    Although economic growth has recovered to 3.7% in 2003 and is expected to reach 4.8% in 2004, unemployment has risen to 21% over the last year. The SLD government, like the governments before it, has continued with an economic program of consolidation of the traditional heavy industries. In the Polish mining industry, which is the second biggest in Europe and used to employ 450,000 workers in the beginning of the nineties, this has meant the shedding of more than 300,000 jobs in the last ten years. The closure by the SLD government of another 4 pits in Silesia in September last year was answered by a wave of workers protest including a march on Warsaw (for more information see the articles on this website; Poland: Protest against governments plans to restructure mining industry, 4 October 2003 and Poland: An explosion of class struggle, 19 October 2003). As a result unemployment is growing, at the same time the government is embarking on a grand reform program of benefits and social provisions. The Hausner plan, named after the current economic minister Jerzy Hausner, aims to cut 30 bn Zlotys (6.2 bn Euros) in social spending and another 20 bn zlotys in administrative costs by 2007. The Hausner plan is a huge attack on welfare and social security. Capitalism has very consciously set out to destroy labour laws and social security, push down wages and undermine the living standards of the working class in general. For years the ruling class in Poland has upheld the idea that the neo-liberal reforms where nothing but the necessary transition pains which would create the conditions for improvement. According to the ruling elite, securing entry into the European Union was equally necessary and would open the door to Western European living standards for the majority of the population. For a long period during the nineties Polish people were ready to accept this and wait patiently for improvement. This has not happened and now consciousness is changing rapidly.

    THE UNEXPECTED SPEED with which communist governance ended in Poland put the country's anticommunist opposition in charge of the search for appropriate new political institutions. The subsequent hectic experiment in democracy yielded mixed results between 1989 and 1992, when the restored Republic of Poland was still attempting to find its political bearings. In 1989 round table talks between the opposition and the communist government spawned a flurry of legislation and constitutional amendments that merged democratic reforms with institutions and laws inherited from four decades of communist rule. At that point, the young democracy's centers of power had not yet been able to define their span of control and their relationship to one another. Institutional ambiguity was exacerbated by the outcome of the long-awaited parliamentary elections of October 1991, which seated twenty-nine political parties in the powerful lower house, the Sejm. To form a coalition government from such diverse parties, of which none held more than 14 percent of the total seats, was a daunting task in itself. The greater challenge, however, lay in creating a political culture of negotiation and compromise that would make stable democracy feasible over the long term. A key element in the development of any Western-style democracy is the unrestricted dissemination of accurate information and diverse opinion. In this respect, Poland underwent a less abrupt transition than other postcommunist states. A prolific, independent press had evolved from modest beginnings in the early 1970s, surviving the setback of martial law, and expanding its activities as government censorship diminished after the mid-1980s. Following the Round Table Agreement of early 1989, the press gave voice to an ever-widening spectrum of political and social opinion. But the end of generous state subsidies in favor of a profit- and competition-based system bankrupted hundreds of Polish publishing enterprises. Radio and television adjusted less rapidly to the changed political environment and remained under closer government control than the print media.

    Government Structure
    The three years following the Round Table Agreement of 1989 were a period of dramatic but uneven change in the governmental structure of the Republic of Poland. The Round Table Agreement itself moved Poland decisively away from a Soviet-style unitary hierarchy in which the formal government was merely a bureaucracy to implement decisions made by the extraconstitutional organs of the PZPR. The Round Table Agreement created a tripartite structure in which power was distributed among the executive, legislative, and judicial branches. By mid-1992, the Polish government had evolved into a presidential and parliamentary democracy with an increasingly independent judiciary. The adoption of the Little Constitution promised to resolve ambiguities in the executive powers of the president and the prime minister and to clarify the scope of control of the bicameral National Assembly.     Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.

    Friday June 4, 1999 Poland government is praised for removing Auschwitz crosses NEW YORK (JTA) A move by the Polish government to remove some 300 crosses near the Auschwitz death camp appears to have earne
    Polish police removed the crosses last Friday from outside Auschwitz, sending them to a nearby church. The Polish move came one day after police detonated explosives at a site where Kazimerz Switon, the Polish Catholic activist who led a campaign beginning last August to erect the sea of crosses, was staging a sit-in. "We have to congratulate the Polish government and President Kwasniewski for their swift action," Kalman Sultanik, the vice president of the Auschwitz Museum Council, said, referring to President Aleksander Kwasniewski's signing last month of a bill that would set up protective zones around Auschwitz and other former Nazi death camps in Poland. "This action will enable the Polish government to renew its dialogue with the Jewish community and Israel," he said. The controversy over religious symbols at Auschwitz is nothing new and despite the burst of goodwill, the controversy over crosses is far from over.
