Beleaguered editor still blasts Panama leaders

PANAMA CITY For nine days, one of the most prominent journalists in Panama lived out of three nylon suitcases, slept on the floor on a rollaway mattress and took cold showers in a cafeteria bathroom. Fear that the government would forcibly expel him from the country kept Gustavo Gorriti holed up in the offices of his newspaper, but it didn't stop him from challenging Panama's power structure. On Sunday, the day after Gorriti decided to go home, his newspaper published an article about 11 members of President Ernesto Perez Balladares' family who hold high government jobs. To underscore the article's findings, a box was printed above the article containing a dictionary definition of nepotism. Gorriti, a Peruvian who fled his country because of political persecution, came to Panama last year as associate editor of the newspaper La Prensa. He has since made Panama's government as uncomfortable as he did Peru's.

    History: The Panama Canal Zone became an American Protectorate. The canal was completed on 15 August 1914, although Panama remained under effective American control until 1939. The country’s domestic politics were reasonably stable until the 1968 military coup, led by General (later Brigadier-General) Omar Torrijos Herrera. He held effective power, despite surrendering the presidency during his later years, until his death in plane crash in 1981. Four years earlier, the Americans had agreed to turn over the canal to full Panamanian control at the turn of the century. During most of the 1980s, the country was run by Torrijos’ former intelligence chief, now the head of the armed forces, Manuel Noriega. The general’s policies and his personal activities - including alleged involvement in drug trafficking - produced very strained relations with the USA. American development aid and military assistance were cut but with little effect. US intervention became more likely after the Panamanian presidential election of May 1989. This was won by the principal opposition candidate, Guillermo Endara Galimany, who took 62 per cent of the vote. However, the election was almost immediately annulled. After an attempted coup in October 1989 – believed to have had US backing – Endara was quickly crushed by Noriega’s forces. The only means of getting rid of the troublesome dictator was military intervention. So, in December 1989, US President

      Support from Panama's government has been critical to the success of STRI 's long-term research activities. Panama designated the Barro Colorado Nature Monument (BCNM) under the terms of the 1940 Organization of American States' (OAS) Convention on Nature Protection and Wildlife Preservation in the Western Hemisphere. The 1977 Panama Canal Treaties gave STRI custodianship of this monument, with STRI 's security office as partners with the Panamanian police to protect BCNM and other research sites. The Panamanian government has also furthered our efforts by granting STRI International Mission status. More recently, agreements with the Government of Panama through the Ministry of Foreign Affairs and the Interoceanic Canal Authority (ARI) have allowed for continuation of our International Mission status and custodianship over BCNM and other facilities for 20 years beyond the termination of the Panama Canal Treaties in the year 2000.

    PANAMA AFTER NORIEGA Though the handover process was placing increased authority over the canal into Panama's hands, the rest of Panama was still reeling from the U.S. invasion that ousted president Manuel Noriega. The gap between the rich and poor continued to widen, as opposition to Panama's government grew. Mayin Correa, Panama City's mayor, was one Panamanian critical of the national government. "I think this is the government that has the worst communication system with their people," she said. "They don't know how to communicate." Presidential Chief of Staff Julio Harris said the government hadn't had the time to revamp the system Noriega left behind. "The expectation of the people is very, very high because of the 21 years of disasterous government mismanagement," he said. "We have problems with water ... we have problems with schools, we have problems with hospitals, and that cannot be fixed in two and a half years."

    Panama breaks the Internet
    Panama's government has ordered all of its ISPs to begin blocking the UDP ports used for Internet telephony (AKA VoIP). The national telco is pissed that ISPs are undermining their businesses, which rely on charging farcically high rates for long-distance, and they've gotten their pals in government to strong-arm all the ISPs in the country. In the decree, the Panamanian government requires "that within 5 days of publication, all ISPs will block the 24 UDP ports used for VoIP and any other that could be used in the future (which could end up being all UDP ports)," according to a reporter and computer consultant there, and that "the ISPs will block in their firewall or main router and in all their Border routers that connect with other autonomous systems." This "unequivocally decrees that all routers, including those not carrying traffic from Panama, but that might be traversing Panama, have the 24 UDP ports blocked."

    Privatizing Government: Panama Goes on a Selling Spree

    The Panamanian government's attempts to privatize a number of government agencies including power plants, the water system, and public transportation are generating a flurry of opposition among civil groups and political candidates. On November 18, Panama announced the sale of several pieces of the agency that provides electricity to the country, the National Institute of Hydraulic Resources and Electrification (IRHE), to three U.S.-based companies for $300 million. Last year, in preparation for the sell-off, the government split IRHE into eight companies, including the three thermal and hydroelectric plants which were privatized. The latest privatization will sell off the government's potable water agency, IDAAN. Leading presidential candidate Martín Torrijos opposes the project (as did the candidate whom Torrijos bested in a party primary, Alfredo Oranges). A leader of IDAAN workers, Luis Ernesto Pedreschi, says the privatization will result in a 50 percent increase in consumer prices, as customers will be charged separately for sewage bills for the first time. Sociologist Marco Gandásegui notes that Panama has very little experience in successful privatization. He says government officials want the short-term gains from privatization but are unaware that it brings a new set of responsibilities.
