Papua New Guinea 'PNG' is located just north of Australia in the Asia-Pacific corridor next to Indonesia. PNG is a developing country rich in natural resources home to a relatively small population of 5.17 million. Since 1997, economic and social conditions have been quite turbulent and challenging at times as Papua New Guinea's economy has technically entered a depression during this time frame. Their national currency, the 'kina' has experienced steady depreciation versus the USD since the government decided to float the currency in 1995.
POLITICS: independence in 1975, previous to this date Australia administered Papua New Guinea. There is a sad history of political violence within PNG more recently ending in 1997 after a 9-year secessionist revolt which claimed 20,000 lives. Again during the June 2002 elections, 30 people were killed in political violence. The election outcome resulted in former Prime Minister Sir Michael Somare, the founding father of modern Papua New Guinea of the National Alliance party regaining power and Prime Minister Sir Mekere Morauta of The People's Democratic Movement is now the official opposition.
Political risk overall is high as further risk is encountered within the military as mutinies have taken place in protest to defense spending cut backs. In Bougainville, Papua New Guinea in 1988, civil war broke out over ownerhsip of the Giant mine which was a major contributor to PNG's economy. A cease fire was declared in 2001 after thousands have been killed in fighting.

Last week the United Nations held a World Disaster Conference in Kobe, Japan. One of the exhibits that attracted great interest was a topographical map showing the four great tectonic plates that grind together along Japan's eastern and north western coasts, and the 30 year probabilities they will produce a serious earthquake. The most dangerous line runs along the Pacific seabed off south central Honshu until it turns on to the coast near Shizuoka, 150 km south west of Tokyo. This is where the Eurasian plate subducts or forces itself under itself. The build-ups of tectonic tension releases itself by powerful offshore earth/sea-quakes every 150 years or so and very often cause a huge, fast moving tsunami. The last such quake occurred in 1854 and anther is now overdue. There is now a 90% probability of a quake greater than magnitude 8 occurring off the Tokai coast, which runs form Nagoya to Shizuoka. This means the quake could be of similar size that occurred off the coast of Aceh in Indonesia on December 26 last year [2004] and resulted in a great tsunami, which roared across the Indian Ocean to destroy villages and thousands of lives along the coast of India and Sri Lanka thousands of kilometres away as well as areas nearby to the quake.

Background:
The Solomon Islands consist of six major and approximately 900 smaller volcanic islands, coral atolls and reefs, more than 300 of them are inhabited. They stretch about 900 miles in a south-easterly direction from Papau New Guinea toward Fiji. The former UK protectorate, established in the 1890s, is one of the poorest countries in the South Pacific; 85 percent of the country's population live in isolated rural villages on undeveloped outer islands.
Self-government was achieved in 1976 followed by independence in 1978.

The leaders have released a communique referred to as the Matakana and Okataina Understanding. In the communique, they pledge to maintain the ceasefire, and work towards a negotiated political settlement of Bougainville's long-term political future. The leaders said a special state negotiator would prepare a package on the powers, functions, structure and status of Bougainville's future government, which would be geared to Bougainville's needs. FA 48 29 May 97 BOUGAINVILLE PEACE STRATEGY WELCOMED I warmly welcome the announcement today by Acting Prime Minister John Giheno that the National Executive Council of Papua New Guinea has approved a peace strategy for Bougainville. Mr Giheno has said that the strategy was developed at the direction of Prime Minister Sir Julius Chan and is based on wide consultation within the national government, PNG church, NGO and community groups and, particularly, with the people of Bougainville. I congratulate all who have contributed to the strategy. It is my sincere hope that this strategy will initiate a process that will lead to lasting peace. I note that Mr Giheno has stated clearly the PNG Government's belief that there can be no military solution to the conflict. The Australian Government strongly endorses that view. We believe that the resolution of the Bougainville conflict can best be achieved through peaceful negotiation and a spirit of reconciliation. As the Australian Government has consistently stated, we stand ready, if requested by the PNG Government, to support the people of Papau New Guinea in carrying the Bougainville peace process forward.

Many different cultures originated in the islands of Papua New Guinea. Today people go to the islands to find a sense of a world of long ago and a feel for the place of their ancestors. A chief reason is that Papua New Guinea has been inhabited for perhaps 50,000 years by various Asian settler societies. Europeans arrived in the 1520sthe Portuguese explorer Jorge de Menezes. Later (1645), a Spanish explorer, Ynigo Oritz de Rexes, named it New Guinea because of similarities he perceived with people of the Guinea Coast of Africa.

