RE: Changes in the General Education Program Effective Fall, 1999 the following changes in Clarion University's General Education program have been implemented. These changes have been programmed into the on-course audit system.
    1.The Quantitative Reasoning Category in General Education has been eliminated. This category has been replaced with a "Q" flag that students will earn by taking approved courses. All courses that were approved for the now defunct "QR" category fulfill the "Q" flag. The "Q" flag can be met by general education courses or by courses in the major. Faculty are encouraged to submit courses for a "Q" flag that focus on quantitative reasoning. Requirements for these courses can be found on the web at hffp://www.clarion.edu/gened . The flag application form has been revised and can be found at the same site on the link to course submission procedures. The application form is also enclosed in this mailing. 2.The Linked flag has been eliminated.

  • A child enrolled in a day school which is operated by a bona fide church or other religious body, and the parent, guardian or other person having control or charge of any such child or children of compulsory school age shall be deemed to have met the requirements of this section if that school provides a minimum of one hundred eighty (180) days of instruction or nine hundred (900) hours of instruction per year at the elementary level or nine hundred ninety (990) hours per year of instruction at the secondary level and:
  • At the elementary school level, the following courses are taught: English, to include spelling, reading and writing; arithmetic; science; geography; history of the United States and Pennsylvania; civics; safety education, including regular and continuous instruction in the dangers and prevention of fires; health and physiology; physical education; music; and art.
  • At the secondary school level, the following courses are offered: English, to include language, literature, speech and composition; science, to include biology and chemistry; geography; social studies, to include civics, economics, world history, history of the United States and Pennsylvania; a foreign language; mathematics, to include general mathematics and statistics, algebra and geometry; art; music; physical education; health and physiology; and safety education, including regular and continuous instruction in the dangers and prevention of fires.

    • The legislature approved Senate Bill 640, amending Act 83 and creating broader powers for the governor in the event the state takes over the Philadelphia School District. The law, signed by Gov. Schweiker on Oct. 30, allows the governor to appoint four of five School Reform Commission members that would take the place of the Philadelphia school board if the state takes control. Two of the governor's appointees would serve seven-year terms, one a five-year term, and one a three-year term, while the one delegate appointed by the mayor would serve for three years. The commission would have the power to contract with private agencies to run the schools. Additionally, the new law gives the governor the power to name an "interim chairman" to serve for 30 days. This chairman would have all the same powers as the full commission.

Upcoming Events 2003 - GREAT CHALLENGES, GREAT OPPORTUNITIES Top Two months into the New Year, Pennsylvania has a new Democrat Governor, new Secretary of Education, and a Legislature with both houses dominated by Republicans. Forecasts for the state's fiscal condition get worse and worse, with a structural deficit for the next fiscal year beginning July 1 projected to be as much as two billion dollars.
    If state policy leaders are to effectively deal with the budget deficit and also provide new funding to address significant problems such as Pennsylvania's school finance system that is unfair and overly dependent upon local property taxes, an increase in state taxes is necessary and obvious.
    Despite the gloomy fiscal forecast, many see 2003 as a special "window of opportunity" in Harrisburg to make real progress on critical education funding and school reform issues.
