    Plants are the very foundation of life on earth. Along with cyanobacteria and algae , plants convert light energy from the sun into chemical energy stored in carbohydrates like starches and sugars. They accomplish this through a process called photosynthesis , which requires chemical compounds called photosynthetic pigments . By far the most common of these pigments is chlorophyll, which gives plants their green color. All other organinisms depend on the photosynthesizers for survival. Unable to obtain energy directly from the sun, animals must eat plants (or one another) and break down the energy contained in their tissues. The final link in the cycle are decomposers like bacteria and fungi who convert dead plants and animals back into raw materials which new plants can use again. Thus the whole web of life is driven by the sun's light, trapped and stored by the plants. (The one exception are some bacteria which can obtain energy directly from chemicals in their environment.) Besides harnessing solar energy, plants perform a second vital function: they produce oxygen. The process of photosynthesis uses carbon dioxide and releases oxygen. This is the opposite of what happens when we breathe- we take in oxygen and release carbon dioxide.

    The modern discipline of Plant Pathology arose from 18th and 19th century investigations into the cause of important plant diseases such as the late blight, the disease of potatoes that precipitated the Irish Potato Famine of the 1850's. Since that time plant pathologists have worked to understand and ameliorate the threat of pathogens of plants to the food supply and to ensure food security. The discipline of plant pathology, and UW-Madison's Department of Plant Pathology, have made major contributions to the knowledge of plant biology that is essential to meet the future demands and challenges of Wisconsin and world agriculture. Agriculture must remain intensive and productive, and maintain and enhance its economical, environmental, and social appeal. Through education, research, and extension, our Department is a major contributor to the future of both the basic science of plant pathology and the application of the science toward improved agricultural production systems.

    This web page will be updated regularly to contain information about the ongoing activities for issuance of a General Construction Permit for concrete batch plant operations. All documents listed below are in PDF (Adobe Acrobat) format unless otherwise noted.
    Background: In October of 2001, the EPA issued a revised edition of the AP-42 emission factors. The revised uncontrolled emission factors from Section 11.12, Concrete Batching, make it probable that few, if any, concrete batch plants now qualify to operate under a Notice of Intent. Using these new emission factors, state regulation (20.2.72 NMAC) requires that both new and existing concrete batch plants (CBP) obtain a regular NSR permit.
    The target date for the Concrete Batch Plant GCP Implementation has not been set. The Air Quality Bureau has hosted meetings to discuss the GCP approach and get input from the Concrete Industry and other interested parties. Comments on the Concrete Batch Plant GCP can be emailed to
