The untold story of special education O Upon greater scrutiny, this oft-repeated scenario does not hold up. For years, many students with the worst disabilities have attended private schools at partial or even full public expense. Far from abandoning the needs of special education students, the private sector is supplying what the public school system has failed to provide. More specifically, public school districts currently foot the bill for more than 100,000 special education students attending private schools at an estimated cost of $2 billion to taxpayers, according to U.S. Department of Education figures and industry estimates. In most of these cases, public schools have come to rely on specialized private schools to educate their toughest disability cases, when doing it themselves would be prohibitively expensive. "A voucher isn’t really the right analogy," says Mike Petrilli, program director of the Thomas B. Fordham Foundation, which supports education reform efforts from a conservative perspective. "It’s really closer to contracting, like the Edison Project," the for-profit school management company that manages more than 50 public and charter schools across the nation. "But it makes a lot of sense to contract out this function to a company that can pool its resources."

Committee on Outdoor Ministries
The Committee on Outdoor Ministries is the arena where denominations network about issues related to camping and to church-related retreat and conference centers. The activity of the committee includes design and creation of the most widely used camping resources among NCC-related communions. The committee also publishes other written resources related to outdoor ministries and provides occasional national conferences for leadership development. The committee network comprises twenty-three persons who are either denominational staff or executives of church related outdoor ministries. The annual meeting of the group functions as an opportunity for professional development as well as a forum for sharing resources and strategies. A major focus of its current work is visioning the future of church-related camping and outdoor ministries. Garland F. Pierce staffs the committee.

C amphill Special School-Beaver Run is a residential community of approximately 150 people. It includes children and adolescents with developmental disabilities and trained curative educators and their families. There are also day students. This children's village named "Beaver Run" after the creek that borders it, is located on 77 woodland acres in rural Chester County, one hour west of Philadelphia. It includes eleven family residences for children with special needs and those who work with them. There are several other facilities on the grounds to serve the many needs of the community including a schoolhouse, a medical building, a community building, a barn, and a swimming pool.
Beaver Run, a member of the Camphill Association of North America, is part of the growing network of international Camphill communities. Camphill was founded in 1939 in Scotland by Dr. Karl Koenig, a respected Viennese pediatrician. It now has more than 80 therapeutic communities worldwide which includes several thousand people. The centers have in common the caring for - and sharing of life with - children and adults with developmental disabilities. Camphill provides services in the fields of education, medicine, nursing, therapy, agriculture, food, and crafts production. Camphill communities are located in Eastern and Western Europe, Scandinavia, North and South America, Africa, New Zealand, and Russia. Camphill's educational philosophy called "Curative Education", is a form of the famous Waldorf teaching method based on the social, educational, and spiritual insights of Dr. Rudolf Steiner. Steiner (1861-1925), an Austrian scientist and philosopher, sought a more complete understanding and appreciation of man's spiritual nature and destiny. Camphill recognizes the relationship between any two people - teacher to pupil, physician to patient, caregiver to care receiver - is the basis for all healing and social renewal. In such relationships, one receives as much as one gives. This human interdependence and reciprocity play a central role in the daily life of Beaver Run.

      The School District of Philadelphia offers a wide array of instructional programs and support services designed to prepare youth with disabilities for employment and/or post-secondary education.
      1. Comprehensive High Schools
      Each comprehensive senior high school is comprised of multiple small learning communities. They are designed and led by interdisciplinary teacher teams. There are a variety of small learning community configurations including: Academies, Communities in Schools, Motivation, and School-to-Career. The Appeals Review Panel's most significant findings are that: a. Minimal progress in reading equals an invalid IEP. b. If there is a teaching method which is proven to work outside

    The Globe and Mail reported Oct. 1, 2003 that an estimated three million Canadians suffer from learning disabilities (LD). People with LD are not stupid; they simply learn and retain information differently. The most common of the 70 LDs are dyslexia difficulty in reading, writing, spelling and math and auditory processing disorders. An LD may also be indicated in a person with problems of attention, memory, reasoning, coordination, social competence and emotional maturity. Learning disability is a neurological disorder of uncertain cause, due to either genetic or environmental factors, such as prenatal exposure to toxic substances. Scientists say dyslexia has to do with the way the brain is wired. Learning disabilities can happen in four areas of learning: Recording information in the brain (input).
