Juvenile Probation and Parole Services are provided by Juvenile Probation and Parole Officers (JPPO) who conduct investigations and provide supervision of delinquent minors and Children In Need of Services (CHINS) referred by either NH District Courts or NH Family Division Courts. Juvenile Probation and Parole Officers also provide supervision of committed delinquents paroled from the Youth Development Center. Services pursuant to the Interstate Compact on Juveniles are also provided. When a juvenile is subject to the jurisdiction of another state or territory, JPPOs provide probation and parole supervision of the juvenile or assist in the return of the juvenile to the state or territory that has jurisdiction.

Probation/Parole
On a typical day in 1993, the following were under CYA or county supervision:

Parole is the conditional release from incarceration after serving part of a sentence, either from a state or county facility. Formal probation is a sentence releasing a minor into the community, in lieu of confinement, but under supervision of a probation officer.
CYA is responsible for parole supervision of those who are released from CYA facilities, and the county Probation Department monitors those on probation, or on parole from a county facility.
If a juvenile violates his/her conditions of parole, he/she may be returned to the state or county detention facility. Because of overcrowding at local juvenile halls, violations such as truancy or curfew violation, may not be serious enough to warrant the return of the minor to juvenile hall. Commission of another crime while on probation, even though a misdemeanor offense, will generally result in detention.
Recidivism in the Juvenile Justice System is defined as either return to incarceration for a violation of the terms of release, or recommitment for a new offense. Recidivism is usually defined by the public as committment of another crime.

Be giddy about recent drops in national crime rates if you wish, but each year Americans still suffer some 40 million criminal victimizations; about a quarter of these are violent crimes. Only about 1 in 100 crimes actually results in anyone getting caught, convicted, and sentenced to prison. Most felony defendants are repeat offenders; yet most felony defendants are sentenced not to prison but to probation. your view

Literally dozens of careful studies document that probation and parole are, to put it mildly, failing to protect the public. Nearly half of all state prisoners in 1991 had committed their latest crimes while out on probation or parole. While formally "under supervision" in the community, their "violations" included more than 13,000 murders, some 39,000 robberies, and tens of thousands of other crimes. More than a quarter of all felons charged with gun crimes in 1992 were out on probation and parole. Here, too, what's true for the revolving-door adult system is even more true for the no-fault juvenile system. In many cities, for example, most cases involving violent older teen thugs who get referred to adult court result in probation. Kids plea bargain too.

Intensive Supervision Probation, Aftercare Services and Parole Programs The objective of intensive supervision programs (ISPs) is to provide services as an intermediate sanctions alternative for juveniles who require a higher level of control than youth receiving standard probation services. The programs require strict and frequent reporting to a probation officer who carries a limited caseload and most include additional conditions for rehabilitation or deterrence, such as community service restitution and curfews.
Most juveniles placed in ISP programs are at Progressive Sanctions level four, and most would be placed out of the home in a residential placement facility or be committed to the Texas Youth Commission if the program were not available. The length of time juveniles may be placed in ISP programs varies from department to department and ranges from three months to three-and-a-half years. In FY 1988, TJPC funded twelve ISP pilot projects to expand local disposition and supervision options in juvenile probation departments across the state. As of the end of FY 1999, more than 79 percent of all juvenile probation departments operated ISP programs, most of which were added between FY 1996 and FY 1999. ISP costs in 1988 were $7 per day, and increased to $21.94 by fiscal year 1999, according to a recent survey completed by Texas juvenile probation departments operating an ISP program. The average daily population for FY 1998 was 3,040 juveniles, with a success rate of 76 percent for the same period.

In Boston, they are successfully fighting gang violence with a program that does not violate anyone's constitutional rights. Why, then, hasn't this successful approach caught on nationwide? Violent crime is down all across America-it's even eased somewhat among juveniles after staggering increases through 1994. But, by the year 2005, the number of teens in the crime-prone 14-17 age group will increase 20%. Experts say that spells trouble ahead, especially for potential future teen gang members-among them the violent crime of choice is murder. But let's be clear; we can't universally condemn Generation X. The vast majority of our kids are good kids. Only 5% are ever involved in crime, and only about 1% in violent crime and gangs. It's this 1% that has to be stopped. If we fail to do so, we risk surrendering parts of our nation to gang rule. We also risk having our Second Amendment freedoms sacrificed on the political altar of "stopping kids from killing kids."

Probation and Parole Solutions Field Note: The Chief Probation and Parole Officer told me "As a society, we get gang members in the system too late - after they're seventeen and are defined as an adult. We need to get involved much earlier with our young people. And I don't mean just gang members - I mean all the young people."
Offenders placed on probation are typically sentenced to treatment in the community for a specific period of time while under the supervision of a probation officer. In many cases, an equally long prison sentence is imposed along with the sentence to probation, but it is "suspended" - held in abeyance. If the offender serves he or her probation without violating its conditions, the suspended sentence to incarceration is dismissed.
