PCBL is an organization of advocates that speaks for libraries throughout Pennsylvania. Membership is open to anyone who wants to see strong and well-funded libraries, and the best possible library service for all of Pennsylvania's citizens. That includes librarians, trustees of libraries, government officials, and Friends of libraries, as well as the lay citizen-user of libraries.
Members are kept up to date on legislative information and actions as they pertain to Pennsylvania libraries; have opportunities to attend library advocacy and library fund-raising workshops; and receive informative newsletters about events, programs, and issues of interest to library advocates. General New Features on Access Pennsylvania Database Website The first new feature is a scrolling news bar at the top of the page. To link to any of the items in the scroll area place your mouse pointer on the item, which will stop the scrolling, and then click on the link. In the future we will use this area to spotlight new or important Access Pennsylvania Database news and services. Initially, we have moved several of the former static home page links to this area. The second new feature which also appears within the scrolling news bar is an RSS (Really Simple Syndication) news feed which we have constructed to provide Pennsylvania Library News reports. The feed uses the Yahoo! News XML feature, and provides the last two weeks worth of stories appearing in Pennsylvania newspapers and on radio stations that are captured from the Internet by the Yahoo! News service. Click on Pennsylvania Library News in the scrolling news bar and view links to news primarily about Pennsylvania libraries (please note, this is library related news appearing in Pennsylvania news sources and may also include reports on library activities outside of Pennsylvania.) In 1978, the Department of Library Science at Clarion University of Pennsylvania established the Center for the Study of Rural Librarianship (CSRL). The center is a research, publishing, consultative, and continuing education facility. Its most recent endeavor is to support library outreach and particularly bookmobile services in the United States and overseas. Additionally, the CSRL is concerned with the development and use of information technology in rural communities.
Mission:

Education Librarian Cataloging and Metadata Librarian Education Librarian Position: Qualifications: An ALA-accredited MLS and a graduate degree in education required; an earned doctoral degree in education and two years experience preferred; a second master’s degree or doctorate is required for tenure. Must demonstrate understanding of the information needs of academic and professional educators; demonstrate knowledge of education resources, both print and electronic; excellent oral and written communication skills; ability to work successfully in a collegial environment; commitment to public service; knowledge of web page construction. Knowledge of media resources is desired. Position may require travel to branch campuses. In order to become a finalist, candidates must communicate effectively and perform well during the interview, which will include a presentation. All applicants must be work eligible. NPLN Book Catalog to Be Discontinued
The NPLN Book Catalog is no longer operational, and the NPLN Board has voted unanimously (as of May 4, 2005) to discontinue supporting it. In its place, NPLN will be providing a web page with links to all NPLN members' web OPACs. (Some libraries may want to enable Z39.50 searching of these libraries through their OPACs.) And of course, NPLN will continue to support the Online Periodicals Catalog. The Board notes that the original Book Catalog was very well-received and useful, and it thanks all those responsible for its original implementation and maintenance over the years. Due to emerging technology however, the Book Catalog had become somewhat redundant in the last year or so. Virtually all NPLN libraries now have web-based catalogs and participate in statewide interlibrary loan consortia (including PALCI and Access PA). In addition, OCLC's discontinued support of the software plus an aging server had led to decreased response time and questionable reliability, hence the Board's decision.

In response to the financial recommendations of that task force, the county commissioners increased their funding to one mill for county library service. Participation in a county system is voluntary and every public library in Cambria County opted to become a member of the county system. In return every library shares in the county funds, enabling them to provide even better local library service. One advantage to system membership is participation in joint grant applications. For example two separate LSTA grants were received by the system in 1998 and 1999 for the purpose of automating checkout functions at twelve county libraries.
As part of that project the libraries also added lists of their holdings to ACCESS PA , a statewide database intended to improve resource sharing among Pennsylvania libraries. This database provides public web access to the catalog indexes of most Pennsylvania libraries.

Access Pennsylvania Library Database Program
The Access Pennsylvania Database is a statewide library union catalog combining the holdings of more than 1700 school, public, academic and special libraries in Pennsylvania. Its primary purpose is to facilitate interlibrary loan and resource sharing. The database contains over 29 million total records and more than 4 million unique records. The database, along with other information about the program, is available on the Internet at http://accesspa.state.pa.us (only member libraries may borrow through the system). The Access Pennsylvania program is funded by the Pennsylvania Department of Education and administered by the Division of School Library Media Services of the state's Office of Commonwealth Libraries. More than 50 Philadelphia public schools are currently members of this program. Paul Scaer , Librarian at Masterman School, serves as Philadelphia Regional Director for Access Pennsylvania. For Philadelphia school libraries wishing to establish the Alexandria library automation system, joining the Access Pennsylvania program allows the library to obtain "retrospective conversion" service at no charge. Retrospective conversion is the process of converting a library's card catalog into a computerized database of records in MARC format. This process normally costs about 40 cents per title and would amount to several thousand dollars for most libraries. For more information, see
