Phone: 570-265-1706 Duties: The Probation Department is responsible for juvenile and adult probation/parole services for the 42nd Judicial District of the Court of Common Pleas for the Commonwealth of Pennsylvania. This judicial district consists of Bradford County. The employees of the Probation Department work for the Court, and answer directly to the President Judge Jeffery A. Smith. The Probation Department provides intake services to the Criminal Court by preparing presentence investigation reports for all adults entering guilty pleas or persons found guilty during trial, for misdemeanor and felony offenses. If a criminal offender is placed on probation as a sentence, of if the offender is sentenced to the county jail for a maximum sentence of less than two years, the Probation Department would supervise the offender's behavior in the community. The Probation Department is also responsible for recommending whether an offender sentenced to county jail should be released on parole at the conclusion of the minimum sentence. The Probation Department also oversees the county jail's Work Release Program and Furlough Program.

GENERAL SUPERVISION General Supervision provides basic supervision services to wards of the Court, with emphasis on developing a case plan which will result in the satisfactory completion of probation. The primary objectives of such a program are:
  • To protect the public from continued delinquent activity. To insure compliance with court-ordered conditions of probation. To offer counseling and guidance to assist in the rehabilitation of the minor.

  • The Pioneer City HEAT team officer invited a local judge to participate in a ride along of the CSAFE area. This provided the judge with a first-hand perspective about loitering, nuisance and other quality of life issues. A federal probation pretrial agent regularly participates in the Edgewood HEAT team meetings. This ensures comprehensive supervision of all offenders in the CSAFE area. Information exchanged between the Salisbury Westside team and the community resulted in an award of $1,160.00 in Weed and Seed funds to install 16 new streetlights in the CSAFE area. Representatives from US Citizenship and Immigration Services collaborate with the International Corridor HEAT team to exchange photos, offender profiles and other pertinent information. Department of Juvenile Services Spotlight on Schools (SOS) workers attend HEAT team meetings to share information about juvenile offenders of mutual concern. Examples include Suitland, Taneytown and Wheaton. The Westlake juvenile counselor is also the Spotlight on Schools worker. The counselor and the school resource officer conduct joint home visits in the CSAFE area. The Taneytown HEAT team officer has educated preschoolers and day care participants about personal safety.

The Juvenile Probation and Parole positions described below are located in CYFD JPPO offices in over 30 locations throughout the state. To qualify for JPPO positions, applicants must have completed a Bachelor's degree in an associated field, e.g., sociology, criminal justice, education, psychology, social work or guidance and counseling. Additionally, applicants should have a minimum of 2 years experience as either an adult or juvenile Probation and Parole Officer, or as a paid worker with youth groups. Graduate or postgraduate education in any of the noted disciplines may substitute for work experience on a month-for-month basis. All applicants are required to pass a criminal background check. Juvenile Probation and Parole Officers JPPOs , provide direct services for paroled and at-risk youth in the community. JPPOs can have specialized case assignments, depending on client needs, or they may provide a comprehensive scope of services, ranging from informal to intensive supervision. JPPOs play a vital role in identifying client risk factors and treatment needs, as well as in making recommendations during court proceedings and for clients' plans of care. Introduction
This project focuses on the Missouri Welfare League's efforts to lessen juvenile delinquency and its efforts to enact reforms in institutions for delinquents in Missouri. Reform-minded Missourians founded the League in 1920 to help instigate the sort of progressive reforms that had been going on throughout the nation since the late 1890s. Like other progressive prison reform groups during the 1920s and 1930s, the League's main goal was to reduce crime through public awareness, legislation, and the study of both the causes of crime and the institutions in the State Criminal Justice System. Regarding the League's work in the field of juvenile delinquency, the ideals of child-savers and settlement house workers heavily influenced the women and men who comprised the organization's reform agenda. Although they worked at a local level, the League attempted to accomplish many of the reforms occurring across the nation. In many ways, the prison reform movements that occurred throughout the United States can be viewed as a direct product of Progressive-Era ideology. Progressives viewed crime as a biological or social issue to be treated as humanely as possible. Reformers now focused on rehabilitating prisoners instead of punishing them. From the turn of the century until as late as 1965, progressive ideals, such as the State's role in fixing societal problems or the rehabilitation of prisoners, persisted in the ideas promoting prison reform . Although these various reform movements occurred at different times in different areas of the United States, many of the ideas about reform stayed the same. Both progressives and their predecessors wanted to reform those affected by societal evils while simultaneously curing the issue at its roots. Perhaps sociologist Charles Cooley best summed up this progressive attitude when he stated, "the criminal class is largely the result of society's bad workmanship upon fairly good material." He believed, like many other progressives, in the possibility of criminals reforming to become "useful citizens by rational treatment"

