We are committed to excellence in teacher education which utilizes innovative curriculum designs and fosters collaborative effort in the schools and community. Lycoming College Teacher Certification Requirements
CERTIFICATION AREAS AND REQUIREMENTS
The Elementary Education program requires 44 credit hours and meets all certification requirements of the Pennsylvania Department of Education. Elementary certification candidates may major in one of the many degree programs offered at Lycoming College. The Secondary program also meets all state standards for those areas in which certificates are issued. Secondary certification candidates major in degree programs related to the areas in which they will be certified.
Students need to meet the following requirements for teaching certification in Pennsylvania.: Earning a Bachelor's degree, passing scores on all appropriate NTE examinations, successfully completing student-teaching requirements, and receiving a recommendation from the Education Department at Lycoming College. Students interested in obtaining teacher certification in a state other than Pennsylvania are advised to check with the Education Department about details and reciprocity..
Students must complete 30 hours of participation-observation in the school where they will student-teach during the semester prior to student teaching. At this time, students gain important insights about the classes they will teach.

Secondary Education Timeline A vision statement was created by the faculty during the Fall Semester 1999. It states, "From this College shall go forth compassionate, productive, ethical lifelong learners who contribute interdependently to a global society." Since many of its students are preparing to enter the teaching profession, LHUP has developed a quality program of teacher education. Each program in the unit reflects a systematic design based on established research, essential knowledge, and sound professional practice. Each instructional certification program requires professional studies in methodology. The University has adopted a model for teacher education that has the teacher as a reflective decision-maker at its core and sees the teacher functioning in a changing society. Professional education courses provide students with varied and rich clinical experiences, including work with international, culturally diverse and exceptional populations.

The Pennsylvania English Language Learner Task Force Who We Are The English Language Learner Task Force is a group of educators, community organizations, advocates, and parents interested in improving the education of English language learners (“ELLs”) in Pennsylvania Since its creation in 1998, the Task Force has met about every two months, in various locations around the state. The Task Force is a vehicle for the exchange of information, as well as a resource for members who want to work together for change. Members have collaborated on many projects, some of which are described below. There is no requirement, however, that participants endorse any particular position; and anyone is welcome to join the Task Force. Staff support is provided by the Education Law Center-PA. Intern Teacher Certification Utilization of the Program The intern teacher certification program at Millersville University is reserved almost exclusively for two categories of students. First, persons who are already teaching in private schools without a standard instructional certificate are seen as appropriate candidates for this program. Their admission to this program permits the use of their employment setting to fulfill field placement requirements. Second, school districts are sometimes very desirous of employing certain uncertified individuals for very specific reasons. Inclusion in the intern program makes such arrangements possible. Admission to the Program The prospective student must first apply to the Graduate Studies Office. This application seeks admission to Millersville University as a post-baccalaureate certification student(see Post- Baccalaureate Certification Program ). The University's receipt of the appropriate materials sets in motion the process of reviewing the candidate's credentials and determining the sequenced requirements which must be met for recommendation for certification. This review process is done on an individual basis. If the student decides to enroll, he/she is admitted as a regular post-baccalaureate certification studentnot a teacher intern. Fulfillment of the Program In fulfilling the program the student must complete the courses and field assignments as listed on the individual requirement sheet produced through the review of credentials. All courses listed thereon must be completed. The student teaching assignment will be undertaken as early in the program as possible. This assignment will be in the place of employment where the intern certificate is being used. The university student teaching supervisor will be assigned to the intern student. That university supervisor will conduct at least the university required minimum number of classroom observations and conferences indicated for student teaching supervision. The university supervisor will be available for student-initiated contacts. Since the intern teacher has no cooperating teacher for support, the university supervisor is aware that the intern teacher might require more attention and support than might otherwise be indicated.

The degree of Bachelor of Science in Education, with a recommendation for certification to the State of Pennsylvania , may be conferred upon a student by recommendation of the faculty and upon the successful completion of a minimum of 128 semester hours with a minimum cumulative GPA of 3.0. Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).
