José Mario C. Francisco, s.J. THE DYNAMICS BETWEEN CATHOLICISM AND PHILIPPINE SOCIETY Jose Mario C. Francisco, S.J ., current EAPI director and faculty member, teaches philosophical theology and cultural studies. His research has been published in journals and books from the Philippines and abroad. He edited and introduced an anthology of early 17 th century Tagalog sermons by Francisco Blancas de San Jose, O.P. and a 17 th century Tagalog-Spanish dictionary by Miguel Ruiz, O.P. A s a country where more than 80% of the citizens belong to one religious group, the Philippines provides an interesting case study for the topic of our conference, Religions and Civil Society/State. This paper offers an analysis of the dynamics between Catholicism and Philippine society with special reference to two recent pastoral letters of the Catholic Bishops' Conference of the Philippines (CBCP). These letters came from the entire body composed of all active and retired bishops, and were written for dissemination among Catholics throughout the country. The two letters issued in 1998 and 1999 focus on politics and culture respectively; hence their relevance to our conference theme. Context of Discussion This study of the dynamics between Catholicism and Philippine society is undertaken within a context wider than simply the relations between Church and State. Church-State relations stay on the level of institutions and their relations therefore are governed through legal codification, more specifically that of the constitutional principle of separation of Church and State. According to Jesuit constitutional lawyer Joaquin Bernas, this principle, which in all versions of the Philippine Constitution is lifted from the American Constitution, refers to the guarantee of freedom of religion and the non-establishment of a particular religion.

Media and Communications There are 17 non-government radio stations out of the 51 non-profit radio stations that are also member of the Kapisanan ng mga Brodkasters sa Pilipinas (KBP, the biggest association of broadcast organizations with a total 539 members). Through the Catholic Media Network, a federation of 55 community radio stations (e-mail: nomm@worldtelphil.com ; contact: Fr. Francis B. Lucas, Lydia Palacios), the Catholic Church has control and influence on 55 radio stations nationwide, 45 of which are diocese-owned. In print media, the exact number of organizations and their total contribution is not known. Two important organizations are: Centre for Media Freedom and Responsibility (CMFR; e-mail: cmfr@surfshop.net.ph ) and the Philippines Centre for Investigative Journalism . The Cordillera Review Written by Webteam ANNOUNCING A NEW JOURNAL AND CALL FOR PAPERS The journal THE CORDILLERA REVIEW: Journal of Philippine Culture and Society , the official research journal of the University of the Philippines Baguio will commence publication in 2005 with a single issue. Henceforth, it shall appear twice a year,in June and December. Coverage TCR is a multidisciplinary journal devoted to studies on Philippine culture and society. Although it cannot accommodate scientific or empirical papers in the hard sciences, the journal welcomes articles on science and technology that relate to Philippine issues and concerns. Given the geographical location and research thrust of the University of the Philippines Baguio, TCR shall have a special emphasis on research on Northern Luzon, Philippines. For its inaugural issue, TCR will focus on the cultures and societies of the Philippine Cordillera Region.

History
Sitting at the very edge of South-East Asia, a country twice colonized and twice liberated, the Philippines has absorbed influences from East and West, land and sea, and its food and culture reflect them all. In the beginning there was rice and so, of course, there is rice still. In fact, for all but the wealthiest, rice is the main food eaten three times a day and everything else is simply a condiment. Then come the fruits of the sea. The Philippines may be a mere two-thirds the size of neighboring Indonesia, but it consists of 7,107 islands with the longest discontinuous coastline in the world. Fish and seafood by definition supply the principal and favorite source of protein. Prior to their contact with other cultures through trade and conquest, the 80 or more ethno-linguistic groups of this island cluster shared certain cooking techniques and flavor preferences, many of which are still found today despite layers of external influence. Early Filipinos cooked their food minimally by roasting, steaming or boiling. The freshest of fish was made into kinilaw, "cooked" by immersion in vinegar and salt with ginger, onions and red peppers.

A summary of EEPSEA Research Report 2003-RR8, Metering and a Water Permits Scheme for Groundwater Use in Cagayan de Oro by Rosalina Palanca-Tan and Germelino M. Bautista (Institute of Philippine Culture, Ateneo de Manila University, Loyola Heights, Quezon City 1108, Philippines; contact: rtan@ateneo.edu) This report makes suggestions for controlling the excessive abstraction of groundwater in Cagayan de Oro, Philippines. It finds strong evidence that the area’s aquifers are being overexploited. It also finds a strong willingness to pay for water supply among the area’s businesses. It advises that a tradable permit system for water abstraction would be an effective way to conserve groundwater. This approach could also generate money for conserving water catchment areas. However, the report also finds that major reforms in the national water monitoring and licensing authority would be necessary to ensure the success of any such scheme.

Les Philippines furent découvertes le 16 mars 1521 par Ferdinand Magellan, un explorateur portugais voyageant pour le compte de la couronne espagnole. L’archipel fut nommé en l’honneur de l’infant d’Espagne, le futur Philippe IV, par un malheureux explorateur, Ruy Lobos de Villalobos, en 1543. Le pays resta sous tutelle espagnole jusqu’au 10 décembre 1896, jour où l’Espagne cèda l’archipel aux États-Unis pour 20 millions de dollars.