SOLOMON ISLANDS TRAVEL GUIDE
One of the last areas of the world to fall under European religious and political control, the Solomon Islands remain today the best-kept secret in the South Pacific. It's all there: shark-callers, war wreckage, gold, and malaria; every Pacific race is present, from blue-black Papuans to chocolate-colored, blond Melanesians, bronze-skinned Micronesians, and fair-complexioned Polynesians. The variety of cultures and customs is striking, and the traditional ways are remarkably alive. Like neighboring Vanuatu, it's a land of contrast and adventure, with jungle-clad peaks, mighty volcanoes, uplifted atolls, crashing waterfalls, mist-enshrouded rainforests, dark lagoons, scattered islands, and brilliant coral reefs. No other Pacific island group has a greater diversity of landforms. Once you figure out where the Solomon Islands actually are and finally get there, you won't wish to leave. Unless you're on a tour, you'll find travel outside the capital, Honiara, an unstructured, make-your-own-arrangements affair. The number of visitors is negligible, and most of those who do come stay only a few days, mainly in the hotels of the capital or scuba diving at Munda, Gizo, or Uepi Island. This gives slightly intrepid travelers an unparalleled opportunity to get well off the beaten track and have a genuine South Sea paradise all to themselves. The United States and Canada rank third and fourth behind Taiwan and Singapore. Providence, RI—A new study of global e-government undertaken by researchers at Brown University shows that 21 percent of government agencies around the world are offering online services, up from 16 percent in 2003, 12 percent in 2002, and eight percent in 2001. The countries of Taiwan and Singapore now lead the United States and Canada in overall e-government performance. The fourth annual survey conducted by Professor Darrell M. West of the Taubman Center for Public Policy at Brown University and a team of researchers measured each country’s on-line presence. The research evaluated government websites on two dozen different criteria, including the availability of publications, databases, disability access, privacy, security, and the number of online services. Previous studies of global e-government were released in 2001, 2002, and 2003. This year's study reviews 1,935 government websites in 198 countries during June, July, and August, 2004. Among the sites analyzed are those of executive offices, legislative offices, judicial offices, Cabinet offices, and major agencies serving crucial functions of government, such as health, human services, taxation, education, interior, economic development, administration, natural resources, foreign affairs, foreign investment, transportation, military, tourism, and business regulation.

The leaders of twenty-three Saramacca Maroon villages gathered in the community of Pikin Slee on March 13-14 to discuss land rights and the incursions of a Chinese logging company. The leaders stated unequivocally that they were opposed to the operations of Chinese company, NV Tacoma (a.k.a. Tacoma Forestry Consultants) in or near ancestral lands. The leaders stated that they wanted their rights to own and control their ancestral lands, as defined by international human rights law, recognized and respected.
Maroons are the descendants of African slaves who fought for and won their freedom from the Dutch colonial regime that ruled Suriname until 1975. They live in Suriname's rainforests, concentrated along the major waterways. The Saramacca are one of six Maroon peoples in Suriname. The present government of Suriname states that it has no legal obligations with the Maroons and does not recognize their rights to own their ancestral lands. Furthermore, it has, or is in the process of granting vast areas of the rainforest to multinational logging companies. These concessions are granted without notifying Indigenous and Maroon communities, nor seeking their participation or approval - even if their villages fall within the concessions. Presently, at least two-thirds of the Indigenous and Maroon communities are either in or very near logging and mining concessions.

It is an often-stated fact of international life that the world and the 'United States' role in it have grown increasingly interdependent in the last 20 years. Scholars, policymakers, and even casual observers have both praised and bemoaned the degree to which events in even the most remote and unlikely areas of the world have an impact on U.S. domestic and international decisions and actions. Within the last two years the icy shores of the Falkland Islands and the desert plains of Chad - and most recently the tiny island of Grenada - have reminded U.S. citizens that we cannot afford the apparent luxury of isolationism.
The consequences and benefits of this modern interdependence have spread steadily throughout American society over the past two decades. Under presidents of both parties, U.S. foreign policy and military postures have been crafted around the recognition that in order to enjoy the benefits of a free and prosperous world, the United States must play an active role in helping to secure the freedom and prosperity of the world. This recognition has also been accepted well beyond our national institutions of government.
Academic and cultural exchanges have expanded markedly throughout the past 20 years as Americans have sought a greater understanding of and exposure to foreign history, culture, and languages. Similarly, during this period the American business community has adapted steadily to growing international economic interdependence as the world has moved into what many refer to as the Second Industrial Revolution. U.S. business firms, both small and large, have devoted increasing levels of resources and energy to export and import operations, as the world's disparate economies have found themselves drawn into a new era of economic interdependence - a product of, and a contributor to, greater political interdependence.

