WV's Indoor Air Quality Program to Be Featured at Pennsylvania Institute Posted: May 04th, 2001
Bill Elswick, executive director, Office of School Facilities, West Virginia Department of Education, will be a featured presenter on Monday, May 7, at Pennsylvania's Public Health Institute.
Elswick will be discussing West Virginia's indoor air quality program. West Virginia is among the first states to address the emerging issue of indoor air quality in schools.
Health professionals and school personnel from across Pennsylvania will be attending the week-long, biannual training event. Pennsylvania officials are hoping to learn more about West Virginia's innovative program and the legislation which initiated the efforts.
According to Elswick, Senator Jon Blair Hunter (Monongalia County) and Delegate Larry Williams (Preston County) introduced legislation in 1999 to address air quality issues in West Virginia’s schools.
“The indoor air quality legislation included input from everyone involved from teachers’ organizations, the state service personnel organization, the School Building Authority, county school systems, architectural and engineering firms, the West Virginia Bureau for Public Health and Department of Education staff,” Elswick noted. “I can’t recall a single dissenting voice when we drafted the policy. Everyone worked cooperatively to improve the health of students and employees in West Virginia’s schools.”
Elswick said that the legislation enabled the Department of Education to employ a first-rate team of experienced technicians who visit schools, identify indoor air quality

Founded in 1893 as a Normal School to prepare teachers, the institution changed its name in 1927 to East Stroudsburg State Teachers College and again in 1960 to East Stroudsburg State College, reflecting the addition of liberal arts and science curriculums. In 1983, it achieved university status. The Campus The 61 campus buildings are located on 213 acres in the East Stroudsburg community. In addition to the academic facilities, nine residence halls, housing 2,200 students, and a 1,000-seat dining hall are located on campus. The Student Activity Association, Inc., owns Stony Acres, a 119-acre off-campus student recreation area near Marshalls Creek, that includes a lodge and a small lake.

Regarding the clinical utility of wound cultures, 24 (57%) correctly answered that wound cultures are not useful 42,43; 8 (19%) thought cultures are clinically useful for wounds with surrounding cellulitis. Twenty-two (52%) were unaware that amyloidosis, meningitis, or squamous cell carcinoma are reported complications of PrUs.44,45 DISCUSSION Despite broad exposure to patients with PrUs in many clinical settings and opportunities for interchange with nurses and surgeons, this group of geriatric fellows felt only "adequately" prepared to lead and teach an interdisciplinary team about PrUs. The mean score for the cohort on the knowledge test was below 70%, suggesting that content knowledge of this cohort is below what an attending physician specializing in geriatrics would need in order to teach residents on an inpatient unit.

    Introduction
    As the 21 st century begins, concern about the well-being of youth warrants worldwide priority attention. Massive changes in the structures of families, communities, and places and types of work, and economic disruptions and international affairs are creating a new and different landscape for the development of youth. For some youth it is the best of times, and for others it is the worst of times. For many it is both. For far too many youth, the infrastructure needed to foster healthy development has been dangerously eroded (Benson, 1997). These urgent concerns have increased attention on all youth-serving organizations, and especially on 4-H, the national youth-serving organization within the land grant university system. We already know much from the research base of youth development that can give us assistance in enhancing positive outcomes for youth, as well as strengthening and/or rebuilding the infrastructure for youth development. To meet the challenges that programs such as the 4-H Youth Development program face, we must ask what can be learned and applied to 4-H Youth Development programs from this extensive knowledge base to increase youth's assets and life skills and reduce their risks. We must also ask what the congruence is between research and practice that fosters positive youth development, as well as how community-based programs can be contexts that promote positive youth development.
