Phillips today said the Pennsylvania School Boards Association’s endorsement of Governor Edward G. Rendell’s proposed major education investments sends a clear message about the need for reform of the state’s educational system. “The members of the PSBA deal with local education issues every day. To get their stamp of approval on the Governor’s proposals is a strong confirmation that these are the tools we need to improve our schools,” said Phillips, who joined Governor Rendell, PSBA Executive Director Thomas Gentzel and President Ed Godin at a morning news conference to announce the endorsement.       JAMES H. McCORMICK
      James H. McCormick was named chancellor of the Minnesota State Colleges Universities System in December 2000 by the Board of Trustees and began his term in July 2001 as leader of the system of 32 higher education institutions. As chancellor, Dr. McCormick is responsible to the 15-member Board of Trustees for the administration of all facets of the system. With seven state universities and 25 two-year colleges on 53 campuses across the state, the Minnesota State Colleges and Universities System serves about 240,000 students in credit courses each year. Employing more than 16,000 full- and part-time faculty and staff, the system has an annual budget of about $1.4 billion. Before coming to Minnesota, Dr. McCormick served as the founding chancellor of the Pennsylvania State System of Higher Education, created July 1, 1983. The state system comprises 14 universities with a $1 billion budget. He left that position as the most senior system head in the country, having served continuously as the Pennsylvania public university system chief executive for 18 years. Dr. McCormick was president of Bloomsburg University of Pennsylvania from 1973 to 1983, and served as a professor and administrator for Shippensburg University of Pennsylvania for the previous eight years. Prior to this, he worked as an assistant superintendent, high school administrator and teacher in Pennsylvania public schools. He is a native of Indiana County, Pennsylvania.

Neighbors bumped into their board members in the grocery store, sat with them in church and debated with them about the football team across the backyard fence. That was certainly the case in 1933, when there were about 127,000 school boards across the country. Today, that number has shriveled to 15,000 as America has moved from having a school board for every political ward or school to electing boards that govern larger districts. If you're Anne Bryant, executive director of the National School Boards Association, the disappearing school board could make you nervous. Cmwlth. 2002) Facts of the Case The Pennsylvania Schools Boards Association, Inc., Cameron County School District, Butler Area School District, Mars Area School District and the Pocono Mountain Area School District petitioned against Charles Zogby, the Secretary of Education, Pennsylvania Department of Education, Western PA Cyber Charter School, Commonwealth Cyber Charter School, T.E.A.C.H. Charter School and the PA Virtual Charter School. The school districts filed the petition after the Department of Education sent letters to them stating it would withhold state education subsidies from those districts that refused to pay tuition bills submitted by cyber charter schools. The Secretary eventually withheld money from numerous districts after cyber charter schools submitted unpaid invoices. Editorial: Controversy over Evolution Is Not Scientific—It’s Political

Judith S. Weis Creationists have been busy this year on several fronts. They have pursued their goal of introducing creationism into science courses through state legislatures, through boards of education, and lately—ominously—through Congress. On every front, however, they have been met by AIBS and other scientific organizations striving to counteract their efforts. Bills that would undermine the teaching of evolution have been introduced in several state legislatures. An Arkansas bill prohibiting the teaching of "fraud"—including, they claim, Archaeopteryx and various fossil hominids—was only narrowly defeated. The Education Committee of the Michigan House is considering a bill calling evolution an "unproven theory" and specifying that students be taught "intelligent design" theory, a catchphrase for creationism. A Louisiana resolution took an unexpected approach, asserting that Darwin was a racist whose evolutionary theory was responsible for Hitler’s genocidal pursuit of an Aryan master race. That resolution passed the Louisiana House, but only after references to Darwin were removed. We are holding the line, thanks to Ellen Paul, the AIBS Public Policy Committee, the evolution listserv managers, and others in AIBS, as well as our colleagues at the American Geophysical Union and the American Geological Institute and other societies. We hope to take a more proactive approach in the coming year. I have no doubt that the creationists will continue their efforts, and we will have to step up ours to counteract them. Eternal vigilance will have to be our watchword.

Support Top 10 Tech-Savvy School Boards Announced FOLSOM, Calif. – The nation’s top 10, digitally-advanced school boards have been announced by the Center for Digital Education (CDE) and National School Boards Association (NSBA) based on their first annual Digital School Boards Survey. The study examined how school boards and their districts are applying information technology (IT) to better engage their local communities and constituents, and improve the delivery of services and quality of education to public schools. More than 2,500 school districts were invited to participate in the survey, which grouped school boards into three categories based on student population: More than 15,000 students; 2,501 to 15,000 students ; and 2,500 or fewer students. Survey questions and criteria focused on school boards’ online presence, technology applications that allow the public to interact with school board members, access to information such as school board calendars, policies and agendas, and technology advancements in the school board chambers. “When we launched the Digital School Boards Survey this past spring, our goal was to obtain a measurement or benchmark of how our school boards are successfully applying technology to serve their constituents,” said Marina Leight, director of CDE. “I’m pleased to say that our school boards have surpassed my expectations and – to some degree or another