News From Vangold's Papua New Guinea Properties Paul the Benjaminite It has taken a quite a bit longer than expected, but the news of the surveys on Vangold's (75%) and New Guinea Gold's (25%) Feni Island properties is finally out. The incredible potential of the Feni Islands (Ambitle Island) was previously reported on in The Bluest of Blue Sky Potential and in More Bright Blue Skies Over Feni . These reports explained the combination of geological circumstances which could mean that Ambitle Island will turn out to be one of the largest gold deposits in the world, like its sister island, Lihir. But the news is not limited to Vangold's Feni Islands Property! The recent acquisition of Kanon Resources means that Vangold and New Guinea Gold now have a share in seven exciting and prospective land packages in Papua New Guinea. Three drilling programs will be in the news within the next few months on three of these properties with the drills turning first, on the Ambitle Island and Mt. Penck properties, both scheduled to begin within weeks! Ambitle Island Exploration Results As expected, the results from the exploration of the central and southern portions of Ambitle Island have yielded impressive results. Both the biogeochemical survey and the stream panned concentrate surveys were conducted in portions of the "Central Caldera" and the "Old Caldera Zone" on Ambitle Island. (Both "calderas" are actually volcanic craters.)

Each year, the world's unrecognized and repressed states gather at a summit where they share hopes, passing motions that nobody heeds, trying to protect human rights that continue to be trampled. For these Wanna-Be Nations, a group that grows larger by the day, there is no New World Order, only the same old shrugs and silence

President Issac Chishi Swu is dressed in an ill-fitting gray suit and there is a thread-bare appearance to his entire regime. During a recent visit to Europe, no motorcades awaited at the airport. Instead of state dinners, Swu spends lonely nights in three-star hotels. His entourage consists solely of Thuingaleng Muivah, vice president and general secretary of his party. Often, they share hotel rooms. After a decade in power, neither can claim many perks beyond an assortment of passports, none of which bears their own state seal. "This has been our entire life," admits Swu. Then, their European visit at an end, the aged revolutionaries trundle off to the airport, bound for Bangkok, where both live as exiles. The president and his vice carry their own bags and fly economy class. Nobody notices. Some lands fall in and out of public favor, such as

One Conservancy Award This award recognizes employees and volunteers at all levels of the organization who exemplify the "One Conservancy" value. Nominees will have made exemplary contributions to the Conservancy beyond the nominee's job description, and outside the nominee's own program or functional area. Audrey Benedict
Audrey Benedict has served on the Colorado Board of Trustees for seven years. Recognizing the tremendous mutual value that working globally would provide, five years ago Audrey made a plea to the board and staff of the Colorado chapter to focus some of their efforts globally. As a result, the chapter created the "International Committee," which Audrey chaired. Under her leadership, the Colorado Program built partnerships with the Conservancy's country programs in Ecuador, Mexico and Chile and agreed to help fundraise for each of these countries. Audrey and her husband, Jim, have together donated close to $70,000 to the Conservancy's Ecuador Country Program. Because of the inspiration that Audrey Benedict provided, the Colorado Chapter has been able to expand and significantly support conservation programs in the Caribbean, Canada, Mexico, Chile, Peru, Ecuador, Bolivia, and Papua New Guinea. As if that weren't enough, Audrey has been instrumental in developing and leading many of the naturalist workshops that are currently in their third year at the Medano-Zapata Ranch in Colorado's San Luis Valley.

GOVERNMENT
The National Government has a single chamber Parliament based on the Westminster Parliamentary system. A total of 109 members are elected directly by the people from electoral constituencies in the districts and provinces.
Out of the 109 members, 89 are Open Electorate Members elected from districts and 20 Provincial ( Regional ) Members elected by Province wide vote through the first-pass-the -vote system.
For effective administration purpose, the country is divided into 19 provinces. The provinces are divided into districts and the districts further divided into local level Governments.
