"One exceptional teacher can have a major impact on one's life. When I was in eighth grade, my father bought me a used trumpet and I began to take lessons, ultimately with one of my all-time greatest teachers in any pursuit - Walter Gier. I emerged from Shillington High School as first-chair trumpet and participated in county band and orchestra and Pennsylvania State Band and Orchestra. After I made the difficult choice of architecture over a career in music, my early training in music certainly played a part in disciplining my later studies at Penn State and Yale University.

Court Rules Schools Can’t Notify Parents When Student Refuses to Recite the Pledge
By Jerry Morgan, Esq. Legal analysis: Free speech rights of Pennsylvania students trump the right of parents to determine their children’s education. In The Circle School v. Pappert, 2004 U.S. App. LEXIS 17569 (U.S. App. August 29, 2004), a public-high-school student, two parents of private-school students, and several nonreligious-private schools challenged a Pennsylvania statute, which provides that all public, private and parochial schools within the commonwealth of Pennsylvania must display the national flag in every classroom and provide for the recitation of the Pledge of Allegiance or the national anthem at the beginning of each school day. Like similar laws in other states, Pennsylvania allows private and parochial schools to opt out of these rules on religious grounds. The Pennsylvania law also allows students to refrain from participating on religious or “personal” grounds.

Pennsylvania does not have any statewide requirements regarding restricted spray zones around school property. II. Posting Notification Signs for Indoor Pesticide Applications Overview State Information Pennsylvania law requires signs to be posted 72 hours prior to the application and remain for 48 hours. III. Posting Notification Signs for Outdoor Pesticide Applications Overview For a wider range of protection, states should require posting pesticide notification signs for outdoor pesticide applications as well. Students who play sports or people continually on the lawns represent a high risk when applications occur on school property. Dermal exposure can occur when a football player gets tackled, a soccer player slides to make a block or a student sits on the grass to eat lunch or watch a game. Inhalation exposure can occur when a player breathes in kicked up dust and dirt and pesticide residues. Even spectators at a game or passersby face inhalation exposure to pesticides that volatilize or vaporize off the treated area.

State Standards Pennsylvania State Standards The Civics and Government Academic Standards describe what students should know and be able to do at four grade levels (third, sixth, ninth and twelfth). Throughout the standard statements, concepts found in lower grades must be developed more fully throughout higher grade levels.
The Pennsylvania Constitution of 1790 was the basis for the Free Public School Act of 1834 that is the underpinning of today's system of schools operating throughout the Commonwealth. These schools were created to educate children to be useful citizens, loyal to the principles upon which our Republic was founded, and aware of their duties as citizens to maintain those ideals.
The Academic Standards for Civics and Government are based on the Public School Code of 1949 which directs "… teaching and presentation of the principles and ideals of the American republican representative form of government as portrayed and experienced by the acts and policies of the framers of the Declaration of Independence and framers of the Constitution of the United States and Bill of Rights. . .". The intent of the Code is that such instruction "shall have for its purpose also instilling into every boy and girl who comes out of public, private and parochial schools their solemn duty and obligation to exercise intelligently their voting privilege and to understand the advantages of the American republican representative form of government as compared with various other forms of governments".

Diocese of Scranton
(Scrantonensis). A suffragan see of Philadelphia, U.S.A., established on 3 March, 1868, comprises the Counties of Lackawanna, Luzerne, Bradford, Susquehanna, Wayne, Tioga, Sullivan, Wyoming, Lycoming, Pike, and Monree, all in the north-east part of Pennsylvania; area, 8,487 sq. miles. Scranton, the episcopal see, is in the heart of the anthracite region and is a progressive city of 130,000 inhabitants (1910). Other large cities are Wilkes-Barre, Williamsport, Hazelton, Carbondale, and Pittston. The pioneer Catholic settlers were principally of Irish and German descent, but in recent years the coal-mining industry has attracted numerous European labourers, mostly of the Slav and Italian races, until these now number almost one-half of the Catholic population. Early History Although many of the pioneer settlers were Catholic immigrants, yet the first official visit of a priest to this territory of which there is any authentic record was in 1787. In that year Rev. James Pellentz travelled up the Susquehanna River as far as Elmira, ministering to the Catholics scattered through this region. He returned to Baltimore, whence he had come, and reported conditions to his superiors. A few years after the visit of Father Pellentz the famous French settlement of Asylum or "Azilum" was founded (1793-94). The site chosen was on the banks of the Susquehanna River, opposite the present village of Standing-Stone, Bradford County. It seems to have been planned as a retreat for the nobility, who were forced to flee from the terrors of the

The Pennsylvania Education Policy Letter is new and will be published periodically to help keep those concerned about education policy in Pennsylvania more informed about current and pending policy matters. The Policy Letter will be distributed via regular mail, fax and e-news. The Pennsylvania Education Policy Letter is published by The Education Policy and Leadership Center, an independent, non-partisan and not-for-profit organization based in Harrisburg. The Center's focus, and therefore the focus of the Policy Letter, is on state-level education policy.
