CROSS SYSTEMS ISSUES
My colleague and I would like to thank the Committee for convening this hearing and for inviting us to participate. These are important issues for a very vulnerable group of children. We very much appreciate the Committee's efforts to improve this system, and the lives and life outcomes for these children. The Education Law Center (ELC) and Juvenile Law Center (JLC), both public interest law organizations, have been working for decades to ensure that children in foster care receive quality public education services - and it has been an uphill battle. In the mid-1980's, through litigation, the Education Law Center invalidated a state law that permitted school districts to refuse to admit foster children whose parents lived elsewhere. But, as we continued to hear from foster families and caseworkers, that did not eliminate all of the problems. With the assistance of the Juvenile Law Center, in 2002, ELC released Lost in the Shuffle, a report which described the barriers these children were experiencing. As a result of that Report, the Department of Education has made some important reforms which will be discussed later. We are now looking to the Pennsylvania Legislature and OCYF to take the next steps.

Broadcast Del Val Advisor: Mrs. Cindy Bachmann, Media Center Broadcast Del Val is DVHS's own video news team. Meetings are after school until 4:30 on Tuesdays in the Media Center, and a new broadcast is aired every other Friday during homeroom on channel 14 and during all lunches in the 9/10, 11/12, and 9/10 overflow cafeterias. The Broadcast Del Val news team consists of reporters, videographers, and anchors. Reporters often go on location to games and other events at various times throughout the week. In addition to the weekly news broadcast, Broadcast Del Val also produces special reports on events such as Homecoming and the Relay for Life, as well as other projects for various departments and teachers at DVHS. Broadcast Del Val is open to students in grades 9-12. If you are interested in contributing to Broadcast Del Val, see Mrs. Bachmann in the Media Center.

Movies were shown every afternoon and popcorn was served. Library Media Specialists Mrs. Arendt, Mrs. Williams, Ms. McAbee, and Mrs. Washington, media assistant, Facility The Library Media Center was restored and expanded after the arson fire in September 1995. The LMC has over 9,000 square feet with 31 student computer work stations in the main area, an additional computer lab with 30 work stations, an extensive reference collection and over 18,000 volumes. All work stations are Windows XP, Pentium 4, with DVD-ROM/CD-RW combo drives.

Directions Each student enrolled in the High School program of the Scranton State School for the Deaf follows an Individual Education Plan (IEP) designed to meet his or her learning style and needs. The mission of the school, "to enable and empower each enrolled student to reach his/her full potential," is the ultimate goal of the high school program. It is implemented in an environment of free-flowing communication using sign language supported by other modes as may be deemed appropriate for the individual student. The assumption of a responsible and productive role as an adult in our society is expected of every graduate of SSSD. For students to earn a diploma, a full academic course of study is available throughout the span of the four year high school program. Students must complete a minimum number of credits in required courses, as outlined by the Pennsylvania Department of Education, as well as take a variety of elective classes. The curriculum offered includes the basic such courses such as:

Classroom instruction is supplemented by computer-assisted instruction, distance learning, work study opportunities, involvement with community projects and cultural events. Students may prepare for transition to higher education, vocational training, the workplace or perhaps a sheltered workshop, or a community living arrangement upon graduation. In addition, school life is enhanced with such extra curricular activities as: yearbook, Senior Class Activities, Junior National Association of the Deaf, Student Body Government, trips to cultural events such as theater in New York City, and drivers education. Involvement with the annual bridge building contest, investment portfolios and the Lackawanna River Corridor enhance the daily academic program by participation in the world beyond the classroom. The Scranton area is home to two universities and several colleges. These also provide venues for additional academic and cultural experiences for the students of SSSD.

Countdown for the release of the new Internet Report: The purpose of the April 2005 retreat was to help the Annenberg School frame a major new initiative looking at the ways in which on-line communities are changing the fabric of our social, political and economic lives, and to plan the research, courses, events and outreach of this program.
During the retreat, participants focused on current on-line communities and examined how they evolved and are different from off-line communities. Sessions looked in detail at existing communities (Friendster, craigslist, for example) and, through discussion with their leaders and organizers, helped participants gain an understanding of the unique role of the on-line world. The final session focused on the role that USC Annenberg will play in moving from the retreat to establishing an international research and educational program in On-Line Communities in the Digital Age.
Retreat attendees included founders and CEO's of major on-line communities, including Craig Newmark, founder, Craig's List; Jonathan Abrams, founder and chairman, Friendster; Omar Wasow, executive director, BlackPlanet.com, and Howard Rheingold, rheingold.com
The Center was founded on the belief that the best communication policy flows from high-quality and rigorous research on the structure and impact of mass media and new technology.

Three Organizations Prepare for Next Disaster
As disaster relief and human service organizations begin to transition from providing immediate emergency services to attending to the longer-term needs of Hurricane Katrina victims in the devastated areas and across the country, the Red Cross, The Salvation Army and United Way of America join together to ensure victims receive the kind of services each organization provides to those in need. American Red Cross
The role of the Red Cross is to build a bridge of assistance by providing food, shelter, counseling, financial assistance and other emergency needs for victims of disaster until they can access more permanent aid provided by local, state and federal agencies. After the emergency period ends, the Red Cross assists by coordinating services with other agencies such as The Salvation Army and United Way to help families affected by disasters. The Salvation Army
The Salvation Army has an extensive disaster response and recovery infrastructure able to meet the short-term and long-term needs of disaster survivors. Through its partnerships with other faith-based and non-faith based organizations, and its long-term working relationships with federal, state and local governments, the Army is prepared to provide food, clothing and shelter in the aftermath of storms, and then utilize its network of nearly 1,300 major centers of operation, and the collective efforts of nearly 50,000 officers and employees across the United States to assist survivors with long-term recovery needs that include counseling, pastoral and medical care, child care, senior citizen care and financial assistance.

  • Alabama Institute for Deaf and Blind
    Established in 1858, AIDB operates four accredited instructional programs and an award winning manufacturing complex in Talladega, Alabama and a statewide network of regional centers. The site now includes a forum page for people who are blind, tours of Alabama School for the Blind, links to student-created websites, and will soon include access to the Alabama Instructional Resource Center for the Blind and the Subregional Library for the Blind and Physically Handicapped.
