For nearly fifty years, political scientists and foreign-policy experts have been trying to fathom the inner workings of India - with but limited success. India remains an enigma. Consider just these puzzles. India is allegedly the world's largest democracy, with over 900 million people living in an area less than one-third the size of the United States. But in reality, because of the persistence of the caste system - an elaborate form of discrimination - a substantial percentage of the population is de facto disenfranchised. Political instability and sectarian violence also continue to threaten the very core of the country. Is India a democracy or not? If not, then what exactly is it? India's social and economic circumstances parallel its political condition. There is a middle class in excess of 200 million people - the world's largest - but a third of the population is living in abject poverty and another third is only slightly better off. Thanks to these political and economic conditions, it is perhaps not too much to say that ruling India is like trying to guide a country whose society is living in three centuries simultaneously: the elite and the middle class in the late twentieth, the poor in the late nineteenth, and the desperate and isolated rest in the eighteenth or earlier. Do India's socioeconomic realities support true democracy or not?

History of the India-Pakistan Conflict By Tariq Ahsan, former teacher, Political Science and International Relations, Quaid-e-Azam University, Islamabad ; a freelance writer in Ottawa.
The conflict between India and Pakistan originated as a clash between Indian and Muslim nationalism during British colonial rule. The Indian National Congress led the Indian-nationalist struggle, while the principal Muslim-nationalist political organisation was the Muslim League. As the British government retreated from South Asia after WWII, it served notice on these two organizations to negotiate a constitutional framework for postcolonial India before its departure in 1947. But the bitter tensions created by the colonial legacy of divide and rule made it impossible for the parties to meet this demand within the prescribed time. Consequently, the British government imposed its own plan and departed. According to this plan, devised by the last British Viceroy, Louis Mountbatten, areas whose populations were predominantly Muslim, were to join Pakistan, while Hindu-majority areas were to be part of India.

South Asia is the important neighboring area of China and the important link for good-neighborliness' diplomacy. In recent years, with the relaxation of India-Pakistan relations and the rapid development of regional economy, it has become a consensus for China and the South Asian countries to seek peace, stability and development and the political and economic links between China and the South Asian countries are getting closer. The trade volume between China and India and that between China and Pakistan hit new highs in history in 2004, reaching 13.6 billion US dollars and 3 billion US dollars respectively. At present the "all-weather" strategic partnership between China and Pakistan has continuously developed; the constructive strategic partnership of cooperation between China and India has been pushed forward stably; and the traditional friendly relations between China and Bangladesh and that between China and Sri Lanka are also under development.

NEW YORK A senior Pakistani official said Tuesday that India was using a fictional threat from China and unverified charges of Pakistani terrorist infiltration into Kashmir to justify its nuclear weapons program and revive threats against Pakistan. "We say that to verify these charges, let neutral international observers be stationed on both sides," said the official, Foreign Secretary Shamshad Ahmad, in a speech to the Asia Society in New York. "India has always refused." Ahmad said India never made available to Pakistan names or other information about infiltrators New Delhi said it had captured in connection with the planning or execution of attacks in Kashmir, a Muslim-majority territory that is considered a flashpoint for war between the two nations. Last week, India shocked the United Nations by refusing to meet with a representative of Secretary-General Kofi Annan who was sent to the region to offer U.N. help in cooling tensions. The envoy, Assistant Secretary-General Alvaro de Soto, was welcomed in Pakistan and also visited Sri Lanka though India, which monitors the foreign policies of its smaller neighbors, asked the Sri Lankans not to receive him at a high level, officials said.

Pakistan has had a roller coaster journey in the sphere of development, mostly because of unstable governments over a long period of time. Like all other developing countries, Pakistan is facing problems of scarce resources and unlimited needs of its relatively large population. The U.S. military presence in Afghanistan has added complexity to the national and international political forces influencing development in Pakistan. The idea was to create one that relates to the Afghanistan official state symbol while embracing definite regional characteristics – as a renaissance of the Islamic Transitional State of Afghanistan.
The green color represents growth and symbolizes the renaissance of the Afghanistan and also the renaissance of new opportunities arising now in the entire Central Asian region including Iran and Pakistan. The official state flags which styled to closely by alphabetical order represent friendship of participating countries and international peace. Even as the uncertainty about the fate of the Afghan opposition alliance leader Ahmed Shah Masood continues, Afghanistan's neighbours are planning to meet to review the situation. Officials from Iran, Russia, Tajikistan, India and Uzbekistan are due to hold an emergency meeting in the Tajik capital, Dushanbe.
Masood's reputation was based on his military brilliance
If he is dead - or incapacitated - it will have serious implications both for Afghanistan and for its neighbours. What all of them fear is the spread of the Taleban's brand of Islamic militancy throughout the region. They also see Afghanistan as a source of drugs, terrorism and instability. It is because of this that they have been backing the assorted groups which make up the anti-Taleban Northern alliance. Mr Masood kept that alliance together - and there is a widespread fear that without him the alliance would fall apart.

(English) Pakistan's Role Pakistan and Afghanistan mutually share each other's longest borders and realize one another's strategic importance. Dating back centuries, the mountain passes through this Central Asian region bounded the two states together in trade and security. Today, Pakistan, an Islamic state, is only one of two countries that recognizes Afghanistan's Taliban rule. Pakistan's short history as a country as been very turbulent. Fighting among the provinces as well as full-fledged wars with India prevented Pakistan from gaining real stability in the last five decades. It oscillates between military rule and deomocratically-elected governments; between secular policies and Islamic law. Like Afghanistan, it received U.S. military and financial backing as a "frontline" state during the Cold War. In 1998, Pakistan's government jolted the world when it announced that it tested five nuclear warheads following India's own test. The United States imposed severe sanctions on Pakistan and India. In late September 2001, following the terrorist attacks on the United States, the sanctions were lifted in an effort to gain Pakistan's favor in having Afghanistan extradict Osama bin Laden. Some Pakistanis believe that the lifting of US sanctions are not going to usher in economic prosperity but rather bring disaster because we are pitting "brother to fight against his own brother in Afghanistan."

    Back to Pakistan Government The path to the current constitution and government was often tortuous and accompanied by successive upheavals in the nation's political life. The years between 1947 and 1958 were marked by political chaos moderated by the administrative power and acumen of the CSP. They were also years in which the armed forces, especially the army, expanded its mission and assumed political influence alongside the CSP. Initially, the country was governed by a Constituent Assembly (see Independent Pakistan , ch. 1). The Constituent Assembly had dual functions: to draft a constitution and to enact legislation until the constitution came into effect. It was nine years before Pakistan adopted its first constitution in 1956. Major conflicts in the Constituent Assembly included the issues of representation to be given to major regional groups (particularly the East Wing) and religious controversy over what an Islamic state should be.
