The Education Policy and Leadership Center , March 2004). This report recommends ways to improve the effectiveness of school boards and increase the number of citizens who are motivated and prepared to serve on boards. It makes recommendations for how state policymakers, school boards and superintendents, and voters and community leaders can achieve these goals. The report calls for changes in Pennsylvania laws to more clearly define the respective roles of school boards and superintendents. The report also recommends mandatory orientation for new board members, mandatory professional development for all school directors, and a change to six-year terms for school board members. It also outlines recruitment strategies to develop a cadre of citizens prepared to run for and serve as effective board members. A model Code of Conduct and model Governance-Management Compact are included for consideration by school boards.

While chairing the Academic Affairs Committee, Jordan oversaw accreditation projects, the processing of standardized testing and enrollment reports, the drafting of a SEA educational philosophy, as well as matters regarding discipline and admissions. The Education Committee developed curriculum guidelines for all grades throughout SEA, and assisted the board in evaluating the headmaster and faculty. They were also responsible for the decision of whether or not to add a ninth grade at SEA. Formerly known as Ascension Academy , SEA was founded by Bishop Wilburn C. Campbell. The school is loosely affiliated with the Episcopal Church, and has steadily grown since it began in 1947. SEA is named after St. Edmund, the ninth century boy-king of East Anglia . The school became co-ed in the fall of 1984, when it first allowed girls to enroll in the preschool program. Although many private schools have witnessed a decline in enrollment since the 1980s, SEA has regularly increased its enrollment during this time. Scope and Content Note

2004 Digital School Boards Survey
The Center for Digital Education and National School Boards Association are pleased to announce the winners of their 2004 Digital School Boards Survey. The study examined how school boards and their districts are applying information technology to better engage their local communities and constituents, and improve the delivery of services and quality of education to public schools.
The survey grouped school boards into three categories based on student population: More than 15,000 students; 2,501 to 15,000 students; and 2,500 or fewer students. Survey questions and criteria focused on school boards’ online presence, technology applications that allow the public to interact with school board members, access to information such as school board calendars, policies and agendas, and technology advancements in the school board chambers.

Health Assessments and Immunizations -
The Board of Education recognizes the importance of periodic health assessments according to state health regulations. To determine health status of students, facilitate the removal of handicaps to learning and find whether some special adaptation of the school program may be necessary, the Board of Education requires that students have health assessments. The Board of Education adheres to those state laws and regulations that pertain to school immunizations and health assessments. It is the policy of the Board of Education to insure that all enrolled students are adequately immunized against communicable diseases. The Board may deny continued attendance in school to any student who fails to obtain the health assessments required under C.G.S. 10-206. Parents wishing their children exempted or excused from health assessments must request such exemption to the Superintendent of Schools in writing. This request must be signed by the parent/guardian.

Appropriations reported the bill favorably without change by a unanimous vote on April 16. HOUSE DEBATE April 18, 2002 1. permit students to make anonymous reports of bullying to teachers and school administrators, 4. require each school to maintain a publicly available list of the number of verified bullying acts that occurred there, 5. include an intervention strategy for school staff to deal with bullying, 6. include language about bullying in student codes of conduct, and The policy had to be developed for use starting October 1, 2002.
