Summary
The political and economic development in the countries in the Southern Africa, Subregion (Botswana, Lesotho, South Africa and Swaziland) is weakened by wars and civil unrest in some of these states and in neighboring countries, weak economies, unemployment and social discontent from the population in the region. The countries are ruled by majority governments, however political conflicts between and within parties are dominant. Lesotho is still struggling with the aftermath from the unfortunate "black September in 1998" which was a political and economic setback for the country. The conflict mechanism established at that time, to resolve the problems and lead to free and fair elections within 15-18 months, have not been successful. The long awaited elections did not take place in 2000, and the preparations have hardly begun. The December local elections in South Africa took place peacefully. However, the participation was low and cannot bee seen as a support to the ruling ANC party government. In Swaziland the opposition is struggling for the democratic changes they have been promised for a long time.

Agriculture and the Countryside
While Australia is one of the world's most "efficient" agricultural producers this has been achieved at tremendous and continuing cost: the traditional family farm continues to give ground to agribusiness; farm debt accumulates; rural poverty and unemployment increases; and the countryside is the site of our worst environmental disasters. The Democratic Socialists say that these vast problems cannot be solved without moving towards a new model of farming, one based on (1) breaking the power of agribusiness and the banks over the working farmer, and (2) the adoption of sustainable farming methods. Our approach seeks to help the smaller, family-based farm in its struggle against debt and high input costs as the first step towards a goal of cooperative, environmentally sustainable farming under the democratic control of regional communities. We say:

  • Stop the forced sale of indebted farms. Establish a farm debt commission with the power to enforce the cancellation or rescheduling of debt repayment on the basis of need.

LandCare awards for Eduplant Permaculture Competition
The national Department of Agriculture and Food and Trees for Africa will annually award prizes for best LandCare projects involving schools in South Africa, starting this year. As a key partner of LandCare in urban areas, Food and Trees for Africa has initiated the Eduplant Permaculture Competition to encourage and empower school groups to start their own nurseries, permaculture gardens and urban greening projects. After several provincial permaculture workshops, school groups integrate their knowledge and skills with their respective curricula. The Active Learning Framework (inform, explore and question, action and reporting) has been used to develop illustrative learning programmes with an environmental focus. This encourages learners to become actively involved in addressing and responding to environmental issues. Each year, schools are given the opportunity to enter the Eduplant Permaculture Competition and 63 finalist school groups are chosen for a national workshop. The event encourages community participation, LandCare technology development, skills and training, as well as the formation of enviro-clubs.

1. Why do we need LandCare? Land degradation and water shortages are serious environmental issues facing South Africa today. This affects each and every person—through the economy, through the environment, through poverty in our communities and eventually our quality of life. Most of South Africa receives an irregular rainfall and a relatively dry climate. Also, much of our cropland and grazing land has deteriorated as a result of the influences of soil erosion, overgrazing, salinity, bush encroachment, alien plants and the prevailing socio-economic issues. Land degradation is costing millions of Rand each year in lost production alone. If we include treatment of degraded land and nutrient loss, research and other costs related to pollution and the silting of our waterways, the costs add up to several billion Rand a year. This is a cost that our whole community has to bear. If nothing is done, we will almost certainly face higher food costs, loss of income and loss of biological diversity. But it’s not all that bad. People are realising the problems and exploring solutions. Now there is a LandCare programme with dedicated people who want to change things around.

The horticulture industry in Australia has grown tremendously over the past 10 years. Today it is worth $5.6 billion with $1.2 billion in exports and still growing. Horticulture is made up of over 50 industries, from ornamentals and urban horticulture to a vast range of intensively produced food crops. Career opportunities in horticulture are just as diverse, ranging from production, management, breeding, biotechnology, marketing, food safety and sustainable natural resource management. Many industries are just beginning to realise the global marketing opportunities, stemming from our 'clean and green' image and our ability to produce a wide range of high quality tropical and temperate crops. Employment over the next 20 years in this industry promises to be at the cutting edge of developments in plant sciences - new crops, new technologies and new challenges.

Brazil, U.S. Join for IPM Research
A unique cooperative international research activity has targeted IPM as one of six key areas of attention in an area spanning a slice of the world 30 degrees north and 30 degrees south of the equator. The activity, initiated by Brazil's national agricultural research enterprise (EMBRAPA) and the U.S. Dept. of Agriculture's Agricultural Research Service (ARS), is known as LABEX, or "EMBRAPA Laboratory Abroad," and aims to "facilitate and motivate agricultural researchers" to engage in mutually beneficial scientific cooperation.
According to EMBRAPA entomologist and IPM specialist A.R. Panizzi, a visiting scientist at an ARS laboratory in the U.S., IPM research in Brazil and the U.S. can be notably strengthened through the collaboration of senior research counterparts in both nations.

Lipophilic and hydrophilic extracts from approximately 600 strains of cultured cyanophytes, representing some 300 species, were examined for antiviral activity against three pathogenic viruses. Approximately 10% of the cultures produced substances that caused significant reduction in cytopathic effect normally associated with viral infection. The screening program identified Chroocococcales as commonly producing antiviral agents.
