primary purpose of transparency and accountability is to expose such potential problems and prevent them from leading to corruption or bad decisions. I make no accusations against any individuals, but simply explain some of the institutional goals and pressures we are all functioning under.

The Revolution Is Not A Party Affair Parliamentarism appeared with the domination of the bourgeoisie. Political parties appeared with parliament. The bourgeoisie, parliamentarism, and political parties mutually and reciprocally conditioned one another. Each is necessary for the others. None is conceivable without the others. They mark the political physiognomy of the bourgeois system, of the bourgeois-capitalist system. The revolution of 1848 was still-born. But the democratic state, the ideal of the bourgeois era was erected. The bourgeoisie, impotent and faint-hearted by nature provided no force and displayed no will to realise this ideal in the struggle. It knuckled under to the crown and the nobility, contenting itself with the right to exploit the masses economically and so reducing parliamentarism to a parody. So resulted the need for the working class to send representatives to parliament. These then took the democratic demands out of the perfidious hands of the bourgeoisie. They carried out energetic propaganda for them. They tried to inscribe them in legislation. Social-Democracy adopted a minimum democratic programme to this end: a programme of immediate and practical demands adapted to the bourgeois period. Its parliamentary activity was dominated by this programme. It was also dominated by a concern to gain the advantages of a legalised field of manoeuvre both for the working class and its own political activity, through the construction and perfection of a liberal-bourgeois formal democracy.
