GOVERNOR SCHWEIKER KICKS-OFF 2002-03 BUDGET DEBATE
  • Gov. Mark Schweiker delivered his proposed 2002-03 state budget to a Joint Session of the Legislature on February 5. In the midst of difficult fiscal conditions for most states, including Pennsylvania, the overall budget proposes increased spending of less than 1% above the current year. The Governor's proposed education funding for school districts and higher education is certain to spark sharp debate in coming months.

2005-2006 Water Resources Education Projects
Application and Full Guidelines to Download
Through its Water Resources Education Network (WREN) Project, the League of Women Voters of Pennsylvania Citizen Education Fund (LWVPA-CEF) will accept proposals for water resources education projects sponsored by community based partnerships that educate, build awareness, and promote water-sustaining public policies and/or behavior change. Projects should be designed to encourage individual or collective action that will protect and improve local water resources. Funding will be awarded in two tracks:
  • Source Water Protection projects which educate about how to protect, improve or restore the drinking water source waters for the community's public drinking water system. [Source water is the untreated, raw water from streams, rivers, lakes, springs, or underground aquifers that serve as sources of a community's drinking water.] Watershed Protection projects which educate about how to protect, improve or remediate the watershed from the impacts of nonpoint source (NPS) pollution. [NPS pollution includes drainage or runoff from: abandoned coal mines, oil or gas wells; inadequate erosion control practices during urban development; improper agricultural and timber harvesting practices; and failing on-lot septic systems or other waste disposal sites. NPS also results from hydrologic modifications (changing the way water flows through an area.) ]

Under the federal law, the Individuals with Disabilities Education Act (IDEA), it is the responsibility of the Pennsylvania Department of Education to ensure that all children with disabilities, regardless of the severity of the disability residing in the Commonwealth who are suspected to be in need of special education and related services, are located, evaluate, and identified. To fulfill IDEA’s requirement, Pennsylvania law requires each school district to provide notice to the community by publishing an annual public notice to parents, in newspapers or by other media, regarding the school district’s identification and screening activities, the location and time of the activities, and also any evaluation activity which takes place in the school district. School districts are required to provide a free appropriate public education (FAPE) to children with disabilities who are determined, through the evaluation process, to need special education and related services under IDEA and 22 Pa. Global Learning and Observations to Benefit the Environment (GLOBE)
Since becoming a U. S. Partner with GLOBE the North Central Region Math/Science Education Collaborative GLOBE Train the Teachers Team has conducted three GLOBE workshops in western PA. As a result of the workshops, 37 teachers from 18 schools have enrolled in the GLOBE program. Three of the schools, teachers and students are collecting data at this writing. The Collaborative anticipates additional schools to begin collecting data in fall of 2005

Dear Child Care Practitioners and Administrators: We are excited to introduce you to the Pennsylvania Early Learning Keys to Quality! The Pennsylvania Early Learning Keys to Quality is designed to offer your child care program, a seamless system of resources in which all early care and education programs and practitioners are encouraged and supported to improve child outcomes. The system focuses on a comprehensive approach to supporting teachers, administrators, and programs. It includes professional development as well as the Keystone Stars programs. The system is sponsored by our Office of Child Development. It includes six Regional Keys and a state level Pennsylvania Key. The Pennsylvania Key is located in Harrisburg. (See enclosed map.) Our focus through this change in program structure is continued development of the Keystone STARS program as well as professional development. The six new Regional Keys and the one state level Key take the place of the Child Care Resource Developers and Pennsylvania Pathways. In the past, resources for child care providers were administered across several different programs and agencies. Unfortunately, you needed to contact multiple agencies in order to receive services. With the advent of the Pennsylvania Early Learning Keys to Quality, all services and resources will be housed or coordinated through the Regional Key. This includes STARS Management, STARS financial awards (Merit, Education and Retention, Support Grants), STARS Technical Assistance, Professional Development (Training), STARS Core Training Series, and credential-based credit courses. The Regional Keys will function as the coordinating entity for all of these resources and services.

Background Pennsylvania Partners began as an informal group of workforce development professionals who came together in 1983-84 to develop a statewide organization to foster the sharing of information among workforce development professionals and provide liaison with state and federal government agencies and other workforce partners. They organized the first statewide workforce conference in 1984, which has evolved into the annual Pennsylvania Employment, Training and Education Conference , one of the largest statewide workforce conferences in the United States.
