COMPERE: But first tonight to the relationship, the stormy relationship, between Papau New Guinea and Taiwan and the new government of Papua New Guinea has overturned one of the controversial legacies it inherited from its predecessor, Bill Skate.
The former prime minister's decision to establish diplomatic links with Taiwan in return for financial support has been deemed invalid a face-saving way of effectively cancelling the deal which caused a diplomatic storm when it was announced three weeks ago.
After careful examination of what Bill Skate did in Taiwan, the new Prime Minister, Sir Mekere Morauta, says the deal was unauthorised, invalid and will not proceed. This report from Richard Dinnen in Port Moresby.

A Press Release: Papua New Guinea: Fundamental Rights Questioned Papau New Guinea, 28 October 2004 Transparency International (PNG) Inc today questioned moves to restrict entrance to the PNG Parliament even more. The Speaker Mr. Jeffrey Nape earlier this week announced that there were to be restrictions on entry to Parliament House along with other security measures he intended to introduce. Mr. Nape said that the public would be restricted to entry to Parliament to two days a week, visitors had to be cleared for entry by the "authorities" and special arrangements made on sitting days. Dress codes would also be introduced. The fundamental right of all citizens in a Westminister style democracy is to be able to visit and observe the proceedings of the Parliament. This was first eroded by the concept of fencing the grounds and making everyone report to a security guard and will now be further restricted. The purpose of having public access is to ensure that the public at least knows what their representatives are saying in Parliament and this cannot be kept secret. Closing off the parliament would mean that ordinary citizens may never know what their representatives are saying or even if they bother to attend the sessions.

Independent travel in Papua New Guinea can be difficult and dangerous (even more so now in 2002 than in 1987 when this story was written). There are many reasons. PNG is not so small, and its road network is minimal. When the Australian government withdrew from its United Nations mandate over the territory in 1975 it offered to build a highway from the capital, Port Moresby, over the Ownen Stanley ranges to the new nation's second city, Lae. The PNG politicians declined that offer. They were literally afraid of mobility amongst their own people. That highway is still not built, and the capital remains severed from the reality of the nation it governs. There is a highway from Lae into the highlands (probably the best road in the country). It has been a scene of frequent carjackings, robberies and kidnappings.

She carried out additional study at the University of Missouri and Columbia University. As a young woman, Macgregor was a documentary photographer. In 1947-1948, she worked with Margaret Mead interpreting Balinese photograhs. With Mead, she coauthored Growth and Culture: A Photographic Study of Balinese Childhood , 1951. She was also a consultant to the Institute for Intercultural Studies. Later, Macgregor became a pioneer in using the concepts of anthropology and sociology in dealing with medical patients.
