eGovernment News – 27 July 2004 – Poland
In June 2004 the Polish Ministry of Scientific Research and Information Technology conducted the third edition of a Web-based survey on the country’s e-government services, in cooperation with Capgemini . The measurement revealed an increase in the level of online availability of public services. Overall, the survey found that between 2002 and 2004 the level of online availability of Polish public services increased by 15% (from 19% in 2002 to 35% in 2004). Despite this increase, the Polish score remains low when compared to the last measurement of the EU-15 Member states, performed in October 2003. As a matter of comparison, the scores of the 15 countries ranged from 47% (Luxembourg) to 87% (Sweden). In addition, only 2% of the public services surveyed in Poland are

In 1989 general elections were held for a new bicameral legislature, and the two houses elected Wojciech Jaruzelski as president of the republic. GENERAL BACKGROUND
Poland, the Czech Republic, the Slovak Republic (commonly referred to as Slovakia), and Hungary are members of the Visegrad Group , created in February 1991 at the northern Hungarian town of Visegrad. After World War II until 1989-1990, these countries were Communist states, as well as members of the Warsaw Pact. (On January 1, 1993, the Czech and Slovak Republics, previously Czechoslovakia, split to form two separate states). During the last decade, the Visegrad group has made the transition to democracy and to market-based economies. They also have reached the final stage of attaining membership in the European Union (EU). The EU Athens Summit on April 16, 2003 ended with the signing of an accession treaty. Poland, the Czech Republic, the Slovak Republic and Hungary can now attend EU meetings with observer status and will become full members on May 1, 2004, assuming the treaty is ratified in each country. In 1999, Hungary, Poland, and the Czech Republic became the first former-Warsaw Pact countries to join the North Atlantic Treaty Organization (NATO) . Slovakia is a member of NATO's Euro-Atlantic Partnership Council. The Czech Republic became a member of the

By Marius Heuser 30 March 2005 Use this version to print Send this link by email Email the author This latest development was preceded by the withdrawal of Economics Minister Jerzy Hausner from the governing Democratic Left Alliance and increasingly hostile criticism by the parliamentary president and SLD member Vodzimierz Cimoszevicz of the governing party. Belka explained that he no longer considers it possible to support a stable government based on the SLD. Even if it appears strange for the head of government to quit the governing party and attack it in sharp tones, such manoeuvres in fact have long been an integral element in everyday political life in Poland. The dominant elite of Poland is extremely unstable. Since 1989, when the first non-Stalinist head of government, Tadeusz Mazoviecki, took power, no Polish government has survived an entire legislative period. At the same time, the right wing reformed and established the Election-Action Solidarity (AWS) as well as the Freedom Union (UW). In light of the unpopular social policy of the former Stalinists, these two parties were able to secure the majority of seats in the elections of 1997. In the meantime, however, election turnout had sunk to 48 percent.
