Peru's Montesinos may not testify, says watchdog
LIMA, Peru, July 2 (Reuters) Peru's captured former spy chief Vladimiro Montesinos, on a hunger strike to demand a move from a grim naval prison, may refuse to testify on charges ranging from murder to embezzlement, the country's top legal watchdog said on Monday. Montesinos, snared in Venezuela over a week ago following an eight-month manhunt that thrilled Latin America with tales of daring escapes by yacht and secret plastic surgery, could stymie Peru's largest corruption probe ever as he demands he be moved from a dank prison he designed for major criminals. State ombudsman Wilfredo Pedraza, who visited Montesinos for two hours on Saturday, said the former right-hand man to disgraced former President Alberto Fujimori might refuse to give key details on a laundry list of criminal charges that could land him in prison for life. "In general terms, he (Montesinos) was fine ... but he did tell me that this situation may help him keep silent during the investigation, and we'll see if he follows through with that," Pedraza told Reuters.

Overview A constitutional republic since 1860, Peru enjoys strong economic growth. A large export industry in sugar, cotton, and mining creates modern agro-industrial plantations and mining enclaves, and a large industrial working class. Frequent clashes over social legislation and border conflicts lead populist President Guillermo Billinghurst to threaten to dissolve congress. The armed forces seize power under Col. Oscar Raimundo Benavides; Jose de Pardo y Barreda then defeats him in elections. World War I disrupts international markets and Peru's externally oriented economy, bringing recession. Social unrest and the Mexican and Russian revolutions' ideas spawn an increasingly militant labor movement. Victor Haya de la Torre leads a new generation of radical reformers. Benavides nullifies a disputed 1936 election to extend his term. His repression of the left spawns the Peruvian Communist Party (PCP), which links its cause to those of the native Indian and labor movements. Apristas are implicated in acts of political terror. Bolstered by a range of exports, Peru's economy grows. Manuel Prado y Ugarteche, a Lima banker, wins the 1939 presidential elections. Uneven development, confined to the coast, sparks social mobilization in the interior highlands (the Sierra), rural-urban migration, and peasant/landowner confrontations. APRA veers to the right, and disillusioned Apristas join the AP. Haya de la Torre wins the 1962 elections but lacks the required one-third of the vote to become president. The military seizes power and conducts new elections.

I. Identification
1. The Issue
Mining has been an important sector of the Peruvian economy since the Spanish Conquest. Traditionally it has contributed about half of the Country's export revenue. After over twenty years of isolation from direct foreign investment, the mining scene is changing. Political and economic stability have brought renewed interest in Peru as a resource rich investment opportunity for foreign companies. Peru has also been very active in pursuing foreign exploration partners and mining joint ventures through a variety of incentives and the removal of restrictions. The mining industry boom is exemplified by the excavation of iron resources. The purchase in late 1992 of the state iron producer by the Shougang Corporation of China resulted in an immediate 35% increase in iron output by the year 1993. As other entrants to the iron mining promise to flood this market, long neglected environmental issues, both past and present, must be confronted by the Peruvian government.

GEOGRAPHY: Natural Regions
Three main natural regions are distinguishable: the coastal zone (Costa); the hoghlands (Andes or Sierra); and the eastern hills and lowlands (Selva).
The coastal zone
The Costa is an arid, mistly hilly region between the Pacific shore, much of which is bordered by high cliffs, and the Andes farther east. In the north, it is characterized by a low, extremly faulted plateau, a substantial part of which is an almost flat, arable land where water for irrigation is available. Because of the nature of the terrain and its aridity, settlement is almost enterely confined to river valleys and small sections of the coast, mostly near the mouths of rivers. A narrow coastal mountain range rises steeply just behind the Pacific shore in the southern part of the Peruavian coastal zone. It is composed mainly of a very rugged surface, much of which is covered by bare hard rocks with deeply incised narrow gorges. Troughlike basins running parallel to this range separate it from the Andes. These flat-bottomed basins are covered with a thick mantle of sediment in which rivers have cut deep valleys. Agricultural settlements that irrigate and cultivate small areas of these valleys are actually oases in this desertlike environment. Unlike other parts of the coastal belt, most of the population in the south resides along its eastern margins, away from the coast and close to the foot of the Andes.
The Highlands: the Andes
The highlands in Peru are generally considered to consist of two parallel ranges, the Cordillera Occidental and the Cordillera Oriental, extending in a northwest to southeast direction. Valleys and basins, which follow the same direction and in the south broaden into the Altiplano (with lake Titicaca and a few smaller lakes), are generally cited as the structural features that separate the western range from the eastern one. Both the western range and eastern ranges, with peaks rising over 20,000 feet are not continous, which are in most cases arranged in echelon. The high peaks and slopes are permanently snow-covered, with some remnants of glaciers. Volcanoes, active and dormant, are confined mainly to the southern part of the highlands.
