A bill to license massage therapists in Pennsylvania will be re-introduced in the 2005 legislative session. House Bill (HB) 2078 died at the end of the 2004 legislative session, but not before gaining some ground, said Nancy Porambo, president of the Pennsylvania Body Therapy Association, a coalition of bodyworkers who helped draft the bill. As drafted, HB 2078 would require massage therapists to complete 600 hours of education and pass a written examination. The bill also includes a grandfather clause. November 2004
A bill to license massage therapists in Pennsylvania will be re-introduced in the 2005 legislative session, with minor changes, and a vote is expected in early 2005. House Bill (HB) 2078 died at the end of the 2004 legislative session, but not before gaining some ground, said Nancy Porambo, president of the Pennsylvania Body Therapy Association, a coalition of bodyworkers who helped draft the bill. A public hearing on HB 2078, held July 28, 2004, brought vocal support for the bill, as well as opposition from groups such as the Pennsylvania Physical Therapy Association and the Pennsylvania Medical Society. Porambo said she is sending rebuttal letters and setting up meetings with those groups.

The Upper School Department at the Western Pennsylvania School for the Deaf includes students in grades 7-12. Approximately 70% of the high school students live in the dormitory with the rest commuting daily. Satisfactory performance in the Upper School leads to a high school diploma. To receive a diploma, a student must complete IEP goals and objectives as mandated by the Pennsylvania State Special Education Regulations and Standards. Sixteen teachers are employed in the Upper School Department, each possessing a Pennsylvania Department of Education Instructional I or II Certificate in Education of the Hearing Impaired. Several teachers also possess Certificates in other subject areas. A speech therapist serves the speech, language and communication needs of the students. A guidance counselor works closely with the Assistant Principal in order to coordinate transition services for all students. A vocational evaluator/work experience coordinator also assists in vocational programming for some Upper School students in preparation for graduation.

Summary information on some of the regulations
(The information below is provided as a convenience to interested parties, it is highly recommended that the actual regulations be viewed, as the information contained below is a non-expert summary. Links to the current regulations are provided) General Information
This document summarizes some of the elements in a Child Care environment which have been identified as key to meeting a child's developmental needs. What cannot be set out in regulations is the manner in which a caregiver interacts with a child. This element must be observed and judged carefully by a parent. To help parents carefully review child care options please review our detailed child care questionnaire Child Care Staff Ratios and Group Size The number of caregiving staff to the number of children is critical to the quality of care and interaction your child will receive. The overall size of the group also has a significant impact on the quality of interaction. Larger groups generate more noise, tension and related stresses.
Child Care Space Requirements
The amount of physical space for each child to play impacts a child's ability to have sufficient room to explore and to play without feeling over crowded. There needs to be adequate space indoors and out.

School boards' worth in doubt Some think members are in over their heads due to complex duties Sunday, November 30, 2003 By Jane Elizabeth, Pittsburgh Post-Gazette First of two parts Just a couple of generations ago, it probably seemed that there was a school board on every corner. Neighbors bumped into their board members in the grocery store, sat with them in church and debated with them about the football team across the backyard fence. That was certainly the case in 1933, when there were about 127,000 school boards across the country. Today, that number has shriveled to 15,000 as America has moved from having a school board for every political ward or school to electing boards that govern larger districts. If you're Anne Bryant, executive director of the National School Boards Association, the disappearing school board could make you nervous. "In a democracy, school boards are the closest thing to the ground," ensuring that parents and other voters have an impact on public schools, Bryant said. THE DISAPPEARING SCHOOL BOARD
