The Accreditation Review Commission on Education for the Physician Assistant (ARC-PA) is the accrediting agency that protects the interests of the public and PA profession by defining the standards for PA education and evaluating PA educational programs within the territorial United States to ensure their compliance with those standards. The ARC-PA encourages excellence in PA education through its accreditation process, by establishing and maintaining minimum standards of quality for educational programs. It awards accreditation to programs through a peer review process that includes documentation and periodic site visit evaluation to substantiate compliance with the Accreditation Standards for Physician Assistant Education. The accreditation process is designed to encourage sound educational practices and innovation by programs and advocates continuous self-study and improvement. In addition to establishing educational standards and fostering excellence in PA programs, the ARC-PA provides information and guidance to individuals and organizations regarding PA program accreditation and makes public the results of its accreditation actions.

Introduction
Throughout your child's school years, there is always a need to communicate with school: teachers, administrators, and others concerned with your child's education. There are also times when the school needs to communicate with you. This is particularly true when your child has a disability and is receiving special education services. Some of this communication is informal, such as phone calls, comments in your child's notebook, a chat when picking your child up from school, or at a school function. Other forms of communication are more formal and need to be written down. Letters provide both you and the school with a record of ideas, concerns, and suggestions. Putting your thoughts on paper gives you the opportunity to take as long as you need to:

PA Organizations General Information Q. What is a Physician Assistant (PA)? A. Physician assistants are health care professionals licensed to practice medicine with physician supervision. PAs employed by the federal government are credentialed to practice. As part of their comprehensive responsibilities, PAs conduct physical exams, diagnose and treat illnesses, order and interpret te sts, counsel on preventive health care, assist in surgery, and in virtually all states can write prescriptions. Within the physician-PA relationship, physician assistants exercise autonomy in medical decision making and provide a broad range of diagnostic and therapeutic services. A PA's practice may also include education, research, and administrative services. PAs are trained in intensive education programs accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA) Because of the close working relationship the PAs have with physicians, PAs are educated in the medical model designed to complement physician training. Upon graduation, physician assistants take a national certification examination developed by the National Commission on Certification of PAs in conjunction with the National Board of Medical Examiners. To maintain their national certification, PAs must log 100 hours of continuing medical education every two years and sit for a recertification every six years. Graduation from an accredited physician assistant program and passage of the national certifying exam are required for state licensure.

Vouchers and Educational Freedom: A Debate
by Joseph L. Bast and David Harmer versus Douglas Dewey Joseph L. Bast is president of the Heartland Institute, a nonprofit research organization based in Palatine, Illinois. He is the coauthor of two books on school reform, We Can Rescue Our Children (1988) and Rebuilding America's Schools (1991). David Harmer is the author of School Choice (Cato Institute, 1994), a former research fellow at the Heritage Foundation, and one of the architects of California's 1993 educational choice initiative effort. He resides in Utah. Douglas Dewey is president of the National Scholarship Center in Washington. Executive Summary Advocates of educational freedom disagree about whether school vouchers would liberate schools and families and lead to greater freedom of choice or trap private schools in a web of subsidy and regulation that would destroy their independence and quality. The two sides square off in this study.

by Isabel Lyman Isabel Lyman is codirector of Harkness Road High School in Amherst, Massachusetts, and a long-time homeschooling parent. Executive Summary The victory of homeschooled 13-year-old Rebecca Sealfon in the 1997 National Spelling Bee brought new attention to the growing phenomenon of homeschooling. Dissatisfied with the performance of government-run schools, more and more American families have begun teaching their children at home. Estimates of the number of homeschooled children vary widely; the best estimate is 500,000 to 750,000, but some estimates range up to 1.23 million. All observers agree that the number has grown rapidly over the past 15 years.

In addition to making an impact on the lives of community members across the country, fellows will participate in a leadership training program. Through this program, fellows will learn to assess community needs and the root causes of community problems and to organize collective power to bring about social change, to gain social and political influence, and to ensure equitable access to public and private resources for the community. Fellows will learn leadership and management skills to manage projects and, in the long-run, non-profit organizations. The term of the fellowship is 11 months. The 2005-2006 fellowship is from November 1, 2005 to September 30, 2006. In addition to monthly stipends and a comprehensive benefit package, which includes vacation time, health and dental insurance, fellows will receive relocation assisistance if applicable, and a $4,000 bonus at the completion of their service.

New Book in Progress: Fixing the Fragmented University: Decentralization with Direction.
The Kellogg Commission on the Future of State Universities and Land-Grant Colleges, in Returning to our Roots: Toward a Coherent Campus (2000), focused on the fragmented university as the fundamental problem of the public universities. The uni-versity has become an institutionally fragmented aggregation of departments. The primary loyalties of scholars are increasingly directed away from their immediate colleagues, students, and institutions toward national and international societies and associations of their disciplinary peers (p.10). The planned book will address the problems of the fragmented public university and the conflict between provider prestige and the public good.

2005 Summer Internships in Community Service Recent Grants
The Samuel S. Fels Fund was founded in 1935 by Samuel S. Fels, a Philadelphia philanthropist who made his money in the manufacture of Fels Naptha, a popular household soap. We are a private independent foundation with broad interests in community programs, education and the arts.
Our grants are restricted to organizations located in the City of Philadelphia or focused on local issues.
THE SAMUEL S. FELS FUND
HISTORY AND PURPOSE
To this end the Fund makes grants in the categories of Arts and Humanities, Education, Community Programs, and Health, all in the city of Philadelphia. The ideal proposal to Fels is one that addresses positive social change. We also mean to be useful to organizations at points of particular need such as expansion, experimentation, or reorganization or in times of particular need for advocacy. The Fund is unable to make grants to individuals and accepts proposals only from organizations which are designated tax-exempt (501-c-3) by the Internal Revenue Service. The Fund does not make grants for conferences, scholarships, fellowships or travel. Ordinarily, the Fund also avoids making grants for major programs of large institutions, capital and equipment, endowment, and the routine or direct services of social service agencies. Individual day care and after school care programs and computer centers cannot be accommodated, although agencies that serve these fields may apply.
