Frederick E. Humphreys: First Military Pilot Frederick Erastus Humphreys was born September 16, 1883, at Summit, New Jersey, the only child of Jay and Fannie Brush Humphreys. After attending the Pennsylvania Military Academy, he won an appointment from New York to the United States Military Academy at West Point. There he did well, rising to Cadet Captain, lettering in fencing, and standing eight of seventy-eight in the Class of 1906. Upon graduation and commissioning, Humphreys was assigned to the Corps of Engineers and posted to Fort Riley, Kansas. After assisting in bridge construction, he was deployed to Cuba during the Pacification Expedition, and a year later, returned to attend the Engineer School. It was while at the school, that Humphreys was detailed to the Signal Corps and became the first military pilot. (See sidebar) In 1910, Humphreys resigned his commission to attend to the family business, the Humphreys Homeopathic Medicine Company, founded by his grandfather in 1853. Thereafter he served as an officer of the company, the last twelve years of his life as its president. He greatly expended its worldwide operations, particularly in South America. Returning to New York, Humphreys was appointed Colonel of the 102d Engineers, a position he remained until his retirement due to ill health on July 11th, 1939. At the time he was the senior Colonel of the state. Shortly thereafter, was advanced to Brigadier General on the State Retired List.

The scholarships are granted on a competitive basis. Army ROTC scholarships are entirely merit-based. Scholarships worth up to $17,000 per year may be available in two, three, and four-year packages. All scholarships used at Indiana University of Pennsylvania pays full tuition and fees, a book allowance ($900 per year), and a monthly stipend ($250 for freshmen, $300 for sophomores, $350 for juniors, and $400 for seniors for ten months per year). Two and three year on-campus scholarships may be available. Any college freshman or sophomore may apply for one of these on-campus scholarships. Scholarship Eligibility Students must meet the general criteria listed below to be eligible for an Army ROTC 2, 3, or 4-Year merit scholarship at Indiana University of Pennsylvania. Detailed criteria are prescribed in a number of Army publications. Students may be offered scholarships conditionally while awaiting final determination of eligibility. (The most common reason for such conditional offers is the scheduling of medical examinations and the resolution of potential medical disqualifiers.) Inquiries into eligibility based on individual circumstances may be submitted to our Enrollment Eligibility Officer, CPT McKenna. Scholarship applications are also available on request.

(UTHSCSA News May 13, 2003) THE PROFESSION: The physician assistant (PA) is academically and clinically prepared to provide healthcare services with the direction and responsible supervision of a doctor of medicine or doctor of osteopathy. The physician/PA team relationship is fundamental to the PA profession and enhances the delivery of high-quality health care. Within the physician/PA relationship, PAs make clinical decisions and provide a broad range of diagnostic, therapeutic, preventive, and health maintenance services. The clinical role of PAs includes primary and specialty care in medical and surgical practice settings. PA practice is centered on patient care and may include educational, research, and administrative activities. The role of the PA demands intelligence, sound judgment, intellectual honesty, appropriate interpersonal skills, and the capacity to react to emergencies in a calm and reasoned manner. An attitude of respect for self and others, adherence to the concepts of privilege and confidentiality in communicating with patients, and a commitment to the patient's welfare are essential attributes of the graduate PA.

ROBERT FRENCH PROMOTED TO LEAD PENNSYLVANIA ARMY NATIONAL GUARD Fort Indiantown Gap (March 7, 2004) Robert P. French of Jonestown has been promoted to brigadier general and named Pennsylvania’s new Deputy Adjutant General, Army. French assumes responsibility for the Pennsylvania Army National Guard, a military organization consisting of approximately 16,000 members, including officers and enlisted soldiers. French replaces Maj. Gen. Jessica Wright, who was named Adjutant General of Pennsylvania by Gov. Edward Rendell. “He truly deserves this,” Wright said of French during a promotion ceremony at Fort Indiantown Gap. In his remarks French underscored the importance of a supporting family for those in uniform. “You can’t separate your family life from your work and you can’t separate your colleagues from your family,” he said. He also referred to the close bond among those in uniform. “The military family is a family that cares about each other, and that’s probably as important as anything we do in our day to day life. That’s what makes all the deployments and all the long hours worthwhile,” French said. French was born in Mt. Pleasant in 1950 and graduated from Frazier High School in 1968.

Yellow Buses Getting Greener in Pennsylvania

HARRISBURG (Aug. 25) This fall, with funding from DEP, the Clean Air Council, will work with Pennsylvania school districts to reduce unnecessary idling from school buses. The council is a non-profit organization dedicated to reducing health risks caused by air pollution. The council will assist participating school districts in developing individually-tailored policies.

PITTSBURGH (July 13) The Allegheny County Health Department today announced enactment of a new air quality regulation to reduce idling emissions from heavy-duty diesel-powered motor vehicles.

Daily weather forecasts will be used to predict when concentrations of ground-level ozone may reach unhealthy levels or exceed federal health-based standards.

New military school graduate, 6 rebels killed
TANDAG, Surigao del Sur Six rebels belonging to the New People's Army (NPA) and two Army (PA) soldiers, one of them a second lieutenant about to be married, were killed in a firefight when a group of insurgents swooped on an Army detachment at Barangay Habag, Lanuza town, this province, Sunday night.
Second Lieutenant Peter M. Vinluan, 22, of the 58th Infantry Battalion (IB), has just graduated from the Philippine Military Academy (PMA) and was scheduled to marry his childhood sweetheart in Paniqui, Tarlac, his hometown.
But his future was cut short when at around 10:30 p.m. Sunday, around 50 armed rebels sprang a surprise attack on his detachment at Barangay Habag. After a 30-minute gun battle, Vinluan lay dead.
Also killed in the skirmish was Police First Class Marlon T. Dahunan, from Kumanarang, Zamboanga del Sur. Seriously wounded was Police First Class Nasser Arbane, 34, from Jolo, Sulu.
