My Submission:
The presumption throughout the draft policy is that specific recreational activities should only be allowed if they are specifically mentioned in the management plan/strategy, and if they are compatible with the purpose for the area. This is contrary to the wording and intention of the Conservation Act to foster recreation and thus likely to be illegal.

    • Specific areas of Point Reyes National Seashore should be managed to retain the rural character. Other areas with wilderness qualities should be managed to retain their primitive nature.
      Any new development for visitor services should be limited to what is essential to accommodate visitors. The park should not be commercialized in the future.
      Before any new construction is planned, historic structures will be considered for rehabilitation and adaptive reuse.
      Throughout the planning process, ample opportunities should be provided for public input and coordination with local, state, and other organizations.
      The park should maintain existing backcountry and trail access for various users.
      The protection of scenic and natural resources and ecological systems should be foremost in the short-term and long-term management of the park.
      The integrity of cultural resources, including the cultural landscape and active ranches, within the park should be preserved.
      While a certain increase in visitation is expected, the park should not develop facilities to encourage additional visitation.

    3. Public Participation in National Parks
    The Department manages places and species on behalf of the people of New Zealand. National parks hold a special place in the hearts of New Zealanders and they expect them to be managed to a high level of care, at the same time allowing for enjoyment and participation by the public. The task of preserving national park values is a large one. Success is aided by the understanding, support and involvement of New Zealanders. The maintenance of good working relationships is important, even if specific interests cannot always be satisfied or all proposed projects supported. Effective partnerships between the Department, people and organisations can enhance the preservation of national parks. A range of opportunities to engage in national park management is provided by the legislation and policies: people are nominated and appointed to bodies such as the conservation boards and the New Zealand Conservation Authority; people are invited to comment on draft general policies, conservation management strategies and national park management plans, and on specific proposals such as the establishment of national parks.

    Registration SOR/98-252 23 April, 1998 NATIONAL PARKS ACT Regulations Amending the National Parks General Regulations P.C. 1998-631 23 April, 1998 His Excellency the Governor General in Council, on the recommendation of the Minister of Canadian Heritage, pursuant to subsection 7(1) (see footnote a) of the National Parks Act , hereby makes the annexed Regulations Amending the National Parks General Regulations REGULATIONS AMENDING THE NATIONAL PARKS GENERAL REGULATIONS AMENDMENTS 1. Section 2.1 (see footnote 1) of the National Parks General Regulations (see footnote 2) is replaced by the following: Sections 28 to 35, 37 and 39 do not apply in the Town of Banff. 2. Section 9 of the Regulations and the heading before it are repealed. 3. Subsection 18(3) of the Regulations is repealed. 4. Sections 40 and 41 (see footnote 3) of the Regulations are repealed. COMING INTO FORCE 5. These Regulations come into force on April 23, 1998. REGULATORY IMPACT ANALYSIS STATEMENT This statement is not part of the Regulations Description This initiative will revoke a number of outdated provisions found in the National Parks General Regulations.

    Reserve Now Fees Regulations ... Campground fees Reservation policy - Some State Parks do not have campsites available for reservations during the off season, but allow camping on a first-come, first-served basis. Some campgrounds are closed completely during the off season. Only cabins, yurts and a limited number of campsites are reserved during winter.
    • Reservation Window - Reservations can be made a maximum of six months in advance of arrival date, depending on the parks open date. If six months in advance falls on a Saturday, Sunday or holiday, you may call on the next business day to make your reservation. If campsites are available, a reservation can be made a minimum of three days prior to the arrival date. Cabin/yurt Reservations – Cabin and yurt reservations are accepted year round following the six month maximum and three day minimum windows. Payment Policy – All camping and reservation fees must be paid in FULL in advance of occupancy or use of park facilities. Payment Methods – Payments can be made by Visa, Master Card, Discover, check, money order, traveler's check or cash. Internet reservation payments can be made with credit card only.
