    Stroessner's enduring power was based on the twin pillars of the armed forces and the Colorado Party. The formerfrom which he emerged and in which he maintained positions as commander in chief of the armed forces and commander in chief of the armyprovided the institutional base for order and stability. The latter, of which he wrested control in the mid-1950s, furnished the links with large sectors of society, provided for mobilization and support, and allowed him to legitimate his rule through periodic elections. The overall system, based on these two institutional pillars, functioned through a combination of coercion and cooptation involving a relatively small sector of the population in the slightly industrialized and partly modernized country. In addition to the external isolation and foreign pressure, there were important internal pressures for a transition. After very high rates of economic growth in the 1970s, Paraguay's economy stagnated in the 1980s. In addition, the external debt nearly doubled during the same period. Within Paraguay the major opposition political parties, which had formed a National Accord (Acuerdo Nacional) in 1979, began to promote public demonstrations in April 1986. This growing, heterogeneous movement was joined in its opposition by other organizations and movements, including the Roman Catholic Church and sectors of business, labor, and university students.

    GOVERNMENT Paraguay's highly centralized government was fundamentally changed by the 1992 constitution, which provides for a division of powers. The president, popularly elected for a 5-year term, appoints a cabinet. The next presidential elections are scheduled for April 2003. The bicameral Congress consists of an 80-member Chamber of Deputies and a 45-member Senate, elected concurrently with the president through a proportional representation system. Deputies are elected by department and senators nationwide. Paraguay's highest judicial body is the Supreme Court. Each of Paraguay's 17 departments is headed by a popularly elected governor.     coup leader Lino Oviedo, who was granted asylum in Argentina last month. "With this decree, the Executive Branch is reestablishing a state of law that
    was broken under the last presidency," said Secretary of the Presidency
    Juan Ernesto Villamayor. "We are trying to repair the current damage." Villamayor said the new decree annuls the ruling that freed Oviedo. The former army chief was convicted of leading a failed coup attempt in
    1996 but was freed in August by his good friend and close political associate
    then-President Raul Cubas. Cubas' action pushed Paraguay to the brink of a
    constitutional crisis. The poor South American nation was plunged into turmoil still further last
    month when Vice President Luis Maria Argana was murdered.

    Paraguay government reaches debt deal to avoid default

    Paraguay's government, mired in one of its worst financial crises ever, sealed on Thursday a deal with banks to postpone $138 million in debt payments and avoid a possible debt default. Under the agreement, bond maturities that had been due through 2005 will be extended as far as 2008. New debt payments start from Sept. 2004, with interest rates of between 7.0 percent and 9.5 percent. "It was not possible to meet the debt principal owed for 2003, 2004 and 2005," said Finance Minister Dionisio Borda. "This is an important step ... to avoid default." The government hopes the payments delay will give Paraguay breathing space to invest in an economy that has shrunk in four of the last five years. The economy has mostly been stagnant in the last two decades and smuggling is estimated to dwarf the formal business sector.
