by Alanna Hartzok Fifteen cities in Pennsylvania are pioneering an innovative approach to local tax reform that harnesses market incentives for urban renewal. Opting for the so-called 'two-rate' or 'split-rate' property tax, these cities are lowering taxes on buildings, thereby encouraging improvements and renovations, while raising the tax on land values, thus discouraging land speculation. The resulting infill development as indicated by increased building permits means downtown jobs, efficient use of urban infrastructure, an improved housing stock, and less urban sprawl. Cities in other states are poised to follow Pennsylvania's example.

  • Pennsylvania has been experimenting with a new approach to property tax reform which has already begun to attract attention in New York, Maryland, and other states. This policy offers an entirely different angle to the current mainstream dialogue on property tax "reform" which consists mainly of efforts to reduce and curtail the use of property taxes while increasing sales or income taxes. The property tax is actually two types of taxes - one upon building values, and the other upon land values. This distinction is an important one, as these two types of taxes have significantly different impacts on incentive motives and development results.

    Wednesday, December 1, 2004; 10:30 AM The signal is clear: In the tug of war betweeen Big Telecom and little governments, the powerful telecommunications lobby is winning, which could have major implications for how wireless Internet and other high-speed Internet service is doled out countrywide. Yesterday the city of Philadelphia won a reprieve in its battle to continue rolling out wireless Internet access to its residents, thanks to a special deal brokered with Verizon Communications . But Verizon is giving only Philadelphia a pass, leaving other Pennsylvania municipalities to fend for themselves, while the governor embraced a telecom bill that could leave the rest of the state's municipal Internet service plans at the mercy of telephone companies.

    Wednesday, July 7, 2000 By Thomas Hylton For 50 years, Pennsylvania cities like Scranton have steadily declined while our farmland and open space has steadily been lost to scattered housing subdivisions, strip malls and corporate centers. Beginning this week (June 5), the Pennsylvania General Assembly will make its first serious attempt to address this tragic waste of resources in a comprehensive fashion. These concepts have the active support of Gov. Ridge. Since the late 1940s, we have spent billions of taxpayer dollars for new infrastructure to subsidize the abandonment of our cities and the development of our countryside. Nearly every Pennsylvania city has lost population since 1950. Philadelphia has lost 600,000 residents. Pittsburgh has lost half its population more than 300,000. Scranton, Wilkes-Barre, Chester, New Castle, Johnstown, Altoona, and Harrisburg have all lost anywhere from a third to more than half their population. It is not growth to build a home in Roaring Brook when it means a home in Scranton is abandoned. It is not growth to build a new power center in Wilkes-Barre Township when it kills off the retail district in the city of Wilkes-Barre. It is not sustainable growth to chew up 25 acres of open space for corporate offices in the countryside when the same number of jobs could be created on an acre of land in the city, using existing infrastructure instead of building it all over again in a new place.
