    Area: 406,752 sq. km. (157,047 sq. mi.); about the size of California.
    Cities: Capital Asuncion (pop. 539,000). Other cities Ciudad del Este, Concepción, Encarnación, Pedro Juan Caballero, Coronel Oviedo.
    Terrain: East of the Paraguay Rivergrassy plains, wooded hills, tropical forests; west of the Paraguay River (Chaco region)low, flat, marshy plain.
    Climate: Temperate east of the Paraguay River, semiarid to the west. People
    Nationality: Noun and adjective Paraguayan(s). Population (2004 est.): 6,191,368. Annual population growth rate: 2.3% (projected 1999-2015, UNDP). Ethnic groups: Mixed Spanish and Indian descent (mestizo) 95%. Religions: Roman Catholic 90%; Mennonite and other Protestant denominations.     The Constitution provides for freedom of religion, and the Government generally respects this right in practice. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total area of 158,886 square miles, and its population is approximately 5,885,000 persons (2002 estimate). An estimated 90 percent of the population is Roman Catholic. There are active Catholic, mainline Protestant, evangelical Christian, Jewish (both Orthodox and Reform congregations), Church of Jesus Christ of Latter-day Saints (Mormons), and Baha'i communities in the country. There is an Islamic community concentrated in the Department of Alto Parana, an area that received substantial immigration from the Middle East, especially Lebanon. There is also a substantial Mennonite community, concentrated principally in the western Department of Boqueron, whose members originally came to the country to escape religious persecution. These refugees immigrated in several waves between 1880 and 1950.

    History and Government
    History: The recorded history of Paraguay starts from the first encounters between European explorers and the Guarani tribes populating the upper reaches of what are now the Parana and Paraguay rivers. These took place in the early 16th century; the first European settlement, established in 1537, later became the Paraguayan capital, Asuncion. During the rest of the century, Asuncion was a key staging post for Spanish conquests of the south-central part of the continent – present day Bolivia, Paraguay and parts of Argentina. The territory of Paraguay was then governed as a subsidiary of the Vice-Royalty of Peru and later of Buenos Aires. Remote and far from the main decision-making centres, Paraguay was largely neglected by the Spanish colonial authorities, who noted only the poor tax return and lack of resources. The territory was largely left to the devices of the mestizo (mixed European-Indian) elite and the Catholic Church, which busily proselytised among the Indian tribes. Throughout the 17th and 18th century, the economic fortunes of Paraguay declined through neglect and the depredations of the widely unpopular

    Mining and Manufacturing
    Mining is unimportant in Paraguay. Although deposits of various minerals are reported, they are not exploited commercially. Limestone, extracted in significant amounts, is used in producing cement. Manufacturing is confined largely to agricultural and forestry products and to basic consumer goods. Most manufacturing establishments are small, and the processing of the country’s agricultural products are their chief function. Manufacturing is concentrated in the vicinity of Asunci³n. Among the important products are packed meat, sugar, and other foodstuffs; textiles; and electric power. A large steel mill opened in 1986 north of Asunci³n.

The President is the Head of Government and Head of State; he is popularly elected to a five year term and cannot succeed himself. Colorado Party Senator Luis Gonzalez Macchi assumed the presidency in March 1999; in August 2000, voters elected Julio Cesar Franco of the Liberal Party to be Vice President. The bicameral Congress is made up of a 45-member Senate and an 80-member Chamber of Deputies, elected concurrently with the president through a proportional representation system. Deputies are elected by department and senators nationwide. In August the lower house voted down impeachment charges based on poor performance of duties and corruption against the President and Vice President. Source: U.S. Department of State

    Home Start Linguapax advises the Government of Paraguay Kindly forwarded to us by Francisco Gomes de Matos Linguapax advises the Government of Paraguay on the draft of a new law of language policy The Linguapax Institute, in collaboration with the Institute Ramon Llull, has advised the Government of Paraguay in the drafting of a law on language policy that is to be debated at the Parliament of that country. Last March, Fèlix Martí, president of the Scientific Committee, and Josep Cru, secretary general of Linguapax, were invited by the National Commission on Bilingualism of the Ministry of Education and Culture of Paraguay to help preparing the first law on language policy and planning. The Constitution of Paraguay (1992) recognizes both Guarani and Spanish as official languages. However, there is no law on language planning yet that develops the use of Guarani and the other authochtonous languages of Paraguay in the different domains.
