Enjoying a pesticide-free landscape in HRM Following the leadership of Hudson and other communities in Quebec, HRM became the first capital city in Canada to pass a pesticide bylaw. After a 3-year phase-in period, Bylaw P-800 came into full effect in April of 2003. RATE continues to monitor the operation of the pesticide bylaw, voice concerns, and to promote activities and alternatives to pesticides that nurture people and the environment. Posted 28 Jun. 2005

WHAT'S NEW AT CCEHP...
Demographic Survey - CCEHP and many volunteers have been working on conducting a demographic assessment (survey) of local farmworkers, with a focus on those of indigenous decent. Specifically, volunteers are interviewing groups of Mixtec, Zapotec, and Triquis farmworkers in order to get a better understanding of their overall living and working conditions. This information will compiled into a report intended for use as a resource for community groups, foundations and government agencies in order to provide better services to these workers. The report should be available by the end of April 2005. CCEHP's demographic assessment is generously funded by The California Endowment.

Pesticide Management
The Pesticide Management Program provides environmental protection through the administration and enforcement of provincial pesticide legislation. Pesticides are regulated in Alberta through requirements for safe distribution, storage, use, and disposal. Inspectors and investigators located in the Department's three Regions conduct routine operation inspections and respond to public and industry complaints regarding improper pesticide management. Environmental monitoring data collected by the Department is reviewed as part of the Pesticide Management Program to provide an early warning system for potential pesticide problems which can be addressed through changes in management practices. CHEMICAL EXPOSURE IN UTERO
A new chemical study of umbilical chord samples from the American Red Cross has found that babies have an average of 200 known toxic chemicals in their blood, including mercury, fire retardants, pesticides and a chemical used in the production of Teflon, even before being born. The tests found that hundreds of chemicals, pollutants and pesticides are stored in body fat over a lifetime and then pumped from mother to fetus through umbilical cord blood. Overall, chemical absorption can be reduced by eating organic foods, and by reducing exposure to toxins at home and at work. http://www.organicconsumers.org/school/newborns071505.cfm

Without some form of pest control, crop and animal losses would be severe, so throughout history farmers have used various means of controlling pests and diseases. The ancient Greeks, for example, used smoke to repel insects and natural poisons such as arsenic to kill them. Pesticides are, by their nature, toxic; they are intended to kill predators and pests (arthopods, usually insects). Disease suppressing agents, such as for fungi, may also be used and often are lumped together with pesticides. Organic farmers use non-manmade pesticides, but some of these are highly toxic; synthetic pesticides were initially seen as a safer alternative to those naturally available. Some synthetic pesticides have been found to be highly toxic or to have persistent effects on ecosystem or human health. Over time pests can become resistant to any pesticide and alternatives are necessary. Considerable research has been conducted to develop safer pesticides, techniques that minimize the amounts of pesticides required, and alternative methods of controlling pests. Integrated Pest Management (IPM) uses various approaches to reduce pesticide use. Biocontrol uses natural predators to control insects and other pests, although there have been cases in which the predator that has been introduced has itself become a pest. Biotechnology has been used to modify plants so they are genetically resistant to insects and to some viruses, reducing the need to apply pesticides to crops. Some concerns have been raised about this method, particularly in Europe and Japan. Efficient, high-yield farming means that more crops can be grown on fewer acres of land, so effective pest control has environmental benefits. The following sections provide information about various means of controlling pests.

The EPA the US Department of Agriculture and the states (usually the Department of Agriculture for a given state) register or license pesticides for use in the United States. EPA receives its authority to register pesticides under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) States are authorized to regulate pesticides under FIFRA and under state pesticide laws. Active ingredient

In any pesticide product, the component that kills, or otherwise controls, target pests. Pesticides are regulated primarily on the basis of active ingredients.
Air pollutant
Any substance in air that could, in high enough concentration, harm man, other animals, vegetation, or material. Pollutants may include almost any natural or artificial composition of matter capable of being airborne. They may be in the form of solid particles, liquid droplets, gases, or in combination thereof. Generally, they fall into two main groups: (1) those emitted directly from identifiable sources and (2) those produced in the air by interaction between two or more primary pollutants, or by reaction with normal atmospheric constituents, with or without photoactivation.
Fumigant
A pesticide vaporized to kill pests. Used in buildings and greenhouses.
Fungicide
Pesticides which are used to control, deter, or destroy fungi. Inert ingredient Pesticide components such as solvents, carriers, dispersants, and surfactants that are not active against target pests. Not all inert ingredients are innocuous.
