Professional Development Resources
Studies have shown that a key factor for child care quality is the education and experience of the teacher. Professional development of child care staff is crucial for quality improvement. Please use the information and resources listed on this page to address the professional development needs in your program and your community. Build Professional Development Task Force As part of the Build process, the state formed a Professional Development task force to develop a method to start a state-wide conversation regarding professional development as it related to early childhood education and care with a specific emphasis of supporting child care in this area. During the summer of 2004, the task force held forums around the state to elicit suggestions and ideas about what a high quality professional development system should look like for early childhood practitioners in the Commonwealth of Pennsylvania. A total of 587 people attended 23 sessions throughout the state. Pennsylvania Build collaborated with partners from United Ways and their local partners.

What is Act 48?
Act 48 is the requirement that all teachers complete 180 hours of staff development continuing education every five years in order to renew their certificate. This can include district staff development, college coursework, workshops, or conferences. How do I get credit for activities? For CB sponsored activities, all you have to do is register online and attend. For non-CB activities, such as those sponsored by the IU or conferences, you will receive a confirmation of attendance. If the confirmation says it will transmit the record to the state, you do not have to do anything. Otherwise, you will need to enter the information into your staff development account and forward the confirmation to our Staff Development Office. Do we receive Act 48 credit for attending faculty meetings and curriculum / department meetings?

A Simplified Framework with State Examples
Comprehensive professional development systems for early care and education personnel are accessible and based on a clearly articulated framework; include a continuum of training and ongoing supports; define pathways that are tied to licensure, leading to qualifications and credentials; and address the needs of individual, adult learners. Enhancing a spirit of life-long learning is one goal of any professional development system; similar to this goal, a professional development system itself is never a finished product and should continually evolve and be refined to best meet the needs of the population it serves. Within professional development systems are several interconnected components. These components fall under five broad elements: 1) Funding; 2) Core Knowledge; 3) Qualifications and Credentials; 4) Quality Assurances; and 5) Access and Outreach.
