Hurricane Katrina: DIVISION OF PROBATION AND PAROLE The Division of Probation and Parole-Adult, comprised of twenty-one district offices throughout the state and a Headquarters Office in Baton Rouge, functions as a community services division. Officers of the division supervise adult offenders who are released to the community on probation, parole, diminution of sentence, or medical furlough. They supervise inmates in ten community rehabilitation centers (CRCs) and the intensive parole cases from institutional IMPACT (Intensive Motivational Program of Alternative Correctional Treatment). Officers in the division provide investigative services to decision-makers in the criminal justice system, including judges, the Parole and Pardon Boards, and the Governor's Office. They oversee collection of various criminal justice fees, supervision fees, and victim restitution. District offices are located in Alexandria, Amite, Baton Rouge, Chalmette, Clinton, Covington, Harvey, Lafayette, Lake Charles, Leesville, Minden, Monroe, Natchitoches, New Iberia, New Orleans-West, New Orleans-East, Port Allen, Shreveport, Tallulah, Thibodaux, and Ville Platte. During FY 2002-03, officers supervised collection of more than $20,752,527. As of March 31, 2004, officers of the Division were supervising 60,692 offenders.

PUBLIC SAFETY STANDARDS AND TRAINING
181.610 Definitions for ORS 181.610 to 181.712. In ORS 181.610 to 181.712, unless the context requires otherwise:
(1) “Abuse” has the meaning given the term in ORS 107.705.
(2) “Board” means the Board on Public Safety Standards and Training appointed pursuant to ORS 181.620.
(3) “Certified reserve officer” means a reserve officer who has been designated by a local law enforcement unit, has received training necessary for certification and has met the minimum standards and training requirements established under ORS 181.640.
(4) “Commissioned” means an authorization granting the power to perform various acts or duties of a police officer or certified reserve officer and acting under the supervision and responsibility of a county sheriff or as otherwise provided by law.
(5) “Corrections officer” means an officer or member of a law enforcement unit who is employed full time thereby and is charged with and primarily performs the duty of custody, control or supervision of individuals convicted of or arrested for a criminal offense and confined in a place of incarceration or detention other than a place used exclusively for incarceration or detention of juveniles.
(6) “Department” means the Department of Public Safety Standards and Training.

The chair of the board is appointed by the governor and is the chief administrative officer in charge of operations, funds, expenditures, Interstate Compact Services for supervision of parolees and probationers and chief spokesperson for the board. Four assistant division directors are responsible for Parole Services, Field Services, Community Corrections and Administrative Services. They report directly to the chair of the Board of Probation and Parole. The board also investigates and reports to the governor on all applications for pardons, commutations of sentence, reprieves or restorations of citizenship. Be giddy about recent drops in national crime rates if you wish, but each year Americans still suffer some 40 million criminal victimizations; about a quarter of these are violent crimes. Only about 1 in 100 crimes actually results in anyone getting caught, convicted, and sentenced to prison. Most felony defendants are repeat offenders; yet most felony defendants are sentenced not to prison but to probation. your view

Literally dozens of careful studies document that probation and parole are, to put it mildly, failing to protect the public. Nearly half of all state prisoners in 1991 had committed their latest crimes while out on probation or parole. While formally "under supervision" in the community, their "violations" included more than 13,000 murders, some 39,000 robberies, and tens of thousands of other crimes. More than a quarter of all felons charged with gun crimes in 1992 were out on probation and parole. Here, too, what's true for the revolving-door adult system is even more true for the no-fault juvenile system. In many cities, for example, most cases involving violent older teen thugs who get referred to adult court result in probation. Kids plea bargain too.

Probation/Parole/Post-Prison Supervision While the specific conditions of supervision may vary from case to case, there is a group of standard conditions which apply to almost every offender. In addition, special conditions of probation may be imposed by the court, or post prison review board in response to the offender's risk to the community or his/her rehabilitative needs. Adult Probation
Probation is a court order that authorizes the offender to remain at large in the community subject to conditions prescribed in a probation order. When an offender is placed on probation, the court decides what conditions should be placed on the offender's freedoms. A variety of conditions are usually attached to the probation order and can include a curfew, require supervision by a responsible citizen that knows the offender, and normally includes regular check-in times with a probation officer. Probation Officers are responsible for checking to ensure that the conditions placed on the offender are met in order to ensure the safety of the offender and the public.
