Nordoff-Robbins Music Therapy results from the pioneering teamwork over seventeen years of Paul Nordoff and Clive Robbins. Dr. Paul Nordoff was a graduate of the Philadelphia Conservatory of Music and the Juilliard Graduate School. He was Professor of Music at Bard College from 1949 to 1958. He received many honors for his work as a composer, among them the Guggenheim Memorial Fellowship and the Pulitzer Traveling Fellowship for music. In 1958, after witnessing the musical responses of disabled children, he became so convinced of the power of music as therapy that he gave up his academic career. Creatively and empirically, and with encouragement from colleagues in research and psychology, he began his innovative explorations with disabled children in Great Britain and Europe. From the onset he found a teammate in Dr. Clive Robbins, a special educator deeply interested in the possibilities of music as a versatile medium of therapy. Following a lecture-demonstration tour and a survey of facilities and music offerings for special needs children in Britain and Europe, Nordoff and Robbins began their American work in 1961 with pilot projects at the Day Care Unit for Autistic Children, Department of Child Psychiatry, University of Pennsylvania, and the Devereux Foundation. They worked with autistic, emotionally disturbed, developmentally disabled, and multiply handicapped children. Their approach to music therapy developed further with physically disabled and communicatively handicapped children at the Institute of Logopedics, Wichita, Kansas.

Scouts With Disabilities and Special Needs
Background
Since its founding in 1910, the Boy Scouts of America has had fully participating members with physical, mental, and emotional disabilities. James E. West, the first Chief Scout Executive, was a person with a disability. Although most of the BSA's efforts have been directed at keeping such boys in the mainstream of Scouting, it has also recognized the special needs of those with severe disabilities. The Boy Scout Handbook Today, approximately 100,000 Cub Scouts, Boy Scouts, and Venturers with disabilities are registered with the Boy Scouts of America in more than 4,000 units chartered to community organizations.
Recognition of Needs
Many of the more than 300 BSA local councils have established their own advisory committees for youth with disabilities and special needs. These committees develop and coordinate an effective Scouting program for youth with disabilities and special needs, using all available community resources. Local councils also are encouraged to provide accessibility in their camps by removing physical barriers so that youth with disabilities and special needs can participate in weekend and summer resident camp experiences. Some local councils also have professional staff members responsible for the program for members with disabilities.
Advancement
Cub Scouts, Boy Scouts, Varsity Scouts, and Venturers with disabilities and special needs participate in the same program as do their peers.

Caring for Children with Special Needs What is Early Intervention? Early Intervention is a program that helps families develop their child's potential. All children grow and learn at different rates. Children who are developing more slowly than typical children are offered Early Intervention services. Support services are offered to their families. Early Intervention in Pennsylvania is funded by federal, state, and county funds, public insurance and many other community resources. County Mental Health/Mental Retardation Programs administer early intervention programs locally for children from birth through age two. The Pennsylvania Department of Education through local intermediate units, school districts, or other agencies administers early intervention programs for children from three years to the start of school. Research Shows Childhood Intervention Makes a Difference
Over 50 years of research on children with many types of disabilities receiving a range of specialized services in many different settings has produced evidence that early intervention can: (1) ameliorate, and in some cases, prevent developmental problems; (2) result in fewer children being retained in later grades; (3) reduce educational costs to school programs; and (4) improve the quality of parent, child, and family relationships. Much of what we know about early intervention effectiveness is drawn from this diverse historical base of information. More recently, researchers have begun asking a more rigorous and differentiated question: For whom and under what conditions is early childhood intervention most effective? This more sophisticated question focuses on the effects of various interventions for specific groups of children relative to the type of program they received. Data from well-controlled research studies indicate that young children with disabilities (e.g., Down syndrome, autism, cerebral palsy, sensory impairments), and those who evidence biological (e.g., low birth weight, premature) and environmental risk factors make significant gains on both qualitative and quantitative measures of development when provided appropriate services. The involvement of their parents in reinforcing critical skills in natural contexts is an important factor associated with the magnitude of the child's progress (Guralnick, 1989).
