Phone: 570-265-1706 Duties: The Probation Department is responsible for juvenile and adult probation/parole services for the 42nd Judicial District of the Court of Common Pleas for the Commonwealth of Pennsylvania. This judicial district consists of Bradford County. The employees of the Probation Department work for the Court, and answer directly to the President Judge Jeffery A. Smith. The Probation Department provides intake services to the Criminal Court by preparing presentence investigation reports for all adults entering guilty pleas or persons found guilty during trial, for misdemeanor and felony offenses. If a criminal offender is placed on probation as a sentence, of if the offender is sentenced to the county jail for a maximum sentence of less than two years, the Probation Department would supervise the offender's behavior in the community. The Probation Department is also responsible for recommending whether an offender sentenced to county jail should be released on parole at the conclusion of the minimum sentence. The Probation Department also oversees the county jail's Work Release Program and Furlough Program.

(610) 782-3933 Fax (610) 770-6754 The Lehigh County Adult Probation and Parole Department, as a mission, seeks to aid in the reduction of crime in the community through field-based supervision, treatment and rehabilitation of the offender, thus protecting the public from recurring criminal and anti-social behavior. In addition, the department assists the Court in sentencing through the completion of pre-sentence investigations on offenders as directed. Special services and intensive supervision are provided to those offenders, who have a history of substance use and abuse, and to those where mental health disorders or mental retardation are evident. In 1996, Restorative Justice was introduced as an innovative, philosophical approach to supervision. This new paradigm, stressing the development of competencies and accountability within clients, has led to the introduction of new, educational programming for those under the department's supervision. Included in these on-site classroom presentations are Adult Literacy, Alcohol Highway Safety, Finance Health Issues, Job Readiness Training, Retail Theft Rehabilitation, and Substance Abuse Education. Other services offered by the department include the Community Work Service Project, Electronic Monitoring, and the Restitution Enhancement Program. In a continuing effort to upgrade and enhance departmental programming, several new initiatives are being developed, to include Victim/Offender Mediation, Child Abuse Prevention, and Domestic Violence Prevention.

Active Parole Supervision : A supervision status under which the offender is assigned to a caseload that reports directly to a parole officer (see Parole / Mandatory Supervision Population). Admissions to Prison : Offenders physically processed through diagnostic facilities and admitted into state Institutional Division (prison) facilities upon direct court sentences for convictions of new offenses, violations of terms of parole supervision, or a revocations of probated sentences. Admissions to State Jail : Offenders admitted into State Jail Division facilities for convictions of State Jail felony offenses. Be prepared to tell the operator with who your Public Service Clerk is. That clerk will then answer any questions for you. Top of page What is the difference between Parole and Probation? PAROLE is assigned to individuals leaving a Federal or State Penitentiary (Prison). PROBATION is "instead of" Prison.     NEWS FROM: Parole and Probation 99-181 Parole and Probation Hosts Sex Offender Training Law Enforcement, Therapists Learn Effective Supervision Techniques The Nevada Division of Parole and Probation this week is hosting a three-day seminar on Identification, Profiling and Supervision of the Sex Offender. The course, held at the University of Reno Medical School, is designed to improve overall public safety by enhancing the skills of the professionals who work directly with these offenders. Topics covered include Offender Risk Assessments, Offender Profiles, Relapse Prevention, Supervision Techniques and how to conduct searches of a sex offender's residence. The course is co-sponsored by the national Center For Sex Offender Management. The instructor is Gary Lowe, L.C.S.W., who is a nationally-recognized lecturer on the topic and who supervised adult and juvenile sex offenders for more than 30 years with the California Adult Authority.     Tribal Probation/Parole serves the people through the authority of the Tribal Council. Until July of 1996 the programs (adult probation, juvenile probation and community services) were components of the Tribal Court System. At that time, upon the request of the Chief Tribal Court Judge and the Chief Adult Probation Officer (Jacque Morigeau), Tribal Council gave approval for the Tribal Probation/Parole Department to separate from the court. Physical separation was effective August 1, 1996 and budget separation became effective October 1, 1996. Since that time there have been changes, programs have come and gone. The Department now consists of Adult Probation, Juvenile Probation, Youth Community Services and Administration.
    To provide a framework for adult and juvenile probationers in order for them to become productive citizens of the community. The Tribal Probation Department can provide rehabilitative measures by offering diversion opportunities, educational opportunities, educational opportunities, treatment opportunities, compliance incentives, job training opportunities, which will instill work habits, give the probationer a sense of self-worth, which will aid in maintaining the family unit, fulfill fine obligations, fulfill incarceration requirements, pay restitution, satisfy the probationers debt to society, and be released from Probation/Parole as successful.

    Division of Adult Probation and Parole
    probation officer is the central link in a network of state and local resources to provide control and rehabilitation to offenders. There are 1,324 Probation officers supervising 117,100 probationers and parolees in North Carolina. These officers attempt to coordinate a full range of treatment and control services for their charges in partnership with other agencies. These agencies include but are not limited to the Treatment Alternatives to Street Crime (TASC) Program, the Community Penalties Program, the Community Service Work Program, and local mental health providers. This partnership defines the Community Corrections Strategy developed to support the implementation of Structured Sentencing. The Division has developed a five-step program of goals for each offender as part of the strategy. Each of the five phases is explained below. Targeting: Control: In order for the community correction strategy to succeed offenders must be adequately controlled in the community. The first step in control, as explained above, is to "target" the appropriate sanction. Probation officers and judges, through the use of an individual profile, are able to direct appropriate offenders to one or more of the Division's alternative sanctions, such as Boot Camp, Intensive, House Arrest, or basic

    Diversion In a community center setting, adults who have gotten in trouble with the law are getting help with acquiring the life skills they need to be stable, make an honest living and stay out of jail. The first and sometimes only course anyone assigned by a judge or parole officer to do is The Way to Happiness course. It supplants confused and criminal moral codes with a moral code based on common sense. Secondly they would do the Communication Course to improve this skill and teach that conflicts can be handled with communication and not violence. The continuing program would be tailor made for the individuals needs, consisting of Literacy , the Learning Skills for Life Course , the , the Successful Parenting Skills Course , the and the Changing Conditions in Life Course. In cooperation with Home Builders Institute , Criminon will be offering vocational training. Here is a success story from a graduate of a Criminon Community Education Center: "About two months ago, I was sentenced to the Criminon program. I was only in front of the judge on a ticket for driving without a valid license back in 1993. What the judge didn't know is that I have been in and out of the justice system since I was 12 years old. I'm now 42. I spent the ages of 13 to 23 behind bars. It was during these years that I learned my trade of custom building furniture and doing upholstery, which has been my trade for 20 years now. I don't have a high school degree and until recently, I barely knew how to read.

    Probationers include adult offenders whom courts place on community supervision instead of incarceration. Parolees include those adults conditionally released to community supervision whether by parole board decision or by mandatory conditional release after serving a prison term. They are subject to being returned to jail or prison for rule violations or other offenses.
    • At yearend 2003, over 4.8 million adult men and women were under Federal, State, or local probation or parole jurisdiction; approximately 4,074,000 on probation and 774,600 on parole.
