The central state administration in Poland is the principal actor formulating cultural policy objectives and funding principles. Changes in public responsibility for cultural institutions are connected with the administrative reforms of 1991 and 1999. The State remains the founding body of national cultural institutions. National Theatre, National Opera, State Art Gallery "Zacheta", Centre of Contemporary Art, the Royal Castle in Warsaw, the Royal Castle of Wawel are some examples of national institutions crucial for the development of the Polish culture. Local authorities have recently acquired an important role in cultural policy. The autonomy and independence given to the local governments and to the non-governmental organisations allowed them to create their own development strategies. The Ministry of Culture is a governmental body responsible for the field of legislation, mapping the state cultural policy and monitoring its implementation, as well as observing ongoing changes in the system and finding new solutions in the sphere of financing sources for the cultural sector.

  • "Komornik" (Debt Collector) by Feliks Falk won the Golden Lions award of the 30th Polish Film Festival that ended in Gdynia on Saturday. Prizes were also granted to Grzegorz £osiewicz for the screenplay, to Bartek Prokopowicza, the cameraman, to Andrzej Chyra for the male part and to Kinga Preiss, the second plan female part. In total the movie received five awards. The medals were given by Culture Minister Waldemar D±browski. Leading Polish rock bands and artists: Perfect, T-Love, Maanam, Myslovitz and Zakopower as well as foreign stars gave a concert in Brussels on Thursday in connection with the 25th anniversary honouring the formation of the Solidarity trade union. The concert was organized in the centre of the European capital At the Robert Schuman Roundabout which is surrounded by buildings housing the headquarters of the European Commission and the European Union Council.
Reports Exhibition of W³adys³aw Hasior work opens in Wroc³aw "Ikar" (Ikarus), "Matka Boska Bolesna" (Mourning Holly Mother), "Golgota" (Gholgota) and a number of other pieces of work by W³adys³aw Hasior are on display as of September 19 at the National Museum in Wroc³aw.

    Agenda of the Year of Poland in Ukraine
    Daria Piotrovska During three months various measures, which represent to Ukrainians Poland from all sides, took place in the capital of Ukraine and other its towns. Thus, in June lovers of classical music could enjoy performing of jazz by the project “Jazzmania” in Kyiv, classical music of the National Philharmonic society of Poland in Kharkiv, concerts of modern polish music in Lutsk and Rivne. The first summer month appeared to be reach for various artistic exhibitions: graphics of Pavel Havinsky (Kamyanets-Podilskyj), paintings of Maria Stangret-Kantor (Kyiv), etc. Press and visitors got interested in exhibition of Polish book “History and nowadays”, which opened at the end of June in Kyiv. The major organizer of the exhibition became The National V.I. Vernadskyj library of Ukraine, as books from its funds were given for wide demonstration. Books at the exhibition are only a small part of those kept in the funds of library. Head of the sector of exhibitions department of the library Iryna Prokoshyna says that books for exhibition were not randomly chosen: “We wanted to present Polish life from all sides. So we chose the books by themes: history of Poland from old times till nowadays, science of Poland, culture, Polishes in Ukraine and Ukrainians in Poland, fiction literature of Polish writers. There is also an interesting section of Polish music – Chopin, Shymanovsky… And in the day of opening everyone could see Polish ancient editions.”

    Polish Traditions Website Polish Traditions (Tradycje Polskie) Harvest Holiday, August 15 (Dozynki) The symbol of Dozynki was a Wieniec [harvest wreath] which was presented to the landowner. This large wreath was made of a mixture of wheat and rye, sometimes one or the other. These grains were considered the most important. Crafted from the most beautiful ears of grain, the Dozynki Wearing the wreath was considered an honor. Generally, it was worn by a young girl involved in the harvesting, or someone who was considered a very good worker. The chosen girl went to church in great pomp and ceremony, wearing the wreath on her head while sitting in a wagon pulled by four horses decorated in greenery and surrounded by other young maidens wearing flowers in their hair. The group was followed by all those involved in the harvest. After the wreath was blessed the entire procession made for the manor house, singing the songs that accompanied the event were usually those that were indigenous to the area, perhaps unknown in other villages.

      By Richard Bernstein The New York Times THURSDAY, JULY 28, 2005 NOWA HUTA, Poland You won't find two people more seemingly different than Bartosz Szydlowski and Leopold Kozlowski, separated by nearly two generations, living and working in Polish towns that represent contrasting pasts and contrasting presents. And you won't find two Polish towns more different than Nowa Huta and Krakow, where the men live. One, Nowa Huta, is the dull, industrial Communist-model community that Poland wants to forget; the other, Krakow, is the ornate, ancient and adorable former capital whose past the Poles and millions of tourists are striving, almost with desperation, to remember. But each in its own way - especially when looked at through Szydlowski and Kozlowski - is doing the same thing: trying to revitalize itself on the culture front, displaying a penchant for nostalgia and striving to overcome the weight of Poland's tormented past.