More than 80,000 of these dedicated public servants work one on one with criminal offenders on a daily basis. They are on the front lines working for public safety in our communities. Nationwide, these officers supervise more than 4.5 million adults who are on probation and parole and with more than 600,000 juvenile offenders who are under community supervision. These officers work diligently, with limited resources, to ensure public safety, provide services to victims, and hold offenders accountable. Public safety is their first and foremost concern. Arizona – and the Mohave County Probation Department – is especially proud of Chief Probation Officer, Rod Marquardt (below), who was honored by the Arizona Chief Probation Officers’ Association as Supervisor/Manager of the Year, 2002. In September 1977, the Superior Court Presiding Judge, discerning unusual leadership talent in Marquardt, appointed him Chief Probation Officer, a position he has loyally and competently held ever since. His 25 year tenure, leading a combined juvenile and adult probation department, makes him the dean of Chief Probation Officers and Directors of Juvenile Court Services in the state of Arizona. Beginning with a staff numbering slightly more than a dozen people, he now leads more than 125. Integrity, honesty, trust, service to community and concern for people are the values Marquardt lives by, but they are also the values he has diligently built into the mission and work of the department he leads. He strives to convey to his staff the essential ingredients of a successful probation career – treat people with dignity and respect, believe that every person has some potential for success, even the most desperate and lost.

What does someone have to do on parole or probation?
Ordinarily, you are under the supervision of a parole or probation officer and are required to report to them on a pre-determined schedule. How often is usually based on the type of crime committed, prior criminal record, your risk to the community, and other factors. Offenders who are at the highest level of risk (e.g., likely to break supervision) may be required to report weekly while those at a lower risk may report monthly or quarterly. It is also possible that, sometime after the initial supervision period, the parole officer may change the level of contact with the offender to reflect the particular circumstances of the individual case.
The parole or probation officer will usually inquire of the offender that they are complying with the restrictions, terms, and conditions set by the paroling authority. The offender may have to show proof that they are working and doing assigned community service. They may also be required to submit to periodic blood tests.

Treatment Gap According to the National Survey on Drug Use and Health's household survey, 7.7 million people in the U.S. needed treatment for diagnosable drug problems in 2002, and 18.6 million needed treatment for a serious alcohol problem. Only 1.4 percent received specialized substance abuse treatment and 1.5 percent of the 18.6 million of those with alcohol problems received it. According to the new findings, 362,000 people in 2002 recognized they needed treatment for drug abuse. Of those, 88,000 tried but were unable to obtain treatment. The survey found that marijuana is the most popular illicit drug, used by 14.6 million people. Teens and Multiple Choices A survey reveals that most teens would rather spend time with family members than visit with friends, play sports, watch TV, or surf the Web. The annual State of Our Nation's Youth reports that teens admire their parents and tend to get along nicely with them. Asked how they get along with their parents or guardians, 74 percent of all teens (ages 13 to 19) say "extremely well" or "very well." Only three percent say they don't get along. As many as 44 percent of the teens call a family member their role model. Among other findings:

MISSION STATEMENT
The overall responsibility of Delaware County Adult Probation and Parole Services is to insure that the community is protected and that all defendants are held accountable to comply with the terms of any sentence imposed by the Court of Common Pleas. Delaware County Adult Probation and Parole Services supervises, counsels and refers for treatment those adults or Court-certified juveniles sentenced to county probation, parole or placed on the Accelerated Rehabilitative Disposition Program (ARD). Under the auspices of the Delaware County Court of Common Pleas, Adult Probation and Parole Services conducts Pre-Sentence Investigations, Pre-Parole Planning, Intake Interviews, supervises the collection of all fees and restitution, monitors Community Service compliance, offers specialized units of supervision, conducts drug and alcohol testing, issues Bench Warrants and Detainers as required, and has the responsibility to fingerprint, photograph and maintain criminal histories of all individuals convicted in the Court of Common Pleas. The department also shares mutual responsibility for inter-jurisdictional cases.

They provide support and guidance to help people identify and solve their problems. Parole officers work with people who have been released from a correctional institution and placed on parole. Probation officers work with juveniles and adults released by a court without sentence or imprisonment and put on probation by a court of law; sometimes times in conjunction with incarceration or confinement to juvenile hall. What is the Utah Sentencing Commission?
The Utah Sentencing Commission is a legislatively created body charged with establishing sentencing guidelines and developing policy recommendations regarding the sentencing and release of adult and juvenile offenders. The Sentencing Commission is comprised of 27 members representing all facets of the justice system, including judges, prosecutors, defense attorneys, legislators, victims, law enforcement, treatment specialists, ethnic minorities, corrections officials, parole authorities, and others. What are sentencing guidelines?
Utah uses sentencing guidelines in both the adult and juvenile systems. The primary goal of both sets of sentencing guidelines is communicating a standard to all involved in the sentencing of criminal or juvenile offenders. The Adult Sentencing and Release Guidelines, implemented in 1998 seek to promote uniformity and equity by communicating a recommended sentence and length of stay for particular crimes committed by similarly situated offenders. The recommended sentence and length of stay are descriptive of current sentencing practices. The guidelines are not mandatory; judges and the Board of Pardons and Parole may depart from them, but are encouraged to consider the guidelines as a starting point and follow them unless aggravating or mitigating circumstances justify a departure.
